    ABSTRACT Jetty Erna Hilda Mokat.The Analysis of Regent Leadership Style in Making Decision (Case Study in South East Minahasa Regency), 2016. (Supervisorby LexieLumingkewas as the promoter,Rifdan and AndiImaKesuma as the co-promoters) This research was aimed to describe, analyze, and interpret the woman leadership style in making decision, the determinant of regent decision making, and public opinion toward the quality of decision making process of regent in South East Minahasa. The design of this research was qualitative using case study approach. The data was gathered by observation, intensive interview, and documentation. The data analyzing technic was Miles Huberman interactive mode. The result of this research showed that the woman leadership style in making decision was authoritative. The process of telling, selling, participating, and delegating had not been done totally yet, the tendency of using feeling, rigid and had the limitation in communication;The control of delegation was very weak; The determinants of head region decision making were the aspects of moral value order, personality, tendency to take risk, and the potential of inexpediency. The potential of inexpediency occurred when the regent did not think too much on the effect of society rejection caused by the lack of paying attention to those four aspects which caused the unreasonable decision making, not procedural and endeavor to prevent the mal-administration and it’s result on the infraction of law. The public opinion toward the quality of regent decision making process in South East Minahasa showed that the activity stage of intelligence, designing, and choosing had not been performed yet; moreover, the society involvement had not been done well, society aspiration was still ignored. The regenthowever was inexpert enough about the regulation, and her main duty and function, consequently designing the policy without procedure; tendency to assail management, choosing the inconstitutional that had the impact on the infraction of the law and ended with the mall administration. As the solution for the leadership problem in making decision, it is suggested that: a leader should not be persuaded easily; the decision making should be based on the procedure and the current certain regulation; comprehending the regulation and her main duty and function; before making a decision it is important to identify and choose the alternative; track record should fit the competence in government field; the management decision needs to be under the protection of law; decision making should be based on the rationality; and do not involve the religious affair in the government affair.     The Leadership Style of Woman as the Head of Regency in Instructing Duties and Supervision to Subordinates (The Case Study in Minahasa Tenggara Regency)

    ABSTRACT : This research aims at describing, analyzing, and providing interpretation leadership style of women as region’s leaders in giving instruction related to duties and supervision to subordinates. This leadership style is closely associated to the process of decision making that leaders must undergo. This is a qualitative research applying case study as the approach. The result shows that telling as one of leadership styles in which a leader gives instruction and close supervision on the performance of subordinates has not been performed by female leaders, as her capacity as the Head of Region, in Minahasa Tenggara. In giving the instruction, women as the region’s leaders tend to use empathy, be less flexible and are easily influenced by externalities; therefore, this condition leads to unconstitutional. Further, supervision is not effective, Vice Regent and Inspectorate have less involvement in their sector, and financial abuse.     Manajemen kinerja adalah alat pengendalian manajemen perusahaan atau suatu proses yang dilakukan oleh manajer untuk memantau dan mengevaluasi kinerja karyawan. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif, dengan jumlah informan sebanyak 7 orang menggunakan teknik observasi, wawancara, dan dokumentasi melalui 3 indikator penelitian yang diperoleh. Hasil penelitian menunjukkan bahwa perencanaan kinerja di Kantor Hukum Sekretariat Sulawesi Utara masih kurang dalam intensitas kerja dan tindakan, serta kinerja dan beberapa program yang tidak terlaksana dengan baik. Sehubungan dengan evaluasi kinerja ini, sangat membantu untuk melihat sejauh mana hasil yang diharapkan sesuai dengan realitas yang ada

    Value System in the Context of Woman Leader’s Decision Making

    Abstract - This research aims to analyze the value system as the determinant of women leader’s decision making. Qualitative approach was used, with case study research type. The data were collected through observation, thoughtful interview and documentation. Data analysis technique used interactive analysis model according to Miles and Huberman. The findings of this study showed that women leader’s decision making is dilemmatic (there is a tendency on listening to people suggestion that came out of the organization such prayer team and ignoring the suggestion from the underlings), making religious value as the reference and ignoring the cultural value.
