Return and reintegration: conflicting priorities between political demand and development policy principles
In Germany there is broad agreement that rejected asylum seekers and other persons obliged to leave the country should do so as soon as possible. Deportations, however, are complex, expensive and particularly controversial when the country of origin’s political and security situation is fragile and unsafe. To incentivise voluntary return, the German government has expanded its programmes that facilitate return and complemented them with local reintegration measures, to be implemented by development actors. Non-governmental organisations have criticised this blending of migration and development policy objectives. Aside from this normative debate, however, there is too little discussion of the extent to which development programmes are suitable for meeting the individual and structural challenges of return, if at all. Negative sanctions and the EU's external migration policy: "less for less" not fit for purpose
The European Commission has announced plans to present a new "Pact on Migration and Asylum" during the German EU Council Presidency. It is expected to provide impetus for the long-overdue reform of the Common European Asylum System, for the strengthening of the EU’s external borders, and for improved cooperation on migration policy with third countries. Many EU states see the latter as being particularly urgent in order to persuade countries of origin to readmit citizens who are obliged to leave the EU. In addition to positive incentives, sanctions against third countries that are unwilling to cooperate are increasingly being discussed. Although sanctions can have a short-term effect, they do not appear to be sustainable and can jeopardise more far-reaching goals of European foreign and development policy. Therefore, during its Presidency, Germany should instead advocate for migration policy instruments that aim to achieve a long-term and fair balance of interests between the EU and third countries. Facets of Communication: Gap Junction Ultrastructure and Function in Cancer Stem Cells and Tumor Cells
Gap junction proteins are expressed in cancer stem cells and non-stem cancer cells of many tumors. As the morphology and assembly of gap junction channels are crucial for their function in intercellular communication, one focus of our review is to outline the data on gap junction plaque morphology available for cancer cells. Electron microscopic studies and freeze-fracture analyses on gap junction ultrastructure in cancer are summarized. As the presence of gap junctions is relevant in solid tumors, we exemplarily outline their role in glioblastomas and in breast cancer. These were also shown to contain cancer stem cells, which are an essential cause of tumor onset and of tumor transmission into metastases. For these processes, gap junctional communication was shown to be important and thus we summarize, how the expression of gap junction proteins and the resulting communication between cancer stem cells and their surrounding cells contributes to the dissemination of cancer stem cells via blood or lymphatic vessels. Based on their importance for tumors and metastases, future cancer-specific therapies are expected to address gap junction proteins. In turn, gap junctions also seem to contribute to the unattainability of cancer stem cells by certain treatments and might thus contribute to therapeutic resistance
Growing needs, insufficient resources: how to fund international refugee protection?
The December 2018 Global Compact on Refugees reaffirmed the international community’s commitment to refugee protection - yet willingness to accept refugees is in decline globally.
No progress has been seen in the search for viable modes of responsibility-sharing. With the exception of Germany, all the main host countries are middle-income or developing countries.
In a situation where more people are forced to leave their homes than are able to return every year, the more affluent countries must shoulder more responsibility. That would mean pledging more resettlement places and increasing public and private funding to relieve the poorer host countries. Aid organisations regularly find themselves faced with funding shortfalls. As the second-largest donor of humanitarian and development funding, Germany should campaign internationally to expand the available financial resources and improve the efficiency of their use. None of the new funding ideas will master the multitude of demands on their own. New and pre-existing financing instruments should therefore be combined.
The German government should collect experiences with the different funding approaches in its new Expert Commission on the Root Causes of Forced Displacement (Fachkommission Fluchtursachen). The Global Refugee Forum, which meets for the first time in December 2019, provides an opportunity to start a discussion on new ways of mobilising the required funds for international refugee protection. Linguistische Korpora im Spanischunterricht. Eine didaktische Exploration.
Die Arbeit mit Sprachkorpora als Datenbanken mit realen Sprachzeugnissen ist kein neuer Forschungsansatz. Korpora werden seit geraumer Zeit in der sprachwissenschaftlichen Forschung verwendet, um neue Erkenntnisse über den Sprachgebrauch spanischer Muttersprachler zu gewinnen – in den Unterricht haben sie allerdings noch kaum Einzug gehalten. Viel zu selten werden reale Texte in den Spanischunterricht eingebunden und die Mehrheit der Übungen und Texte in Lehrwerken wurde von Lehrbuchautoren frei erfunden oder stark redigiert und gekürzt. Um den Lernenden den tatsächlichen Sprachgebrauch näher zu bringen, ist die vermehrte Verwendung von muttersprachlichem Material unabdinglich.
