Nógrád és Hargita megyei gazdasági társaságok működőképességének elemzése

A gazdasági válság hatására jelentősen felértékelődött a vállalkozás folytatásának számviteli alapelve. Az alapelv mindenkori érvényesülése nemcsak a vállalat számára kiemelten fontos, hanem annak külső és belső érintettjei számára is. A tanulmány a testvérmegyei kapcsolatot kialakító Nógrád megyei és Hargita megyei gazdasági társaságok működőképességét értékeli különböző mutatók és csődmodellek segítségével. A tanulmány olyan önkormányzati vállalatokat vizsgál csődelőrejelzési modellek segítségével, melyek 2011 és 2016 között fejezték be tevékenységüket. A vizsgálat végén arra kaptunk választ, hogy a szakirodalomból ismert csődmodellek, illetve a likviditási és tőkeerősségi mutatók mennyiben jelezték előre a fizetésképtelenség bekövetkezésének valószínűségét. A vizsgálatból jól látható, hogy a vizsgált vállalkozások 20-25 százalékánál nem a fizetési nehézségek miatt szűnt meg a vállalkozási tevékenység, hanem a tulajdonosi döntés alapján

ÖNKORMÁNYZATI TULAJDONÚ GAZDASÁGI TÁRSASÁGOK MŰKÖDŐKÉPESSÉGÉNEK ELEMZÉSE CSŐDMODELLEKKEL

The operability of Hungarian public utility corporations are presented in the treatise. During the study, I analyzed the liquidity and equity ratio of corporations performing public functions, according to three years. I compared these values with the results calculated of bankruptcy prediction models (Chinese and Indian models). As a result of the investigation, we could realize that the bankruptcy prediction model shows a considerably more pessimistic picture than the values of the indicators.A tanulmányban magyar önkormányzati vállalatok működőképessége került bemutatásra. A vizsgálat során három évre vonatkozóan közfeladatot ellátó gazdasági társaságok likviditási és tőkeerősségi mutatóját elemeztem. Az értékeket összevetettem a köztudatban kevésbé elterjedt ázsiai csőd-előrejelzési modellek (indiai és kínai vállalatokra fejlesztett modellek) alkalmazásával kiszámított értékekkel. A vizsgálat eredményeként megtudhattuk, hogy a csőd-előrejelzési modellek lényegesen pesszimistább képet mutattak a vállalkozások helyzetéről, mint a mutatószámok értékei

Past and Future: New Ways in Municipal (Property) Management After Debt Consolidation : In Focus: Towns with County Rights

The indebtedness of local municipalities is of high concern all over the world. In Hungary, after the beginning of the regime change and especially after the 2004 EU accession, when they were used as own contribution for accessing community investment development resources, bank loans and municipal bonds significantly deteriorated the financial stability of the local governmental system. After the review of the process of the accumulation and consolidation of debts, the study explores, through the example of towns with county rights, the state funding regime, which has replaced the formerly passive, debt-accumulating management and has provided stability and predictability, and the Modern Cities Programme, which is now the mainstay of development policy. Another unique feature of the paper is that it also provides numerical indicators to substantiate the improvement of the revenue structure, profitability, liquidity and capitalisation of towns with county rights. The most important result of the study is that it presents the evolution of the Hungarian local government system, the changes in the regulatory environment, and the changes in the institutional system since 2010. In the empirical research part of the study, towns with county rights are under scrutiny. In the study, we explored the positive effects on asset management, the improving situation, and expected future trends in development policy

Municipal Debt Consolidation in Hungary (2011-2014) in an Asset Management Approach

The purpose of this study is to present Hungarian debt consolidation, its root causes and features in terms of local governments’ asset management. As an additional aim, it intends to reveal the characteristics of the Hungarian municipal system, the causes that led to debt consolidation and the rule-based measures taken to prevent future indebtedness. The study focuses on the effects of debt consolidation on asset management in the Hungarian municipal system, and particularly on the operation of cities with county rights, as they have important regional duties. There are 23 of them with roughly 2 million inhabitants, thus in the aggregate they represent as many people as the capital city. This article reveals the reasons underlying the difficult financial situation of local governments, the solutions and subsequent impacts on municipal assets

A magyar és román önkormányzati tulajdonú vállalkozások tőke és likviditási helyzetelemzése

A cikkben szerepló tanulmány célja, hogy az önkormányzati tulajdonú gazdaságii társaságok két kardinális kérdését, a likviditás és a tőkeerőséget vizsgálja meg két ország, Magyarország és Románia relációjában. A szerzők a vizsgálati módszerben az átfogó elemzéshez a változókat kategorizálták, évenként elemezték, illetve a három év változásának vizsgálatához klaszterelemzést végeztek

Új trendek a közszolgáltatás menedzsmentben : a remunicipalizáció

New Public Management (NPM) paradigm was founded in the 1970s in the AngloSaxon countries, with the aim to improve efficiency in public administration by extending the role of private administration, taking its resources to enhance customer satisfaction. Governmental and economic failures led to the presence of New Public Management, and the goal of the trend was to give a point of view that makes the efficiency of the public sector converge to the private sector as a result. In the treatise, besides the presentation of public management, we put the emphasis on the description of the major processes. So, the research partly puts the focus on a presentation about history of monetary thought, and a trend from the 1970s to today, evaluating and describing the triggering processes, and the significant events of the present. We investigate the most significant events, which had contributed to the creation of the theory, and the conflicting, re-municipalization processes in our country and on international level. In the other part of the study, we investigate the reasons and expected consequences of the financial collapse of a profit-oriented, privately owned corporate in the UK performing high-level public functions, from the aspect of financial and operational risks
