    Bonds and bridges : social and poverty

    Using the lens of social capital-especially bridging or cross-cutting ties that cut across social groups and between social groups and government-provides new insights into policy design. Solidarity within social groups creates ties (bonding social capital) that bring people and resources together. In unequal societies, ties that cut across groups (bridging social capital) are essential for social cohesion and for poverty reduction. The nature of interaction between state and society is characterized as complementarity and substitution. When states are functional, the informal and formal work well together-for example, government support or community-based development. When states become dysfunctional, the informal institutions become a substitute and are reduced to serving a defensive or survival function. To move toward economic and social well-being, states must support inclusive development. Investments in the organizational capacity of the poor are critical. Interventions are also required to foster bridging ties across social groups-ethnic, religious, caste, or racial groups. Such interventions can stem from the state, private sector, or civil society and include: Changes in rules to include groups previously excluded from formal systems of finance, education, and governance, at all levels. Political pluralism and citizenship rights. Fairness before the law for all social groups together. Infrastructure that eases communication.     Local institutions, poverty, and household welfare in Bolivia

    The authors empirically estimate the impact of social capital on household welfare in Bolivia--where they found 67 different types of local associations. They focus on household memberships in local associations as being especially relevant to daily decisions that affect household welfare and consumption. On average, households belong to 1.4 groups and associations: 62 percent belong to agrarian syndicates, 16 percent to production groups, 13 percent to social service groups, and 10 percent to education and health groups. Smaller numbers belong to religious and government groups. Agrarian syndicates, created by government decree in 1952, are now viewed mainly as community-initiated institutions to manage conmunal resources. They have been registered as legal entities to work closely with municipalities to represent the interests and priorities of local people in municipal decisionmaking. The effects of social capital operate through (at least) three mechanisms: sharing of information among association members; the reduction of opportunistic behavior; and better collective decisionmaking. The effect of social capital on household welfare was found to be 2.5 times that of human capital. Increasing the average educational endowment of each adult in the household by one year (about a 2.5-percent increase) would increase per capita household spending 4.2 percent; a similar increase in the social capital endowment would increase spending 9 to 10.5 percent. They measured social capital along six dimensions: density of memberships, internal heterogeneity of associations (by gender, age, education, religion, etc.), meeting attendance, active participation in decisionmaking, payment of dues (in cash and in kind), and community orientation. The strongest effect came from number of memberships. Active membership in an agrarian syndicate is associated with an average 11.5 percent increase in household spending. Membership in another local association is associated with a 5.3-percent higher spending level.     Cents and sociability : household income and social capital in rural Tanzania

    The authors construct a measure of"social capital"in rural Tanzania, using data from the Tanzania Social Capital and Poverty Survey (SCPS), a large-scale survey that asked individuals about the extent and characteristics of their associational activity and their trust in various institutions and individuals. They match this measure of social capital with data on household income in the same villages (both from the SCPS and from an earlier household survey, the Human Resources Development Survey). In doing so, they show that"social capital"is indeed both capital (in that it raises incomes) and social (in that household incomes depend on village, not just household, social capital). The magnitude of social capital's effect on incomes is impressive: a one standard deviation increase in village social capital increases a household proxy for income by at least 20 to 30 percent. This is as great an impact as an equivalent increase in nonfarming assets, or a tripling of the level of education.     Does participation improve project performance : establishing causality with subjective data

    Development practitioners are coming to a consensus that participation by the intended beneficiaries improves project performance. But is there convincing evidence that this is true? Skeptics have three objections: 1)"Participation is not objective -- project rankings are subjective; 2) this subjectivity leads to"halo effects"; 3) better project performance may have increased beneficiary participation rather than the other way around -- a statistical association is not proof of cause and effect. The authors show methodologically how to answer each of these objections. Subjectivity does not preclude reliable cardinal measurement. Halo effects do not appear to induce a strong upward bias in estimating the effect of participation.     Phenotypic characterization and diversity of Nepalese garlic (Allium sativum L.) landraces

    A total 37 garlic landraces collection from Nepal Genebank were characterized using phenotypic trait maps or agro morphological markers at National Agriculture Genetic Resources Centre (Genebank), Khumaltar, Lalitpur, Nepal during 2017 using quantitative and qualitative traits. Shannon and Weaver diversity index (H’) analysis revealed significant intra landrace diversity for both quantitative and qualitative traits. Nine principal components contributed 100 % to the cumulative variance and the first three principle components with Eigen value >1 accounted for 69.9 % of the entire variability.The cluster analysis grouped the 37 accessions into five distinct group. The Accession CO4816 from cluster 5 were superior in terms of yield attributing characters such as number of cloves/bulb, weight of cloves and yield but found to be shorter is plant height.  Pearson correlation analysis among eight quantitative traits showed highly significant positive correlation between leaf length and leaf width, leaf length and shaft length, leaf length and yield, weight of cloves and yield. The high yield is associated with leaf length, leaf width, weight of cloves and number of cloves. The frequency distribution for disease (Cercospora leafspot and Alternaria porii) occurrence were very low in 78 % of the accessions

