    Slovenska povojna politična emigracija in razvoj ideje o neodvisnosti Slovenije

    The contribution presents the national political activity of the Slovene after-war political emigration, which despite its small number and disunity succeeded in forming numerous, to the regime in homeland opposite, suggestions on future regulation of the state of Slovenia. Regarding the programmes they suggested the emigrants can be divided into two parts: groups that strove for Slovenia in the frame of democratic Yugoslavia, and groups that strove for a sovereign and independent Slovenia. The idea of the latter gained already in the eighties the meaning of the only for the development of the Slovene nation acceptable solution, which later proved in the unified support to independence aspirations of Slovenia.V prispevku je predstavljeno narodnopolitično delovanje slovenske povojne politične emigracije, ki je kljub svoji maloštevilnosti in neenotnosti uspela izoblikovati številne režimu v domovini nasprotne predloge o bodoči državni ureditvi Slovenije. Glede na programe, ki so jih predlagali, lahko izseljence razdelimo na dva dela: skupine, ki so se zavzemale za Slovenijo v okviru demokratične Jugoslavije in skupine, ki so se zavzemale za suvereno in neodvisno Slovenijo. Ideja slednjih je že sredi osemdesetih dobila pomen edine za razvoj slovenskega naroda sprejemljive rešitve, kar se je kasneje izkazalo tudi v enotni podpori osamosvojitvenim težnjam Slovenije

    Starting Points for the Monitoring and Evaluation of Regional Policy in Slovenia

    Regional policy represents an important segment of influences on changes to spatial and socioeconom-ic structures. These influences can be planned or not and can either be useful or even create new disparities. To avoid the latter it is necessary to establish a system of monitoring and evaluating regional policies, which are key factors in guaranteeing the quality and rationality of the implementation of programs that are intended to promote regional development. Monitoring and evaluation provide directions for the cor-rection of programs and at the same time offer starting points for planning new activities. Here they serve their function only if the independence of their implementation is guaranteed and if the mechanisms for their implementation are properly established

    In spite of its small size, Slovenia is marked by major regional differences. On one hand, there are devel-oped urban areas where the majority of economic activities are concentrated, and on the other, extensive rural areas are left to depopulation and the deterioration of the cultural landscape. In the desire to elim-inate these disparities, implementation of a regional policy was initiated at the beginning of the 1970's based on the polycentric development of cities and towns and on specific laws to stimulate regional devel-opment. The intention of this article is to describe these laws and evaluate them using a SWOT analysis

    This study attempts to illustrate the role of regional policy in the development of spatial structures and simultaneously determine the success and the possibly diverse response of individual instruments of regional policy to the structures of problem areas. We established that the influences of the regional policy are relatively minor, a consequence of the scant financial means devoted to the stimulation of regional development, the lack of power of the overall regional policy relative to all development currents introduced by inclusion in the European Union, and very aggressive globalization. However, we are able to cite some of its successes, mostly visible on the local level, although at higher levels their influence weakened. Because the goals of the regional policy in the previous period have not been achieved, we suggest some changes that would either strengthen the current method of stimulating regional development or abandon it altogether and turn toward the active stimulation of the polycentric network of cities that would result in the greater competitiveness of individual centers, which we hope would also have positive effects in their immediate hinterland.Avtor v knjigi prikazuje vlogo regionalne politike pri razvoju prostorskih struktur, obenem pa ugotavlja uspešnost in morebitno različno odzivanje posameznih instrumentov regionalne politike na strukturne značilnosti problemskih območij. Poleg vidnih prostorskih vplivov so obravnavani tudi socioekonomski dejavniki, ki učinkujejo predvsem na prikrite prostorske strukture. V knjigi je zajet prostor kot celota, kot splet naravnih in družbenih prvin. Avtor ugotavlja, da so vplivi regionalne politike zaradi pičlih finančnih sredstev, nemoči regionalne politike ob vključitvi Slovenije v Evropsko unijo in globalizacije razmeroma majhni. V monografiji predstavljena raziskava je eden prvih poizkusov celostnega vrednotenja projektov slovenske regionalne politike. Poleg vrednotenja projektov podaja tudi širši vsebinski kontekst, ki lahko služi kot referenčni okvir morebitnim nadaljnjim vrednotenjem

