    SCOPE AND QUALITY OF LEGAL PROTECTION AFFORDED TO COMPUTER PROGRAMS AS OBJECT OF INTELLECTUAL PROPERTY

    Computer programs are basic components of the usage of digital technology in all aspects of modern life, so the question arises as to how can current legal rules follow the development of digital technology  i.e. computer programs as well as modalities of its usage. The use of digital technology, especially via creation of computer programs, affects the law, and, consequently, leads to the need for adjusting already established legal mechanisms or for creating new ones for this aspect of legal relations. Since creation and usage of computer programs is basically result of human creative activity (intellectual property), the need arises to position and classify, as well as to define rights, obligations and legal protection of subjects and objects involved in these legal relations. Computer program, in the context of the law of Republic of Serbia, is treated as an object of copyright, while comparative law analyses shows different legal treatments in national laws in the region. Having in mind that computer technology develops far more faster than legal regulation can follow, question arises as to what is current scope and quality of legal protection of computer programs, as object of intellectual property. Defined issues will be analyzed within legal systems of the states in the region – Republic of Serbia, Republic of Croatia, Republic of Montenegro and Bosnia and Herzegovina, as well as in the wider context of the law of the European Union and the process of harmonization of national laws with community law

    DIGITAL ASSETS – A LEGAL APPROACH TO THE REGULATION OF THE NEW PROPERTY LAW INSTITUTE

    Development of a digital technology has transformed the way in which an individual, a social group or community, i.e. a state, interacts in their domains of interest. The application of a digital technology, especially ICT, has caused the need to review whether the existing legislative solutions correspond to such news, or whether it is necessary to change or supplement the legal system of the state with new regulations. One of such issues refers to the creation of new types of assets identified as digital assets or the assets based on the creation of a digital technology. The subject of the research paper is the analysis of the institute of digital property with a special reference to the legislative domain of the way of issuing digital property. In his work, the author affirmed the issue of the importance of the legislative challenge in the standardization of relevant social phenomena and relations in the age of the intensive development and application of a digital technology. The aim of the work was achieved in the domain of the conducted normative analysis of the relevant provisions of the Digital Property Act in the part referring to the legislative approach to standardizing the concept of the digital property institute, as well as the particular issues from the domain of issuing digital property

    ADVANTAGES AND CHALLENGES OF DUAL EDUCATION IN THE DEVELOPMENT OF THE PROFESSIONAL IDENTITY OF ENGINEERS

    The authors consider the strategic directions of the development of higher education in Republic of Serbia, especially in the light of legislative news regulating dual education at higher education institutions. In this context, they have paid a special attention to the analysis of legal acts and by-laws important for the development of the professional identity of engineers educated under the dual model of education. They have also perceived the number and structure of accredited study programs at higher education institutions in our country, which represent significant indicators of the direction of the development of the domestic economy mapped through the interest of employers for the engineers educated according to the dual model. So, we can conclude that there is an obvious influence of the fourth industrial revolution and the information age on all aspects of the society. Starting from all those changes that are happening and will happen, the Government of Republic of Serbia adopted the Education Strategy for the period from 2021 to 2030, in which there are given the vision, goals, and principles of education in the future. Talking about the dual model of higher education, the most important act is the Law on the Dual Model of Studies in Higher Education being in the focus of the authors in this research

    The analysis of the Aarhus convention in the context of good environmental governance

    The purpose of this article is to examine mechanisms for public involvement in environmental governance from the perspective of the Aarhus Convention. Analysis method explained the connection between the basic postulates included in the Aarhus Convention and the main principles of good governance in environmental matters. Normative methods presented the provisions of the Aarhus Convention related to the right to an adequate environment and rights of access to information, public participation, and equal access to justice. By using the same method, the special attention was devoted to the transposition and implementation of the requirements of the Convention into the legal system of the Republic of Serbia. Through the case study research method, the authors examined the relevant practice of the Compliance Committee. Authors conclude that transposition of the requirements of the Aarhus Convention represents a valuable contribution in establishing good environmental governance

