ASSESSING THE RISKS IN THE PRIVATE PROVISION OF ESSENTIAL SERVICES
The paper argues that private provision of water and electricity services requires a higher burden of proof than policies reforming existing state services. These utilities are public goods that must be universally affordable and accessible in order to achieve the Millennium Development Goals. In addition to considering productivity, policy-makers should assess social and "off-budget" fiscal impacts, as well as the feasibility of implementation in weak institutional environments. Benefits of better performance are often outweighed by risks in these other areas. The paper assesses four common rationales for private provision: Balancing budgets. Poor people need subsidies regardless of the provider, while incentives for attracting private investment can create off-budget fiscal liabilities. Investing capital. Private investment in utilities has been falling in developing countries, and is often contingent on contractual terms that guarantee profits or shift financial risk onto taxpayers. Improving performance. Private provision often fails to improve services because governments with limited resources cannot design and enforce contracts. Making reform irreversible. Policy-makers lack the information to anticipate the impacts of policies that cannot be reversed, such as commitments made under GATS.
In situ poly(urea-formaldehyde) microencapsulation of dicyclopentadiene
Microencapsulated healing agents that possess adequate strength, long shelf-life, and excellent bonding to the host material are required for self-healing materials. Ureaformaldehyde microcapsules containing dicyclopentadiene were prepared by in situ polymerization in an oil-in-water emulsion that meet these requirements for self-healing epoxy. Microcapsules of 10-1000 ??m in diameter were produced by appropriate selection of agitation rate in the range of 200-2000 rpm. A linear relation exists between log(mean diameter) and log(agitation rate). Surface morphology and shell wall thickness were investigated by optical and electron microscopy. Microcapsules are composed of a smooth 160-220 nm inner membrane and a rough, porous outer surface of agglomerated urea-formaldehyde nanoparticles. Surface morphology is influenced by pH of the reacting emulsion and interfacial surface area at the core-water interface. High yields (80-90%) of a free flowing powder of spherical microcapsules were produced with a fill content of 83-92 wt% as determined by CHN analysis.published or submitted for publicationis peer reviewe
Aging Group Consciousness and Cohesion: Some Empirical Considerations
This is the third and final evaluation of a recreation program sponsored by the Omaha Parks, Recreation and Public Property Department in public housing facilities for the elderly. John A. Ballweg (1967) conducted the first evaluation and the second was conducted by Judy Kessler and George W. Barger with the assistance of Nancy C. Wilson (1968). Major questions to be considered here are:
1. What is the extent of participation in the recreation program among the residents?
2. Have patterns of social relationships changed since the subjects moved into public housing?
3. What types of friendship groups have developed within the apartment buildings?
4. How cohesive are the friendship groups in the buildings, and is this cohesiveness related to the degree of conformity to information group norms relative to the extent of participation in the recreation program?
5. Are these senior citizens aging group conscious (Rose, 1965a)? What attitudes and behaviors distinguish those persons showing aging group consciousness from those who do not
Social Participation and Life Satisfaction of Senior Citizens
This is the second in a series of three surveys relating social participation and life satisfaction as reported by residents of five high-rise apartment buildings in the city of Omaha, These buildings (towers) are available to low-income senior citizens, and are operated under the direction of the Omaha Housing Authority. Recreational facilities and activities are provided by the City of Omaha Parks, Recreation and Public Property Department and it was at their request that this study was undertaken by the Urban Studies Center at the University of Nebraska at Omaha
Recovery from PTSD following Hurricane Katrina
Background: We examined patterns and correlates of speed of recovery of estimated posttraumatic stress disorder (PTSD) among people who developed PTSD in the wake of Hurricane Katrina. Method: A probability sample of prehurricane residents of areas affected by Hurricane Katrina was administered a telephone survey 7–19 months following the hurricane and again 24–27 months posthurricane. The baseline survey assessed PTSD using a validated screening scale and assessed a number of hypothesized predictors of PTSD recovery that included sociodemographics, prehurricane history of psychopathology, hurricane‐related stressors, social support, and social competence. Exposure to posthurricane stressors and course of estimated PTSD were assessed in a follow‐up interview. Results: An estimated 17.1% of respondents had a history of estimated hurricane‐related PTSD at baseline and 29.2% by the follow‐up survey. Of the respondents who developed estimated hurricane‐related PTSD, 39.0% recovered by the time of the follow‐up survey with a mean duration of 16.5 months. Predictors of slow recovery included exposure to a life‐threatening situation, hurricane‐related housing adversity, and high income. Other sociodemographics, history of psychopathology, social support, social competence, and posthurricane stressors were unrelated to recovery from estimated PTSD. Conclusions: The majority of adults who developed estimated PTSD after Hurricane Katrina did not recover within 18–27 months. Delayed onset was common. Findings document the importance of initial trauma exposure severity in predicting course of illness and suggest that pre‐ and posttrauma factors typically associated with course of estimated PTSD did not influence recovery following Hurricane Katrina. Design of the Army Study to Assess Risk and Resilience in Servicemembers (Army STARRS)
