    Towards a Common Language of Infrastructure Interdependency

    Infrastructure systems can exist interdependently with one another either by design, necessity or evolution. There is evidence that interdependencies can be the source of emergent benefits and hazards, and therefore there is value in their identification and management. Achieving this requires collaboration and communication between infrastructure stakeholders across all relevant sectors. Recognising, developing and sharing multiple understandings of infrastructure interdependency and dependency will facilitate a wide range of multi-disciplinary and cross-sectorial work and support productive stakeholder dialogues. This paper therefore aims to initiate discussion around the nature of infrastructure interdependency and dependency in order to establish the basis of a useful, coherent and complete conceptual taxonomy. It sets out an approach for locating this taxonomy and language within a framework of commonplace stakeholder viewpoints. The paper looks at the potential structural arrangements of infrastructure interdependencies before exploring the qualitative ways in which the relationships can be characterised. This builds on the existing body of knowledge as well as experience through case studies in developing an Interdependency Planning and Management Framework for Infrastructure

    Surface magnetic ordering in topological insulators with bulk magnetic dopants

    We show that a three dimensional topological insulator doped with magnetic impurities in the bulk can have a regime where the surface is magnetically ordered but the bulk is not. This is in contrast to conventional materials where bulk ordered phases are typically more robust than surface ordered phases. The difference originates from the topologically protected gapless surface states characteristic of topological insulators. We study the problem using a mean field approach in two concrete models that give the same qualitative result, with some interesting differences. Our findings could help explain recent experimental results showing the emergence of a spectral gap in the surface state of Bi2Se3 doped with Mn or Fe atoms, but with no measurable bulk magnetism.Comment: 8 pages, 6 figure

    Application of remote sensing in estimating evapotranspiration in the Platte river basin

    A 'resistance model' and a mass transport model for estimating evapotranspiration (ET) were tested on large fields of naturally subirrigated alfalfa. Both models make use of crop canopy temperature data. Temperature data were obtained with an IR thermometer and with leaf thermocouples. A Bowen ratio-energy balance (BREB) model, adjusted to account for underestimation of ET during periods of strong sensible heat advection, was used as the standard against which the resistance and mass transport models were compared. Daily estimates by the resistance model were within 10% of estimates made by the BREB model. Daily estimates by the mass transport model did not agree quite as well. Performance was good on clear and cloudy days and also during periods of non-advection and strong advection of sensible heat. The performance of the mass transport and resistance models was less satisfactory for estimation of fluxes of latent heat for short term periods. Both models tended to overestimate at low LE fluxes

    The progress of the civil air transport industry in the United States was examined in the light of a proposal of Enos who, after examining the growth of the petroleum industry, divided that phenomenon into two phases, the alpha and the beta; that is, the invention, first development and production, and the improvement phase. The civil air transport industry developed along similar lines with the technological progress coming in waves; each wave encompassing several new technological advances while retaining the best of the old ones. At the same time the productivity of the transport aircraft as expressed by the product of the aircraft velocity and the passenger capacity increased sufficiently to allow the direct operating cost in cents per passenger mile to continually decrease with each successive aircraft development

    Advanced cogeneration research study: Executive summary

    This study provides a broad based overview of selected areas relevant to the development of a comprehensive Southern California Edison (SCE) advanced cogeneration project. The areas studied are: (1) Cogeneration potential in the SCE service territory; (2) Advanced cogeneration technologies; and (3) Existing cogeneration computer models. An estimated 3700 MW sub E could potentially be generated from existing industries in the Southern California Edison service territory using cogeneration technology. Of this total, current technology could provide 2600 MW sub E and advanced technology could provide 1100 MW sub E. The manufacturing sector (SIC Codes 20-39) was found to have the highest average potential for current cogeneration technology. The mining sector (SIC Codes 10-14) was found to have the highest potential for advanced technology