    Korelativni odnosi za definisanje deformabilnosti stene

    In the framework of geotechnical investigations of the rock mass at the partition site MHE Bočac 2 (BiH), Jelašnica dams on the same river in southern Serbia and nine partition sites of hydroelectric power plants on the river Ibar, detailed geotechnical investigations of the rock mass were carried out. They included exploration drilling with the definition of quasihomogenic zones within the drilled core, determination of RQD for each separated quasi-chemical zone, dilatometric tests in each well, seismic ventilation between exploratory wells or seismic carotid, core testing by the Point Load method and laboratory tests of the single-axial strength of the samples. By connecting the results of the one-axial strength, the velocity of the elastic waves and the quality of the rockl mass (RMR), i.e. these indirect data for defining the deformability of the rock masses with the obtained results of in situation deformability testing, with the results of dilatometric tests, the analysis of correlation bonds is carried out which is applied in engineering geological or geotechnical practice. As is known, in engineering practice, the following correlations are used to define the deformation module: D = f(RMR); D= f(RMR,σci); D= f(Vp) i D = f(Vp, σci). After the analysis, a correlation was applied which included all three indirect data and it gave the closest data for defining the deformability of the rock mass.U okviru geotehničkih istraživanja stenske mase na pregradnom mestu MHE 'Bočac 2‟ (BiH), brane 'Jelašnica' na istoimenoj reci u južnoj Srbiji i na devet pregradnih mesta hidroelektrana na Ibru (Srbija) izvršena su detaljna geotehnička ispitivanja stenske mase. Ona su obuhvatila: istražno bušenje sa definisanjem kvazihomogenih zona u okviru izbušenog jezgra, određivanje RQD-a za svaku izdvojenu kvazihomogenu zonu, dilatometarska ispitivanja u svakoj bušotini, seizmičko prozračivanje između istražnih bušotina ili seizmički karotaž, ispitivanje jezgra metodom PointLoad i laboratorijska ispi-tivanja jednoaksijalne čvrstoće uzoraka. Na navedenim istražnim lokacijama teren grade različite ste-nske mase. Teren pregradnog mesta MHE 'Bočac 2' je izgrađen od krednih krečnjaka, teren brane 'Jelašnica' od paleozojskih gnajseva, a teren hidroelektrana na Ibru od mezozojskih peridotita i serpentinita. Povezivanjem rezultata jednoaksijalne čvrstoće, brzine elastičnih talasa i kvaliteta stenske mase (RMR), odnosno ovih posrednih podataka za definisanje deformabilnosti stenskih masa sa do-bijenim rezultatima ispitivanja deformabilsnosti in situ, tj. Sa rezultatima dilatometarskih ispitivanja, urađena je analiza korelacionih veza koja se primenjuje u inženjeresko-geološkoj odnosno geotehničkoj praksi. Kao što je poznato, u inženjerskoj praksi primenjuju se sledeće korelacije za definisanje modula deformacije: D=f(RMR); D=f(RMR,); D=f(Vp) i D=f(Vp, ). Nakon analize, primenjena je korelacija, koja je obuhvatila sva tri posredna podatka i ona je dala najbliže podatke za definisanje deformabilnosti stenske mase. Sva navedena ispitivanja deformabilnosti metodom dilatometra, geofizička ispitivanja i inženjersko-geološko kartiranje jezgra i okolne stenske mase izvršena su od strane Instituta za vodoprivredu 'Jaroslav Černi' iz Beograda

    DESIGN OF IIR DIGITAL FILTERS WITH CRITICAL MONOTONIC PASSBAND AMPLITUDE CHARACTERISTIC - A CASE STUDY

    A case study is reported related to the design of IIR digital filters exhibiting critical monotonic amplitude characteristic (CMAC) in the pass band. This kind of amplitude characteristic offers several advantages as compared to its non-monotonic counterparts while it is not studied thoroughly, if at all. After giving a short overview of the way of generation CMACs, arguments will be listed in favor of the IIR version of the digital filter function realization. Next, the IIR implementation of the digital filters will be shortly considered. The main part of the paper will be devoted to the design sequence of this kind of filters which will be illustrated on the example of a band-pass filter obtained by a set of transformations from an all-pole low-pass analogue prototype. This will be for the first time a CMAC band pass IIR digital filters to be reported

    The analysis of 2,3-dicarboxypropane-1,1-diphosphonic acid-coated magnetite nanoparticles under an external magnetic field and their radiolabeling for possible theranostic applications

    The advances in nanotechnology are directed towards the development of new theranostic agents based on magnetic nanoparticles that can be used for both cancer detection and treatment. In this study, 2,3-dicarboxypropane-1,1-diphosphonic acid-coated magnetite nanoparticles (Fe 3 O 4 -DPD MNPs) were evaluated for their theranostic application using different methods. The magnetic hyperthermia efficiency of the Fe 3 O 4 -DPD MNPs was investigated in saline solution with ionic strengths between 0.05 and 1.0 mol dm −3 . For a better understanding of hyperthermia, the behavior of Fe 3 O 4 -DPD MNPs under a non-alternating magnetic field was studied, and the transparency of the sample was measured. Furthermore, the radiotracer method using the radionuclides 99m Tc and 90 Y was applied as a reliable and powerful method for evaluating the in vivo behavior of a nanoprobe; a high radiolabeling yield (>93%), in vitro and in vivo stability of the radiolabeled nanoparticles and high heating effect were observed, thus paving the way for the possible theranostic applications of Fe 3 O 4 -DPD MNPs.This is the peer-reviewed version of the following article:Perić, M.; Radović, M.; Mirković, M.     Estimation of temperature transfer function in facade wall heat transport

    This paper is presenting a method for temperature transfer function (TTF) estimation by filtering an experimentally collected data. The experimental data were obtained in simultaneous measurements of inside and outside temperatures variations during the period of 3 months of a building located in Belgrade, Serbia. The TTF estimation is based on Wiener filtering technique for the dynamic systems with finite impulse response (FIR). TTF is derivate in time and complex domain and the correctness of the acquired transfer function is tested on the new input data set. The estimated TTF in complex domain is used to get decrement factor (DF) and time lag (TL) between the temperatures