    Effects of organic manures on yield and yield attributes of coffee (Coffea arabica L.) genotypes

    An experiment was carried out to determine the effects of organic sources of fertilizers on yield and yield parameters of five coffee (Coffea arabica) genotypes at Gulmi district in 2015 to 2021. Five different source of organic manures (mustard cake @ 2 kg/plant, poultry manure @ 2.5 kg/plant, vermi compost @ 3 kg/plant, goat manure @ 4 kg/plant and FYM/cattle manure @ 5 kg/plant) was applied on five coffee genotypes (Chhetradip Local, Gulmi Local, Selection-10, Syangja Special and Yellow Cattura). Field experiment was laid out in factorial randomized complete block design with three replications. Irrespective of genotypes, the length of cherry was found maximum (15.3 mm) in mustard cake applied plants which was followed by poultry manure applied plants (15.2 mm). The average cherry length was found longest (15.3 mm) in Yellow Cattura and Syangja Special which was followed by genotype Chhetradip Local (15.1 mm). The highest diameter of cherry (12.7 mm) was obtained with the use of mustard cake followed by poultry manure (12.4 mm). The application of mustard cake produced the highest cherry yield (3.55 kg/plant) followed by poultry manure (3.43 kg/plant). Yellow Cattura produced the highest fresh cherry yield (3.34 kg/ha) followed by Selection-10 (3.07 kg/plant). Results indicate that poultry manure and Yellow Cattura are most effective for higher production of coffee

    CFT: Co-operative file transfer algorithm for multi network interface sessions

    File transfer is one of the important operations on the Internet. Generally files are transferred from one machine to another machine through one interface. File transfer can occur through multiple interface connections also. Protocols such as SCTP, transfers data in multiple data stream within a single connection and LFTP transfers file sourced from multiple servers to a single host. Here, we present the concept of using multiple network interfaces for transferring files from a single server. This would ensure the utilization of combined bandwidth of all the interfaces used, so that the rate of file transfer would increase considerably compared to single bandwidth transfer. In this work, we use two interfaces i.e, IEEE 802.3 (Ethernet) and IEEE 802.11 (WiFi) to accomplish the above task. We use a non pre-emptive context switching framework Twisted where threading is avoided for an effective resource utilization. The required file is downloaded utilizing two interfaces instead of one unlike normal file transfer. We analyze the improvement in performance by observing the time taken to download a file using two different interfaces (Ethernet and WiFi) and comparing that with a single interface download (using either Ethernet or WiFi) in real time scenario. We attempt to deal with the issue of when and how to connect through two interfaces which combines the bandwidths of both these interfaces, aiding in improving the performance of file transfer when compared to file transfer using single interface

    Isolated HbA1c identifies a different subgroup of individuals with type 2 diabetes compared to fasting or post-challenge glucose in Asian Indians: The CARRS and MASALA studies.

    AIMS: Guidelines recommend hemoglobin A1c (HbA1c) as a diagnostic test for type 2 diabetes, but its accuracy may differ in certain ethnic groups. METHODS: The prevalence of type 2 diabetes by HbA1c, fasting glucose, and 2 h glucose was compared in 3016 participants from Chennai and Delhi, India from the CARRS-2 Study to 757 Indians in the U.S. from the MASALA Study. Type 2 diabetes was defined as fasting glucose ≥ 7.0 mmol/L, 2-h glucose ≥ 11.1 mmol/L, or HbA1c ≥ 6.5%. Isolated HbA1c diabetes was defined as HbA1c ≥ 6.5% with fasting glucose < 7.0 mmol/L and 2 h glucose < 11.1 mmol/L. RESULTS: The age, sex, and BMI adjusted prevalence of diabetes by isolated HbA1c was 2.9% (95% CI: 2.2-4.0), 3.1% (95% CI: 2.3-4.1), and 0.8% (95% CI: 0.4-1.8) in CARRS-Chennai, CARRS-Delhi, and MASALA, respectively. The proportion of diabetes diagnosed by isolated HbA1c was 19.4%, 26.8%, and 10.8% in CARRS-Chennai, CARRS-Delhi, and MASALA respectively. In CARRS-2, individuals with type 2 diabetes by isolated HbA1c milder cardio-metabolic risk than those diagnosed by fasting or 2-h measures. CONCLUSIONS: In Asian Indians, the use of HbA1c for type 2 diabetes diagnosis could result in a higher prevalence. HbA1c may identify a subset of individuals with milder glucose intolerance
