On the relationship between the phases of 27-day total ozone and solar activity indices in different latitudinal zones
The dynamics of 27 day total ozone variations during and 11 year solar activity cycle at high and low latitudes was analyzed. The calculations were made using a specially worked out program permitting, besides the determination of the amplitudes and phases, the observation of the coherence of phases in any time interval. To characterize solar activity, solar radio-flux at 10.7 cm was used. The results of the calculation of total ozone phases difference and those of the index F(sub 10.7), as well as the amplitudes of the 27 day variations of these parameters are presented
On the D-wave state component of the deuteron in the Nambu-Jona-Lasinio model of light nuclei
The D-wave state component of the neutron-proton bound state in the deuteron
is calculated in the Nambu-Jona-Lasinio model of light nuclei - the
relativistically covariant quantum field theoretic approach to the description
of low-energy nuclear forces. The theoretical value of the fraction of the
D-wave state relative to the S-wave state is equal to eta_d = 0.0238. This
agrees well with the phenomenological value eta_d = 0.0256(4) quoted by
Kamionkowski and Bahcall (ApJ. 420, 884 (1994)).Comment: 7 pages, latex, no figure
Prospects for the implementation of the "digital government" project of the Russian Federation
The theoretical foundations for the development of the digital economy and e-government are considered in this article. The main objectives of Russia's transition to the digital economy are listed. The relevance of the development of the digital government concept is considered.
The indicators of the current level of state development in the framework of digitalization and the formation of e-government are analyzed. The main problems, the solution of which makes the implementation of the digital government project of the Russian Federation possible, are singled out.
Digital economy development is associated not only with the progress of the information technology and innovation industry, but also with the improvement of the labor market, where new jobs, professions and personnel are created.

On the estimate of the sigma^(I = 1)_(KN)(0)-term value from the energy level shift of kaonic hydrogen in the ground state
Using the experimental data on the energy level shift of kaonic hydrogen in
the ground state (the DEAR Collaboration, Phys. Rev. Lett. 94, 212302 (2005))
and the theoretical value of the energy level shift, calculated within the
phenomenological quantum field theoretic approach to the description of strong
low-energy anti-K N and anti-K NN interactions developed at Stefan Meyer
Institut fuer subatomare Physik in Vienna, we estimate the value of the
sigma^(I = 1)_(KN)(0)-term of low-energy anti-K N scattering. We get sigma^(I =
1)_(KN)(0) = (433 +/- 85) MeV. This testifies the absence of strange quarks in

The Brightest Point X-Ray Sources in Elliptical Galaxies and the Mass Spectrum of Accreting Black Holes
We propose that the shape of the upper-end X-ray luminosity function observed
in elliptical galaxies for point sources is a footprint of the black-hole (BH)
mass spectrum among old X-ray transients formed in the galaxies. We show that
this underlying BH mass spectrum is modified by a weighting factor that is
related to the transient duty cycle and it generally depends on the BH mass and
XRB donor type (main-sequence, red-giant, or white-dwarf donors). A duty cycle
that depends on the binary mass-transfer rate relative to the critical rate for
transient behavior is most probably favored. We also find that the derived BH
mass spectrum slope depends on the strength of angular momentum loss due to
magnetic braking for main-sequence donors. More specifically, we find that, for
``standard'' magnetic braking, BH XRBs with red-giant donors dominate the
upper-end XLF; for weaker magnetic braking prescriptions main-sequence donors
are found to be dominant. In both cases the BH mass spectrum has a differential
slope of ~2.5 and an upper BH mass cut-off at ~20 Msun is needed to understand
the very brightest of the BH XRBs in elliptical galaxies. We expect that our
result will help to constrain binary population synthesis models and the
