This study aimed to describe factors related to the cause of Victory pair Syamsuar-Alfedri in District Tualang in local elections Siak Year 2015. The figure Syamsuar-Alfedri considered a decent figure was boosted primarily in the District Tualang, proven leadership of one period of their own many programs running felt that touch directly to the public.The problem in this research is the causative factors Is Victory pair Syamsuar-Alfedri in District Tualang in Siak regency elections in 2015. The results of this study are Syamsuar-Alfedri the Regent Siak who served one year period ie 2011 to 2016 that is running very well the previous Government, namely intelligence, social relationships, motivation and encouragement of achievement. Kebijakan Optimalisasi Penerimaan Pajak Warnet di Kota Pekanbaru (Studi Kelurahan Simpang Baru Kecamatan Tampan Tahun 2012-2014)
Entertainment tax income from the internet cafes at the region of Simpang Baru, Tampan Regency has not been at maximum level because in the past 3 years of administration, only Rp. 7.354.898 that has been stored to the goverment as entertainment tax from internet cafes .The income of tax is not proportional with the amount of internet cafes that are in the refion of Simpang Baru, Tampan Regency. The main cause of this case is tax infringement by many of the internet cafes that was explained beforehand by the state goverment.The issue of this research is: how does the city administration reacts to the internet cafe phenomenon thats happening in Pekanbaru (Simpang Baru, Tampan Regency Research 2012-2014)?The type of this research is quantitative research, and using interviews, documentation reviews, observation to gather data that is used in this research. The source of data in this research is from primary and secondary datas.The results of this research is, PP No. 5 Year 2011, concerning the Entertainment Tax, is a form of goverment regulation for internet cafes in Pekanbaru City by administration. With this regulation, state goverment can optimize the state income from the entratainment tax. Optimization of the entertainment tax in Simpang baru, Tampan Regency, Pekan Baru is to discipline the tax evading internet cafes by doing pengsan. Techically, the goverment has supervised and has been doing soscialization about the regulation to the community especially internet cafe owners that are residing in Pekan baru, particulary in Simpang baru, because 2 of the biggest universities in Riau is at Simpang Baru, therefore Simpang Baru is a big potential place for internet cafes to thrive

Probing Cosmic Acceleration Beyond the Equation of State: Distinguishing between Dark Energy and Modified Gravity Models
If general relativity is the correct theory of physics on large scales, then
there is a differential equation that relates the Hubble expansion function,
inferred from measurements of angular diameter distance and luminosity
distance, to the growth rate of large scale structure. For a dark energy fluid
without couplings or an unusual sound speed, deviations from this consistency
relationship could be the signature of modified gravity on cosmological scales.
We propose a procedure based on this consistency relation in order to
distinguish between some dark energy models and modified gravity models. The
procedure uses different combinations of cosmological observations and is able
to find inconsistencies when present. As an example, we apply the procedure to
a universe described by a recently proposed 5-dimensional modified gravity
model. We show that this leads to an inconsistency within the dark energy

Regional Autonomy through Act No. 32 of 2004 on Regional Government does not just move the bulk of the authority of the Central Government to Local Government but Act No. 32 of 2004 should bring meaning to the welfare of the people in the area has not materialized.This study aims to describe and analyze the efforts made by the Government of Regency Kuantan Singingi in maintaining WTP opinion on the financial statements in 2012 and want to know the limiting factors in the financial management area Singingi Kuantan district. This study used a qualitative approach with descriptive type. The process of data collection is done in the Regency Kuantan Singingi particularly in the Financial Section of the Secretariat of Regent Office Kuantan Singingi using interview techniques and documentation. From the results of the study be concluded that the efforts made by the Government of Kuantan District Singingi in Financial Management Year 2011-2012 is sufficient maximum. Efforts made Singingi Kuantan District Government that is the professionalism of the work Singingi Kuantan District Government, Human Resources for Establishing a quality, appreciation and motivation from leaders to subordinates and has made the Financial Management Information System (SIPKD). Preliminary analysis of “The Effectiveness of using Virtual Reality approach in Electromagnetic Theory Subject Courseware” in MTUN.