Die Sprachkorpora sind – was ihre Handhabung, ihren Aufbau und das darin enthaltene Sprachmaterial anbelangt – keineswegs zu kompliziert, um sie auf die universitäre Forschung zu beschränken. Korpora fördern selbstständiges und individuelles Lernen anhand realer Sprachdaten und bieten daher mindestens zwei Motivationsfaktoren für Schüler - selbstreguliertes Lernen und Ansporn durch den Umgang mit muttersprachlichem Material. Anhand der Texte und Konkordanzen der Korpora können Schüler selbstständig ihre Sprachkenntnisse überprüfen und Ideen für die eigene Sprachproduktion sammeln. Sie verstehen Zusammenhänge zwischen Lexemen wie Kollokationen, Synonyme und Phraseologismen, und ermitteln die relative Häufigkeit, mit welcher bestimmte Ausdrücke von Muttersprachlern verwendet werden. Jedoch nicht nur das Vokabular, sondern auch das Wissen über grammatikalische Strukturen und Aussprachebesonderheiten können mithilfe von Korpora erweitert sowie das Textverständnis und die Landeskunde geschult werden.
Im Bereich des Englischunterrichts ist die Korpuslinguistik schon seit längerer Zeit etabliert und ermöglicht den Schülern anhand realer Daten aus englischen Korpora die Fremdsprache so zu erlernen, wie diese von Muttersprachlern gesprochen wird. Ziel dieser Dissertation war es nun, eine Übersicht über die derzeit verfügbaren Korpora der spanischen Sprache zu geben, die Funktionen der bislang existierenden Korpora sowie deren Vor- und Nachteile zu beschreiben, die spanischen Sprachkorpora auf deren Nutzbarkeit für den Unterricht zu überprüfen, Möglichkeiten und Grenzen für deren Anwendung im Unterricht aufzuzeigen und anhand konkreter Beispiele die Verwendung im Unterricht zu exemplifizieren. Zudem wurde exemplarisch ein Spezialkorpus aus Lehrbuchtexten entwickelt, anhand dessen zum einen die Erstellung eines eigenen Korpus und zum anderen dessen Nutzungsmöglichkeiten für den Spanischunterricht veranschaulicht werden konnten
Analyse von Risikofaktoren für die Entwicklung höhergradiger Hirnblutungen bei Frühgeborenen
Trotz steigender Überlebensraten der Frühgeborenen in den letzten ca. 40 Jahren, nimmt die Anzahl an Intraventrikulären Hirnblutungen (IVH) nicht ab. Ziel der Arbeit war es Ursachen für die Ausbildung einer IVH zu finden. Untersucht wurden Variablen, die die Mutter (Alter, Körpergröße, BMI, Blutgruppe, Rhesusfaktor, Substanzabusus währen Schwnagerschaft, Gravidität und Parität, Z.n. Abort/Schwangerschaftsabbruch, Z.n. Sterilitätsbehandlung), den Schwangerschafts- und Geburtsverlauf (Vorzeitige Wehen, Tag der stat. Aufnahme und Entbindung, Erreger im vaginalen Abstrich, Entzündungswerte der Schwangeren, Antibiotikumbehandlung, Verzögerung der Entbindung und Prolongation, Tokolyse, Indometacin, Isthmozervikale Insuffizienz, Schwangerschaftsspezifische Erkrankungen, RDS-Prophylaxe, Anzahl der ausgetragenen Feten, Geburtsmodus, Dauer der Geburt/E-E-Zeit) sowie das Neugeborene selbst (Gestationsalter, Gewicht, Kopfumfang, pH-Wert des Nabelarterienblutes, Base Excess, APGAR-Score) betreffen
Rückkehr und Reintegration: Rückkehrförderung zwischen innenpolitischen Ansprüchen und entwicklungspolitischen Grundsätzen
In Deutschland herrscht weitgehend Einigkeit darüber, dass abgelehnte Asylsuchende und andere Ausreisepflichtige das Land so bald wie möglich verlassen sollen. Abschiebungen sind aber aufwendig, teuer und vor allem dann gesellschaftlich heftig umstritten, wenn die politische Situation im Zielland instabil und die Sicherheitslage dort angespannt ist. Um Anreize für freiwillige Rückkehr zu bieten, hat die Bundesregierung daher ihre Programme zur Rückkehrförderung ausgebaut und um Reintegrationsmaßnahmen vor Ort ergänzt. Dabei setzt sie auf die Entwicklungszusammenarbeit. Nichtregierungsorganisationen kritisieren dies, da sie eine Vermischung migrations- und entwicklungspolitischer Ziele ablehnen. Jenseits dieser normativen Debatte wird aber zu wenig diskutiert, inwieweit Entwicklungsprogramme überhaupt geeignet sind, die individuellen und strukturellen Herausforderungen von Rückkehr zu bewältigen. Acute psychosocial stress and working memory performance: the potential of physical activity to modulate cognitive functions in children
