    Farming systems and Conservation Agriculture: Technology, structures and agency in Malawi

    Conservation Agriculture (CA) is advocated as an agricultural innovation that will improve smallholder famer resilience to future climate change. Under the conditions presented by the El Niño event of 2015/16, the implementation of CA was examined in southern Malawi at household, district and national institutional levels. Agricultural system constraints experienced by farming households are identified, and in response the technologies, structures and agency associated with CA are evaluated. The most significant constraints were linked to household health, with associated labour and monetary impacts, in addition to the availability of external inputs of fertiliser and improved seed varieties. Our findings show that such constraints are not adequately addressed through current agricultural system support structures, with the institutions surrounding CA (in both Government extension services and NGO agricultural projects) focusing attention predominantly at field level practice, rather than on broader system constraints such as education and health support systems. Limited capacity within local institutions undermines long term efforts to implement new technologies such as CA. It is vitally important that the flexibility of farmers to adapt new technologies in a locally-appropriate manner is not closed down through national and institutional aims to build consensus around narrow technical definitions of a climate-smart technology such as CA. To enable farmers to fully utilise CA programmes, interventions must take a more holistic, cross-sectoral approach, understanding and adapting to address locally experienced constraints. Building capacity within households to adopt new agricultural practices is critical, and integrating healthcare support into agricultural policy is a vital step towards increasing smallholder resilience to future climate change

    Lack of Cross-Sector and Cross-Level Policy Coherence and Consistency Limits Urban Green Infrastructure Implementation in Malawi

    The quality, quantity and accessibility of urban greenspaces and green infrastructure offer multiple benefits for city dwellers, the environment and urban sustainability. Green infrastructure provides a wide range of environmental, social, cultural, climate change adaptation, and mitigation benefits. However, for green infrastructure to do so, it needs to be integrated into national policy and city-planning strategies in ways that recognize its value and importance. Consequently, consistency and coherence between policy sectors and levels is essential. The more prominent urban green infrastructure is in national level policy, the easier it will be to ensure coherence and consistency between sectors and levels, as well as avoid national and local initiatives hindering each other's effectiveness. Integrating urban green infrastructure into planning processes should be a priority for all cities, but even more so for those in sub-Saharan Africa, which are undergoing rapid expansion. Here we focus on Malawi, one of the most rapidly urbanizing countries in sub-Saharan Africa. We collated and reviewed national-level and city-level policies and strategies, ranging from housing to transport to biodiversity, in order to determine, based on vertical and horizontal integration processes, whether urban greenspaces and green infrastructure have been incorporated into planning and management priorities. We found little evidence that urban greenspaces and green infrastructure are incorporated into national-level decision-making processes. In contrast, promoting and enhancing urban greenspace and green infrastructure was a priority in planning and strategy documents produced by the Lilongwe and Mzuzu City Councils. Better institutional coordination and policy coherence across national level sectors that affect urban greenspaces and green infrastructure is required if their multiple benefits are to be realized

    Proof of concept of faecal egg nematode counting as a practical means of veterinary engagement with planned livestock health management in a lower income country

    Abstract Background The wellbeing and livelihood of farmers in impoverished regions of the world is intrinsically linked to the health and welfare of their livestock; hence improved animal health is a pragmatic component of poverty alleviation. Prerequisite knowledge and understanding of the animal health challenges facing cattle keepers in Malawi is constrained by the lack of veterinary infrastructure, which inevitably accompanies under-resourced rural development in a poor country. Methods We collaborated with public and private paraveterinary services to locate 62 village Zebu calves and 60 dairy co-operative calves dispersed over a wide geographical area. All calves were visited twice about 2 to 3 weeks apart, when they were clinically examined and faecal samples were collected. The calves were treated with 7.5 mg/kg of a locally-available albendazole drench on the first visit, and pre- and post- treatment trichostrongyle and Toxocara faecal egg counts were performed using a modified McMaster method. Results Our clinical findings point towards a generally poor level of animal health, implying a role of ticks and tick-transmitted diseases in village calves and need for improvement in neonatal calf husbandry in the dairy co-operative holdings. High faecal trichostrongyle egg counts were not intuitive, based on our interpretation of the animal management information that was provided. This shows the need for better understanding of nematode parasite epidemiology within the context of local husbandry and environmental conditions. The albendazole anthelmintic was effective against Toxocara, while efficacy against trichostrongyle nematodes was poor in both village and dairy co-operative calves, demonstrating the need for further research to inform sustainable drug use. Conclusions Here we describe the potential value of faecal nematode egg counting as a platform for communicating with and gaining access to cattle keepers and their animals, respectively, in southern Malawi, with the aim of providing informative background knowledge and understanding that may aid in the establishment of effective veterinary services in an under-resourced community

The study sought to investigate households’ physical and economic access and availability of food, in relation to local context which influences households’ access to and ability to grow food which may affect the dietary quality.     Challenges and opportunities in linking carbon sequestration, livelihoods and ecosystem service provision in drylands

    Changes in land use and management practices to store and sequester carbon are becoming integral to global efforts that both address climate change and alleviate poverty. Knowledge and evidence gaps nevertheless abound. This paper analyses the most pressing deficiencies in understanding carbon storage in both soils and above ground biomass and the related social and economic challenges associated with carbon sequestration projects. Focusing on the semi-arid and dry sub-humid systems of sub-Saharan Africa which are inhabited by many of the world's poor, we identify important interdisciplinary opportunities and challenges that need to be addressed, in order for the poor to benefit from carbon storage, through both climate finance streams and the collateral ecosystem service benefits delivered by carbon-friendly land management. We emphasise that multi-stakeholder working across scales from the local to the regional is necessary to ensure that scientific advances can inform policy and practice to deliver carbon, ecosystem service and poverty alleviation benefits

    Adaptation to climatic hazards in the savannah ecosystem: improving adaptation policy and action

    People in Ghana’s savannah ecosystem have historically experienced a range of climatic hazards that have affected their livelihoods. In view of current climate variability and change, and projected increases in extreme events, adaptation to climate risks is vital. Policies have been put in place to enhance adaptation across sub-Saharan Africa in accordance with international agreements. At the same time, local people, through experience, have learned to adapt. This paper examines current policy actions and their implementation alongside an assessment of barriers to local adaptation. In doing so it links adaptation policy and practice. Policy documents were analysed that covered key livelihood sectors, which were identified as climate sensitive. These included agriculture, water, housing and health policies, as well as the National Climate Change Policy. In-depth interviews and focus group discussions were also held with key stakeholders in the Upper East Region of Ghana. Analyses were carried using thematic content analysis. Although policies and actions complement each other, their integration is weak. Financial, institutional, social, and technological barriers hinder successful local implementation of some policy actions, while lack of local involvement in policy formulation also hinders adaptation practice. Integration of local perspectives into policy needs to be strengthened in order to enhance adaptation. Coupled with this is a need to consider adaptation to climate change in development policies and to pursue efforts to reduce or remove the key barriers to implementation at the local level
