    AMERICA'S FORGOTTEN PEOPLE AND PLACES: ENDING THE LEGACY OF POVERTY IN THE RURAL SOUTH

    This study focuses on the longstanding impoverishment of the rural South and three of its subregions-Appalachia, the Mississippi Delta, and the Black Belt. The poor quality of life in rural Appalachia and along the Mississippi Delta has been publically acknowledged by programs and commissions for improving conditions. However, the more comprehensive Black Belt subregion that links parts of Southern Appalachia and the Southern Delta has not received such regional policy attention. While the South as a whole is more rural and impoverished than other U.S. regions, this is largely due to the poor conditions in the Black Belt. In addition to region and rurality, a third feature of the pattern is race. It is in the Black Belt that the South's poor socioeconomic conditions are most concentrated.     A computerized wave climate model is developed that applies linear wave theory and shelf depth information to predict wave behavior as they pass over the continental shelf as well as the resulting wave energy distributions along the coastline.     Infantile colic can be defined as periods of inconsolable, unexplained, and incessant crying in a seemingly healthy infant that, quite understandably, leads to exhausted, frustrated, and concerned parents seeking to comfort their child (Landgren 2010). The prevalence of excessive crying varies according to the definition used although, most often, it peaks during the second month of life,with a prevalence of 1.5%to 11.9%(Reijneveld 2001).Traditionally, the definition of the condition was based on the rule of three (Wessel 1954): that is, unexplained episodes of paroxysmal crying for more than three hours per day, for three days per week, for at least three weeks. More recently a new definition has been proposed. It refers to a clinical condition of fussing and crying for at least one week in an otherwise healthy infant (Hyman 2006). Colic can be graded as mild, moderate, or severe, though there is no consensus for this classification. Colic can affect up to 10% to 30% of infants worldwide (Clifford 2002; Rosen 2007)

    The Regionalization of Poverty: Assistance for the Black Belt South?

    Rural poverty is largely regional. The nation\u27s primary region of rural poverty is the Black Belt South that stretches through 11 states from Virginia to Texas. In this area, like in other rural expanses of the United States, urban places typically fall within state lines while rural areas run across state lines and create multistate regions of rural poverty. The federal government provides block grants to address many of the public assistance needs of state populations. State-level block grants may be appropriate for serving urban areas within states, but they do not address regional-level poverty and welfare requirements across multistate rural regions. Regional organization is required to address public assistance in rural regions and to equitably coordinate the major effort necessary to turn the course of poverty in the Black Belt South

    The H1 Forward Track Detector at HERA II

    In order to maintain efficient tracking in the forward region of H1 after the luminosity upgrade of the HERA machine, the H1 Forward Track Detector was also upgraded. While much of the original software and techniques used for the HERA I phase could be reused, the software for pattern recognition was completely rewritten.     Weakly Nonlinear Analysis of Electroconvection in a Suspended Fluid Film

    It has been experimentally observed that weakly conducting suspended films of smectic liquid crystals undergo electroconvection when subjected to a large enough potential difference. The resulting counter-rotating vortices form a very simple convection pattern and exhibit a variety of interesting nonlinear effects. The linear stability problem for this system has recently been solved. The convection mechanism, which involves charge separation at the free surfaces of the film, is applicable to any sufficiently two-dimensional fluid. In this paper, we derive an amplitude equation which describes the weakly nonlinear regime, by starting from the basic electrohydrodynamic equations. This regime has been the subject of several recent experimental studies. The lowest order amplitude equation we derive is of the Ginzburg-Landau form, and describes a forward bifurcation as is observed experimentally. The coefficients of the amplitude equation are calculated and compared with the values independently deduced from the linear stability calculation.Comment: 26 pages, 2 included eps figures, submitted to Phys Rev E.     Lunar resources: Oxygen from rocks and soil

    The first set of hydrogen reduction experiments to use actual lunar material was recently completed. The sample, 70035, is a coarse-grained vesicular basalt containing 18.46 wt. percent FeO and 12.97 wt. percent TiO2. The mineralogy includes pyroxene, ilmenite, plagioclase, and minor olivine. The sample was crushed to a grain size of less than 500 microns. The crushed basalt was reduced with hydrogen in seven tests at temperatures of 900-1050 C and pressures of 1-10 atm for 30-60 minutes. A capacitance probe, measuring the dew point of the gas stream, was used to follow reaction progress. Experiments were also conducted using a terrestrial basalt similar to some lunar mare samples. Minnesota Lunar Simulant (MLS-1) contains 13.29 wt. percent FeO, 2.96 wt. percent Fe2O3, and 6.56 wt. percent TiO2. The major minerals include plagioclase, pyroxene, olivine, ilmenite, and magnetite. The rock was ground and seived, and experiments were run on the less than 74- and 500-1168-micron fractions. Experiments were also conducted on less than 74-micron powders of olivine, pyroxene, synthetic ilmenite, and TiO2. The terrestrial rock and mineral samples were reduced with flowing hydrogen at 1100 C in a microbalance furnace, with reaction progress monitored by weight loss. Experiments were run at atmospheric pressure for durations of 3-4 hr. Solid samples from both sets of experiments were analyzed by Mossbauer spectroscopy, petrographic microscopy, scanning electron microscopy, tunneling electron microscopy, and x-ray diffraction. Apollo 17 soil 78221 was examined for evidence of natural reduction in the lunar environment. This sample was chosen based on its high maturity level (I sub s/FeO = 93.0). The FeO content is 11.68 wt. percent and the TiO2 content is 3.84 wt. percent. A polished thin section of the 90-150 micron size fraction was analyzed by petrographic microscopy and scanning electron microscopy

    Shot noise limited detection of OH using the technique of laser induced fluorescence

    Nearly shot-noise limited detection of OH using the technique of laser-induced fluorescence is reported. A LIDAR configuration is used to excite fluorescence in a large volume and a narrow-bandwidth interference filter provides spectral discrimination. This arrangement alleviates the effect of ozone interference and facilitates image processing at relatively close distances. The detection limit is determined mainly by the shot-noise of the solar background. Ground-based measurements in Dearborn indicate a detection limit of better than 1 x 10 to the 6th power OH/cubic cm over a forty-minute acquisition period. Under favorable conditions, a comparable detection limit was also observed for airborne measurements