Induction kinetics of the Staphylococcus aureus cell wall stress stimulon in response to different cell wall active antibiotics
BACKGROUND: Staphylococcus aureus activates a protective cell wall stress stimulon (CWSS) in response to the inhibition of cell wall synthesis or cell envelope damage caused by several structurally and functionally different antibiotics. CWSS induction is coordinated by the VraSR two-component system, which senses an unknown signal triggered by diverse cell wall active agents. RESULTS: We have constructed a highly sensitive luciferase reporter gene system, using the promoter of sas016 (S. aureus N315), which detects very subtle differences in expression as well as measuring > 4 log-fold changes in CWSS activity, to compare the concentration dependence of CWSS induction kinetics of antibiotics with different cell envelope targets. We compared the effects of subinhibitory up to suprainhibitory concentrations of fosfomycin, D-cycloserine, tunicamycin, bacitracin, flavomycin, vancomycin, teicoplanin, oxacillin, lysostaphin and daptomycin. Induction kinetics were both strongly antibiotic- and concentration-dependent. Most antibiotics triggered an immediate response with induction beginning within 10 min, except for tunicamycin, D-cycloserine and fosfomycin which showed lags of up to one generation before induction commenced. Induction characteristics, such as the rate of CWSS induction once initiated and maximal induction reached, were strongly antibiotic dependent. We observed a clear correlation between the inhibitory effects of specific antibiotic concentrations on growth and corresponding increases in CWSS induction kinetics. Inactivation of VraR increased susceptibility to the antibiotics tested from 2- to 16-fold, with the exceptions of oxacillin and D-cycloserine, where no differences were detected in the methicillin susceptible S. aureus strain background analysed. There was no apparent correlation between the induction capacity of the various antibiotics and the relative importance of the CWSS for the corresponding resistance phenotypes. CONCLUSION: CWSS induction profiles were unique for each antibiotic. Differences observed in optimal induction conditions for specific antibiotics should be determined and taken into account when designing and interpreting CWSS induction studies

Die EU-Kommission hat angekündigt, während der deutschen EU-Ratspräsidentschaft einen neuen "Pakt für Migration und Asyl" zu präsentieren. Erwartet werden Impulse für die lang ausstehende Reform des Gemeinsamen Europäischen Asylsystems, eine Stärkung der EU-Außengrenzen und die migrationspolitische Kooperation mit Drittstaaten. Letzteres sehen viele Staaten der EU als besonders dringlich an, um Herkunftsländer zur Rückübernahme ausreisepflichtiger Staatsbürger zu bewegen. Neben positiven Anreizen werden zunehmend Sanktionsmöglichkeiten gegenüber kooperationsunwilligen Drittstaaten diskutiert. Zwar können Strafmaßnahmen kurzfristig wirken, erscheinen aber wenig nachhaltig und gefährden weitergehende Ziele der Europäischen Außen- und Entwicklungspolitik. Daher sollte sich Deutschland während seiner Ratspräsidentschaft eher für migrationspolitische Instrumente einsetzen, die einen langfristigen und fairen Interessenausgleich der EU mit Drittstaaten zum Ziel haben.