The Army Study to Assess Risk and Resilience in Servicemembers (Army STARRS) is a multi‐component epidemiological and neurobiological study designed to generate actionable evidence‐based recommendations to reduce US Army suicides and increase basic knowledge about the determinants of suicidality. This report presents an overview of the designs of the six components of the Army STARRS. These include: an integrated analysis of the Historical Administrative Data Study (HADS) designed to provide data on significant administrative predictors of suicides among the more than 1.6 million soldiers on active duty in 2004–2009; retrospective case‐control studies of suicide attempts and fatalities; separate large‐scale cross‐sectional studies of new soldiers (i.e. those just beginning Basic Combat Training [BCT], who completed self‐administered questionnaires [SAQs] and neurocognitive tests and provided blood samples) and soldiers exclusive of those in BCT (who completed SAQs); a pre‐post deployment study of soldiers in three Brigade Combat Teams about to deploy to Afghanistan (who completed SAQs and provided blood samples) followed multiple times after returning from deployment; and a platform for following up Army STARRS participants who have returned to civilian life. Department of Defense/Army administrative data records are linked with SAQ data to examine prospective associations between self‐reports and subsequent suicidality. An Analysis of the Attitudes of College Students Concerning the War in Vietnam
Attitudes of a sampling of students at Morningside College was compared with results from a poll conducted by church magazines. A locally developed Hawk-Dove scale was designed and administered to the college sample and the results compared with certain personal and personality attributes. It was found that college seniors were much more critical of the war than college freshmen. The former were similar to attitudes of clergy while the latter were more similar to the attitudes of laymen. However, aggression scores on the Edwards Personal Preference Schedule (EPPS) were almost identical for freshmen and seniors. For dominance on the EPPS, seniors and veterans had almost identical scores. Veterans were more optimistic about the war than non-veterans. Students majoring in the humanities were less favorable to war than those majoring in the natural sciences. These are preliminary observations of small portions of a large mass of data
Field procedures in the Army Study to Assess Risk and Resilience in Servicemembers (Army STARRS)
The Army Study to Assess Risk and Resilience in Servicemembers (Army STARRS) is a multi‐component epidemiological and neurobiological study of unprecedented size and complexity designed to generate actionable evidence‐based recommendations to reduce US Army suicides and increase basic knowledge about determinants of suicidality by carrying out coordinated component studies. A number of major logistical challenges were faced in implementing these studies. The current report presents an overview of the approaches taken to meet these challenges, with a special focus on the field procedures used to implement the component studies. As detailed in the paper, these challenges were addressed at the onset of the initiative by establishing an Executive Committee, a Data Coordination Center (the Survey Research Center [SRC] at the University of Michigan), and study‐specific design and analysis teams that worked with staff on instrumentation and field procedures. SRC staff, in turn, worked with the Office of the Deputy Under Secretary of the Army (ODUSA) and local Army Points of Contact (POCs) to address logistical issues and facilitate data collection. These structures, coupled with careful fieldworker training, supervision, and piloting, contributed to the major Army STARRS data collection efforts having higher response rates than previous large‐scale studies of comparable military samples. Response bias, weighting adjustments, and design effects in the Army Study to Assess Risk and Resilience in Servicemembers (Army STARRS)
The Army Study to Assess Risk and Resilience in Servicemembers (Army STARRS) is a multi‐component epidemiological and neurobiological study designed to generate actionable recommendations to reduce US Army suicides and increase knowledge about determinants of suicidality. Three Army STARRS component studies are large‐scale surveys: one of new soldiers prior to beginning Basic Combat Training (BCT; n = 50,765 completed self‐administered questionnaires); another of other soldiers exclusive of those in BCT ( n = 35,372); and a third of three Brigade Combat Teams about to deploy to Afghanistan who are being followed multiple times after returning from deployment ( n = 9421). Although the response rates in these surveys are quite good (72.0–90.8%), questions can be raised about sample biases in estimating prevalence of mental disorders and suicidality, the main outcomes of the surveys based on evidence that people in the general population with mental disorders are under‐represented in community surveys. This paper presents the results of analyses designed to determine whether such bias exists in the Army STARRS surveys and, if so, to develop weights to correct for these biases. Data are also presented on sample inefficiencies introduced by weighting and sample clustering and on analyses of the trade‐off between bias and efficiency in weight trimming. Towards an Understanding of the Mid-Infrared Surface Brightness of Normal Galaxies
We report a mid-infrared color and surface brightness analysis of IC 10, NGC
1313, and NGC 6946, three of the nearby galaxies studied under the Infrared
Space Observatory Key Project on Normal Galaxies. Images with < 9 arcsecond
(170 pc) resolution of these nearly face-on, late-type galaxies were obtained
using the LW2 (6.75 mu) and LW3 (15 mu) ISOCAM filters. Though their global
I_nu(6.75 mu)/I_nu(15 mu) flux ratios are similar and typical of normal
galaxies, they show distinct trends of this color ratio with mid-infrared
surface brightness. We find that I_nu(6.75 mu)/I_nu(15 mu) ~< 1 only occurs for
regions of intense heating activity where the continuum rises at 15 micron and
where PAH destruction can play an important role. The shape of the
color-surface brightness trend also appears to depend, to the second-order, on
the hardness of the ionizing radiation. We discuss these findings in the
context of a two-component model for the phases of the interstellar medium and
suggest that star formation intensity is largely responsible for the
mid-infrared surface brightness and colors within normal galaxies, whereas
differences in dust column density are the primary drivers of variations in the