This paper is about the study of applying a virtual reality approaches on studying electromagnetic theory. It will examine the effectiveness of this approach in the field of education as some subject need high imagination to understand. This topic has cover about the surface of 3D environment and the usage plus the impact of the virtual reality approaches in this project. It also explains about the problem that has been found until the development of the courseware with virtual reality approach. This project focus for students and lecturers guideline, and will exposed them to the used of ICT and multimedia tool in learning as one of the teaching tool. Data have been collected by using questionnaire method, which four Malaysia technical universities have been chosen to prove that Electromagnetic Theory (EMT) subject is the hardest subject in engineering field as it is the fundamental subject for future engineer. At first, 16 objectives question have been given to 10% student those have took the subject before for each universities. These questions are to test their understanding about EMT subject, as before they were using traditional approach in their study. All questions are from four subtopic in the EMT subject, which are Vector calculus, Electrostatic, Magnetostatic, and Wave application. Each subtopic contains four questions. Then analysis have been done to check the most hardest subtopic so that it will be chosen as a main subtopic that will be focus on, which 3D and Virtual reality approach will be applied on it. It is believe that the effectiveness of these approaches can be seen if the method applies in the hardest part gives positives results. Not only survey on students have been done, but also to the lecturer’s and as a same method, 10 % of survey from lecturers that teach EMT subject in all Malaysia Technical Universities have been taken, and analysis have been done, as a result most lecturers agreed if 3D and Virtual reality approaches applied in studying the subject to make students easily understand about the subject as this subject need high imagination. Risk Analysis of Heavy Metal Weight Mercury in Sea Sediment in the Coastal Areas of Makassar City
Monitoring of marine sediments as an indicator of heavy metal mercury pollution in waters has been conducted. This study used an observational design with an Environmental Risk Analysis approach with the objective of knowing the concentration of mercury (Hg) heavy metals and the risk of metal contamination in marine sediments. Sediment sampling was conducted at 10 points in 5 (five) urban villages of Makassar City. The results showed that the highest mercury concentration was in Cambayya Village at 1.871 mg / kg and the lowest mercury concentration was in Lae-Lae Island Kelurahan at 1,550 mg / kg. In general, the content of heavy metals mercury in marine sediments in coastal areas of Makassar City has exceeded the threshold of 0.13 mg / kg with the enormous environmental risk occurring in coastal areas of Makassar City due to exposure to mercury metals, ranging from 11-22 under the risk category high HQ> 10
Study of tensile properties for aluminum 6061 reinforced with AISI 1060 steel machining chips
The present study focuses on the tensile properties of Aluminum 6061 reinforced with AISI1060 Steel
machining chips. Three different types of samples of aluminium 6061 reinforced with AISI 1060 steel machining
chips were prepared using stir casting. The tensile test was conducted using universal test machine (UTM) for
fabricated composites to study the tensile properties of aluminium 6061 reinforced with steel machining chips AISI
1060.The samples were prepared with different composition of AISI 1060 steel machining chip of 5%, 10% and
15% according to the weight fraction of parameter variable. Two casting processes were applied in this project
namely stir casting and sand casting process. The stir casting was used to mix the two different metals to become a
composite at temperature between 750℃ to 800℃ in a furnace while sand casting was used to fabricate the
samples into ASTM-E8M standard for tensile testing. The results showed that the samples with higher
reinforcement percentages of steel machining (15%) showed higher tensile stress and higher modulus value
characteristic compared to other samples. The experiment proved that the reinforcement material has good
mechanical properties compared to the pure material
Putusan Hakim Atas Perceraian Salah Satu Pihak Gaib Dan Implikasinya Terhadap Para Pihak Di Pengadilan Agama Limboto
Proses perceraian dengan salah satu pihak gaib ini, dibedakan dalam proses pemanggilan pihak gaib melalui mass media yang tidak secara langsung kepada pihak yang gaib, namun proses persidangannya tetap dilaksanakan sama dengan cerai pada umumnya. Dengan demikian penelitian ini dilakukan untuk mengetahui bagaimana proses sidang cerai gaib dan implikasinya terhadap pihak berperkara di Pengadilan Agama.