    Forms, areas, and spatial characteristics of intermunicipal cooperation in the Ljubljana Urban Region

    This article studies the strength, forms, and areas of intermunicipal cooperation, and their advantages, disadvantages, and spatial characteristics based on the example of the Ljubljana urban region. Surveys, interviews, data analysis of joint administration and joint companies, and analysis of joint development projects show that cooperation in joint municipal administration is limited to parking authorities and the intermunicipal inspectorate, joint companies dealing with communal infrastructure and traffic, and joint projects mainly focusing on economic infrastructure, tourism, mobility, spatial and development planning, and applying for EU projects. The areas of former municipalities, the municipalities in Ljubljana Marsh Nature Park, and the municipalities that are part of the Development Partnership of the Center of Slovenia connect more often than other areas. The advantages of cooperation include better opportunities for EU funding, economizing, and joint representation of municipal interests, whereas disadvantages include problems with coordinating funding and a lengthy coordination period, which is additionally hindered by unsuitable legislation and a lack of financial incentives, human resources, time, and ideas

    This special issue of Acta geographica Slovenica discusses selected topics in spatial development in the Alps from the perspective of spatial planning legislation, stakeholder engagement in spatial planning decisions, tools that enable the effective flow of expertise and exchange of instruments, and best practices across the Alps, as well as from the economic perspective using the example of Alpine regions’ reaction to the economic crisis that affected Europe and the rest of the world at the end of the past decade. By including articles written as part of the WIKIAlps project, which was financed through the EU transnational cooperation program Alpine Space, this special issue seeks to invigorate discussions on sustainable spatial development in the Alps and thus contributes to a greater familiarity with this issue and to more prudent decisions

    The publication “Monitoring and Evaluation of Regional Policy in Slovenia” was prepared on the basis of the Assessment of Instruments and Mechanisms of Regional Policy project intended for designing the systems for the mid-term and final evaluation of Slovenia’s regional policy. The project has prepared the basis for monitoring and evaluating the regional policy: we treated the monitoring of the regional policy as an important element in the overall development process because it enables constant supervision of the implementation of the policy and the evaluation of the regional policy as a constant interactive process that enables deliberate planning of activities and their adaptation to changing conditions. We focused on the characteristics of monitoring and evaluation in Slovenia’s regional policy and prepared evaluation models that Slovenia’s regional policy should follow in the future. Designing the models we drew from the existing Slovenian and European formal-legal frameworks for establishing monitoring and evaluation system in the 2007–2013 financial perspective.Knjiga želi predstaviti odprta vprašanja spremljanja in vrednotenja slovenske regionalne politike. V njej sta avtorja pripravila izhodišča spremljanja in vrednotenja, pri čemer sta spremljanje obravnavala kot pomemben element v celotnem razvojnem procesu, saj omogoča nenehen nadzor izvajanja, vrednotenje pa kot stalen interaktiven proces, ki omogoča premišljeno načrtovanje aktivnosti in njihovo prilagajanje spreminjajočim se razmeram. Osredotočila sta se na značilnosti spremljanja in vrednotenja v slovenski regionalni politiki ter pripravila modele vrednotenja, ki naj bi jih slovenska regionalna politika upoštevala v bodoče. Pri oblikovanju modelov sta izhajala iz obstoječih slovenskih in evropskih formalno-pravnih okvirjev za vzpostavitev sistemov spremljanja in vrednotenja v finančni perspektivi 2007–2013

    Towards more resilient economies in Alpine regions

    The economic crisis the world has faced since 2007 has had devastating effects on many regions to various degrees. How regions respond to economic shock depends on regional economic structure and performance, administrative capacity, resources, human capital, social capital, and other factors, and is perceived as resilience: the ability of a regional economy to withstand, absorb, or overcome an external economic stress. Because one of the future strategic goals for the Alpine Space Programme area is fostering its resilience, we studied the performance of Alpine regions in the pre- and post-crisis period in order to assess the effects of the economic crisis and to provide basic directions on how to make the Alps more resilient in the future. The results have revealed differences among three selected groups of regions as well as some country-specific characteristics of the regional response that can generally be seen in the weaker performance of some Italian and Slovenian regions
