    Structural balances and revenue windfalls: the role of asset prices revisited

    In this paper we revisit one of the “missing links” between budget balances and the economic cycle, namely the impact of asset prices on fiscal revenues. We estimate revenue elasticities with respect to equity and real estate price indices for 16 OECD countries, as well as for a synthetic euro area aggregate. For a sub-sample of euro area countries, we use these elasticities to investigate the impact of asset prices on budget balances and the assessment of the fiscal stance by adjusting existing estimates of cyclically adjusted balances for the asset price “cycle”. The results support the view that asset price movements are a major factor behind unexplained changes in the cyclically adjusted balance, which, if not accounted for, can lead to erroneous conclusions regarding underlying fiscal developments.     Mobility Measurements Probe Conformational Changes in Membrane Proteins due to Tension

    The function of membrane-embedded proteins such as ion channels depends crucially on their conformation. We demonstrate how conformational changes in asymmetric membrane proteins may be inferred from measurements of their diffusion. Such proteins cause local deformations in the membrane, which induce an extra hydrodynamic drag on the protein. Using membrane tension to control the magnitude of the deformations and hence the drag, measurements of diffusivity can be used to infer--- via an elastic model of the protein--- how conformation is changed by tension. Motivated by recent experimental results [Quemeneur et al., Proc. Natl. Acad. Sci. USA, 111 5083 (2014)] we focus on KvAP, a voltage-gated potassium channel. The conformation of KvAP is found to change considerably due to tension, with its `walls', where the protein meets the membrane, undergoing significant angular strains. The torsional stiffness is determined to be 26.8 kT at room temperature. This has implications for both the structure and function of such proteins in the environment of a tension-bearing membrane.Comment: Manuscript: 4 pages, 4 figures.     "So bigge as bigge may be": tracking size and shape change in domestic livestock in London (AD 1220-1900)

    This study presents the analysis of 7966 individual cattle, sheep, pig and domestic hen bone measurements from 105 sites excavated in London dating to the period AD 1220–1900. Multiple episodes of size change are identified, although the speed and timing varies by species. The earliest evidence for size change in cattle and sheep occurs in the early 14th century and may be connected to the need to restock livestock populations following the outbreaks of murrain in the first half of that century. Subsequent size increases in livestock size may have occurred as a combined consequence of agricultural innovations in the wake of the Black Death, the increasing commercialisation of animal farming, as the meat requirements of an expanding London grew, and the rise of the ethic of improvement