Tesis ini merupakan kajian pustaka, yaitu penelitian dengan melakukan telaah terhadap putusan cerai gaib yang telah berkekuatan hukum tetap di wilayah Pengadilan Agama Limboto. Menggunakan analisis kualitatif, dengan mengumpulkan data-data didalami, ditelaah, dikaji dan dipahami dengan cara dianalisis dan disimpulkan untuk mendapatkan keakuratan data yang diperoleh. Menggunakan pendekatan yuridis sosiologis yang berusaha untuk menemukan, mengungkap dan menggambarkan fenomena hukum yang terjadi dalam persidangan, pertimbangan majelis hakim dalam memutuskan perkara cerai gaib dan realitas yang terjadi dalam masyarakat khususnya dalam perkara cerai gaib. Melalui proses wawancara, studi dokumentasi, pengolahan dan analisis data.
Berdasarkan hasil penelitian, ditemukan hal-hal yang terjadi dalam perceraian gaib, diantaranya keberadaan pihak yang digaibkan maupun dalam persidangan dan putusan cerai gaib yang telah berkekuatan hukum tetap, namun ada kelemahan dalam proses pembuktiannya dihadapan sidang, sehingga putusan hakim ini mampu memberikan implikasi kepada para pihak yang berperkara. Dengan demikian hal ini harus mendapatkan perhatian serius dari pemerintah dan aparat penegak hukum yang terkait untuk memperbaiki aturan yang telah ada demi masa depan anak bangsa, dan keteraturan proses pelaksanaan sistem peradilan agama, seharusnya ada aturan yang mengatur secara khusus tentang proses persidangan cerai gaib, yang dibedakan dengan proses cerai biasa.
 
Figures of merit and constraints from testing General Relativity using the latest cosmological data sets including refined COSMOS 3D weak lensing
We use cosmological constraints from current data sets and a figure of merit
(FoM) approach to probe any deviations from general relativity (GR) at
cosmological scales. The FoM approach is used to study the constraining power
of various combinations of data sets on modified gravity (MG) parameters. We
use recently refined HST-COSMOS weak-lensing tomography data, ISW-galaxy cross
correlations from 2MASS and SDSS LRG surveys, matter power spectrum from
SDSS-DR7 (MPK), WMAP7 temperature and polarization spectra, BAO from 2DF and
SDSS-DR7, and Union2 compilation of supernovae, in addition to other bounds
from H_0 measurements and BBN. We use 3 parametrizations of MG parameters that
enter the perturbed field equations. In order to allow for variations with
redshift and scale, the first 2 parametrizations use recently suggested
functional forms while the third is based on binning methods. Using the first
parametrization, we find that CMB + ISW + WL provides the strongest constraints
on MG parameters followed by CMB+WL or CMB+MPK+ISW. Using the second
parametrization or binning methods, CMB+MPK+ISW consistently provides some of
the strongest constraints. This shows that the constraints are parametrization
dependent. We find that adding up current data sets does not improve
consistently uncertainties on MG parameters due to tensions between best-fit MG
parameters preferred by different data sets. Furthermore, some functional forms
imposed by the parametrizations can lead to an exacerbation of these tensions.
Next, unlike some studies that used the CFHTLS lensing data, we do not find any
deviation from GR using the refined HST-COSMOS data, confirming previous claims
in those studies that their result may have been due to some systematic effect.
Finally, we find in all cases that the values corresponding to GR are within
the 95% confidence level contours for all data set combinations. (abridged)Comment: 18 pages, 6 figures, matches version published in PR
