In this article we sketch an overview of the increasing federal involvement in the child-support area. Because the federal role has grown so dramatically over the past 25 years, family law practitioners need to understand the different federal programs and requirements that affect state management of child-support programs. While for many low-income parents state agencies handle child-support establishment and collection, the federalization of child support has practical implications when it comes to both establishing and enforcing child support. For example, as the time limits of the Personal Responsibility and Work Opportunity Reconciliation Act begin to have their effects, child support may become a supplement more and more needed by custodial parents. We begin this article with a brief history of the changing nature of federal involvement in child support-focusing on the origins of the federally mandated state child-support departments (“IV-D” agencies)-and then examine the development of mandatory child-support guidelines. We conclude with a listing of the implications of the federalization of child support for the family law practitioner

Prediction of Caesarean Delivery

For expectant parents, a first birth is notable for its unpredictability, and the path to safe labour and delivery is commonly complicated by a requirement for unplanned caesarean delivery. The ability to anticipate an uncomplicated vaginal birth, or to predict the requirement for unplanned caesarean delivery, carries the potential to facilitate optimal birth choices. For example, elective caesarean delivery confers substantially less risk than unplanned caesarean delivery performed during the course of labour. Pre-delivery knowledge of a high predictive risk of requiring intrapartum caesarean delivery could lead to women opting to deliver by elective caesarean delivery, thereby lowering associated risks. Equally, pre-labour knowledge of a high prospect of achieving a successful and uncomplicated vaginal birth could result in enhanced motivation for women to deliver in a less medicalised environment. Predictive risk models have been utilised to good effect in other areas of medicine. The incorporation of a risk predictive tool for intrapartum caesarean delivery would enable women and their caregivers to choose the most appropriate management plan for each woman

High velocity clouds in the Galactic All Sky Survey I. Catalogue

We present a catalogue of high-velocity clouds (HVCs) from the Galactic All Sky Survey (GASS) of southern-sky neutral hydrogen, which has 57 mK sensitivity and 1 km/s velocity resolution and was obtained with the Parkes Telescope. Our catalogue has been derived from the stray-radiation corrected second release of GASS. We describe the data and our method of identifying HVCs and analyse the overall properties of the GASS population. We catalogue a total of 1693 HVCs at declinations < 0 deg, including 1111 positive velocity HVCs and 582 negative velocity HVCs. Our catalogue also includes 295 anomalous velocity clouds (AVCs). The cloud line-widths of our HVC population have a median FWHM of ~19 km/s, which is lower than found in previous surveys. The completeness of our catalogue is above 95% based on comparison with the HIPASS catalogue of HVCs, upon which we improve with an order of magnitude in spectral resolution. We find 758 new HVCs and AVCs with no HIPASS counterpart. The GASS catalogue will shed an unprecedented light on the distribution and kinematic structure of southern-sky HVCs, as well as delve further into the cloud populations that make up the anomalous velocity gas of the Milky Way.Comment: 21 pages, 14 figures, accepted for publication in ApJ

Computational Study of a Generic T-tail Transport

This paper presents a computational study on the static and dynamic stability characteristics of a generic transport T-tail configuration under a NASA research program to improve stall models for civil transports. The NASA Tetrahedral Unstructured Software System (TetrUSS) was used to obtain both static and periodic dynamic solutions at low speed conditions for three Reynolds number conditions up to 60 deg angle of attack. The computational results are compared to experimental data. The dominant effects of Reynolds number for the static conditions were found to occur in the stall region. The pitch and roll damping coefficients compared well to experimental results up to up to 40 deg angle of attack whereas yaw damping coefficient agreed only up to 20 deg angle of attack

Experiences and views of frontline healthcare workers' family members in the UK during the COVID-19 pandemic: a qualitative study

Background: The COVID-19 pandemic has had a well-documented negative impact on the mental health and wellbeing of frontline healthcare workers (HCWs). Whilst no research has to date been carried out to explore the challenges experienced by the families of HCWs, some previous research has been conducted with military families, demonstrating that family members of deployed military personnel may also be affected seriously and negatively. Objectives: This study aimed to explore the experiences, views, and mental health impact on frontline HCWs' families during the COVID-19 pandemic in the UK and what support the families of frontline HCWs may need. Method: Close family members and friends of HCWs were interviewed. Transcripts were analysed in line with the principles of reflexive thematic analysis. Results: We completed fourteen interviews with three siblings, one mother, one friend, and nine spouses of HCWs. Family members were highly motivated to support healthcare workers and felt an intense sense of pride in their work. However, they also experienced increased domestic responsibilities and emotional burden due to anxiety about their loved ones' work. The fact that sacrifices made by family members were not noticed by society, the anxiety they felt about their family's physical health, the impact of hearing about traumatic experiences, and the failure of healthcare organisations to meet the needs of the HCWs all negatively affected the family members. Conclusions: We have an ethical responsibility to attend to the experiences and needs of the families of healthcare professionals. This study emphasises the experiences and needs of family members of healthcare professionals, which have hitherto been missing from the literature. Further research is needed to hear from more parents, siblings and friends, partners in same sex relationships, as well as children of HCWs, to explore the variety of family members and supporters' experiences more fully.
