Remarks on the Constitution of the State of Washington

"It is unwise to change the fundamental law of the State or the Nation at the mere call of expediency. Such laws ought to be made and continued as permanent as humanly possible, for they are nothing less than rules of right, and changes in them ought to require time and deliberation... As long as the Constitution can be preserved, liberty cannot be lost.

Fibroblast Growth Factor (FGF) Receptor Mutations: A Pathway to Understanding Multigenic Risk in Disease?

Fibroblast growth factor receptor (FGFR) gain-of-function mutations form the pathogenic basis of multiple congenital pathologies. A pioneering body of work over the past two decades has established that a unique mutation selection process within the testis likely underlies the paternal age effect characteristics of such diseases. This mechanism, analogous to positive selection of mutations promoting proliferation in tumorigenesis, sparked interest in mutation profiling of testicular and other cancers. The resulting discovery of FGFR gain-of-function mutations akin to those of congenital syndromes has enabled a novel hypothesis to be born: that mutations represent a spectrum of activation. As such, FGFR gain-of-function mutations could be pathogenic not solely in defined monogenic syndromes but within myriad disease processes with ‘low activation’ conferring increased disease risk. Do such mutations contribute to multigenic risk in multiple pathologies? This review evaluates this hypothesis, alluding to the plausible clinical implications that ensue

A Compliance Strategy for Use of GPS for IFR Navigation in the E-2C Hawkeye

Naval aviation is on the brink of taking advantage of a 12 year old capability. Naval commercial derivative aircraft have had the ability to navigate in instrument meteorological conditions using global positioning technology for nearly as long as civil commercial-for-hire aircraft. However, tactical naval aircraft, like the E-2C Hawkeye, are now only beginning to obtain and install the necessary technology to meet federal aviation regulations for satellite based area navigation. Worldwide airspace controlling agencies have mandated the use of navigation equipment that meets highly specific performance standards prior to entry in required navigation performance airspace. Aircraft not compliant with these standards are denied flight clearance or experience clearance delays. The Department of Defense has issued policy guidance that allows military aviation organizations to self-certify satellite based navigation technologies to meet required navigation performance standards. In many ways, military navigation technologies far exceed the performance requirements for civil and international airspace use. These technologies, however, are highly specific in their mission orientation and must demonstrate their compatibility with civil aviation standards. This study focused on the source and the specifics of navigation performance requirements. Domestic and international regulations and policies were reviewed as they pertain to civil aviation, and then applied to military aviation. Critical technical standards documents were reviewed to determine the best strategy for complying with civil and international regulations. Lessons learned from previous E-2C navigation system evaluations were also reviewed and incorporated within this compliance strategy. Compliance and self-certification responsibilities belong to aircraft specific program managers within the Navy’s acquisition organization. Sophisticated navigation systems incorporating satellite positioning technology require a tailored approach toward compliance demonstration. Military receivers with precise positioning capability satisfy many of the required availability, accuracy and containment standards. To satisfy civil requirements, correctly keyed, military navigation systems may be evaluated according to standards typically applied to the most highly augmented standard civil systems. This thesis contains a comprehensive list of compliance items selected for their applicability to the E-2C Hawkeye mission

Predicting the Past: The Geography of Settlement in Louisiana, 1699-1890, and Its Application to Historic Preservation.

Historical geographers, because of their ability to place cultural phenomena in the appropriate spatial and temporal dimensions often conduct research that significantly parallels the interests of the preservationist. Now that the initial focus within historic preservation has shifted from the individual specimen to the cultural and historical milieu of which it was a part, a thorough understanding of the forces that were responsible for the creation of what confronts us as a relict cultural landscape is indispensable. The preservation of cultural resources, specifically historic sites and structures has, in the past, normally been conducted on a case-by-case basis. In this initial phase of cultural resource management, sites and structures were frequently identified and evaluated only when threatened with destruction. More recently, preservationists have realized the importance of planning and have attempted to isolate meaningful cultural and historical themes and to anticipate their material manifestations. This dissertation examines the settlement geography of Louisiana from the first French settlement in 1699 until the railroad and lumber boom of the 1890s. The study uses seven time-slices to present the progression of the patterns and processes of settlement. For 1740, 1775, 1810, 1830, 1850, 1870, and 1890, major patterns were derived from censuses, the differential occupation of natural vegetation zones, and the cadastral imprint of French, Spanish, and British colonial settlement. Agricultural land use, the role of water and railroad transportation, and social change constitute the most important factors that shaped the patterns of settlement. Building upon this spatial and temporal framework, characteristics of Louisiana\u27s historic standing houses are presented. Folk types and architectural styles including French Creole, Antebellum plantation houses, and pyramidal roof structures are treated as a product, or artifact, of the state\u27s dynamic settlement geography. Assumptions concerning that portion of settlement known as the built environment are tested using a sample of 557 historic standing structures. Further, two case studies of Louisiana parishes are presented to illustrate the settlement-environment relationship. The example of Terrebonne Parish confirmed the close relationship between colonial land claim location and natural levees. A nine parish swath between St. Martin and St. Tammany was used to demonstrate the relationship between agricultural production and the loess blufflands, alluvial bottomlands, and piney woods. The results of this study refine our understanding of the cultural and environmental parameters of the settlement of Louisiana, and address the significance of individual structures by placing them in the broader context of historical geography
