Rights and Development-Induced Displacement: Is it a case of risk management or social protection?
Irrespective of the regional setting, displacement of all kinds results in considerable disruption and loss of assets for both the individual and the collective, with greater likelihood of socio-economic impoverishment and reduced access to rights entitlements. Although there is evidence that displaced people face additional challenges of life in a new environment, living day to day with uncertainties around their survival, the larger proportion of these studies are concerned with physical resettlement and the livelihood restoral of people displaced as a result of conflict or large development projects (whether as refugees or internally displaced people (IDP). There has been relatively little critical reflection on how the policy framework can deliver the rights and entitlements of forced migrants, including those who should be obliged to protect them and the relevance of individual agency . This paper critically engages with current internal displacement protection policies that are based on risk management or short-term relief measures. It considers how a policy paradigm of social protection might offer a framework to minimize the loss of rights so often associated with displacement

Social justice and development
Poverty is quintessentially an issue of inequality or lack of social justice within and between nation states. And yet mainstream development theory and institutions of global governance continue to couch reducing poverty as a policy objective, rather than focus on underlying issues of inequality. noThe chapter will consider the potential of philanthropy for social transformation. It takes a critical view of the prevailing conceptualisation in which philanthropy is considered to be an integral part of the neoliberal strategy to disperse state responsibilities in line with declining social expenditure. While philanthropic activities may be considered worthy in themselves, this chapter questions the political and ideological reasons why rich individuals, charities and large companies are engaged in social protection and poverty reduction through philanthropy. There is a broad consensus among the scholars contributing to this book that traditional philanthropy, which is driven by the ‘love of humankind’ and the wellbeing of others, has the potential to be transformative and address inequalities and injustices as well as to provide relief to the poor. However, New Philanthropy is more contentious as it reflects a relationship between giving and business interest, and the associated agency puts new philanthropists into a position of power and influence over the political and economic control of outcomes. The question of concern is not whether new philanthropy is good or bad, but what motivates this form of giving and whether the sources of new philanthropy funding are legitimate
Capitalist Philanthropy and the New Green Revolution for Food Security
noThe aggressive promotion of a neo-liberal form of economic globalization has created super-rich capitalists in the South as well as the North, many of whom choose to invest some of their accumulated wealth in philanthropic ventures targeted at helping to reduce social problems, such as poverty, disease and food insecurity. The rich who have been actively involved in giving to charities and setting up philanthropic foundations – and who have developed a global reputation around this activity – are referred to here as capitalist philanthropists. While capitalist philanthropists’ often-stated rationale for this activity is to help others benefit from their ‘wealth creation’, this form of philanthropy is both politically and ideologically committed to a market approach. In the case of agriculture, this means the modernization of agriculture through market-led forces of production and support for a strategy to restructure agriculture with implementation of new technologies, innovation and management techniques. What has become known as the New Green Revolution is delivered through partnerships between public, private and local institutions and small farmers with a particular focus on sub-Saharan Africa. The article critically examines why capitalist philanthropists give away significant portions of their wealth to projects and programmes that support agrarian change and food security. It considers the motivations for partnerships with private corporations through which they engage in this agenda. What are the political and ideological motivations of capitalist philanthropy? Is this kind of giving altruistic, for the good of society? Or do the origins of capitalist philanthropy determine ‘giving’ as market-led development and expansion of the market as the solution to food security

Over the past 10 years individual capitalists have become increasingly involved in philanthropy, setting up charitable foundations targeted at helping to reduce social problems such as poverty, disease and food security. This form of neoliberal capitalist philanthropy is both politically and ideologically committed to market-based social investment through partnerships, to make the market work or work better for capital. The new structures of philanthropy have received much praise in the media for imbuing capitalist business principles into the non-profit sector and for their potential for social transformation. While philanthropic activities may be considered worthy in themselves, this article examines the relationship between giving and business interest and the agency associated with neoliberal capitalist philanthropy. It questions partnerships between philanthropists and private corporations and their motivations for engaging in poverty-related philanthropy. The discussion focuses on capitalist philanthropic foundations' involvement in the process of agricultural commodification in sub-Saharan Africa through the New Green Revolution and genetically modified (gm) technologies

Poverty of indigenous people in Taiwan : rethinking agency, embedded disposition, role of family and institution in the study of poverty
Recently, the issue of poverty amongst indigenous people has become a significant topic in literature on social policy and development studies. The literature mainly looks at this issue in terms of an unequal and one-sided relationship between the mainstream society and an indigenous minority group. This thesis seeks insights into the more diversified circumstances and experiences of poverty amongst indigenous people. The following questions are addressed: (1) Why and how is the poverty of indigenous people reproduced over time and space? (2) How can we understand patterns of differentiation between indigenous people? (3) What is the balance between structural opportunity and constraint in the lives of indigenous people? (4) To what extent do people exercise agency to cope with or overcome their poverty situations? The thesis adopts an ethnographic approach, including participant observation and interviews in four villages of Taiwanese indigenous people. It explores the connections between poverty dynamics and diversified patterns of socio-economic action amongst indigenous people. Hogget and Greener's model of agency, which contains the essential theoretical views of Giddens (the ability of agents to act) and Bourdieu (the embedded corporeal disposition of human agents) are used to make sense of this exploration. The thesis finds that the actions of indigenous people as human agents are differentiated. Actions are not only motivated by strategic plans and emotions but are also influenced by the agents' socio-economic positions, such as their occupations and education and those of their parents.
