    A wider Europe? The view from Russia, Belarus and Ukraine

    On the evidence of national surveys conducted between 2000 and 2006, there is a declining sense of European self-identity in the three Slavic post-Soviet republics of Russia, Belarus and Ukraine. Attitudes towards the European Union and the possibility of membership are broadly supportive, but with a substantial proportion who find it difficult to express a view, and substantial proportions are poorly informed in comparison with the general public in EU member or prospective member countries. Those who are better informed are more likely to favour EU membership and vice versa. Generally, socioeconomic characteristics (except for age and region) are relatively poor predictors of support for EU membership as compared with attitudinal variables. But ‘Europeanness’ should not be seen as a given, and much will depend on whether EU member countries emphasize what is common to east and west or establish ‘new dividing lines’ in place of those of the cold war

    In this paper we analyse the benefits of incorporating interval-valued fuzzy sets into the Bousi-Prolog system. A syntax, declarative semantics and im- plementation for this extension is presented and formalised. We show, by using potential applications, that fuzzy logic programming frameworks enhanced with them can correctly work together with lexical resources and ontologies in order to improve their capabilities for knowledge representation and reasoning

    Extracting Br(omega->pi^+ pi^-) from the Time-like Pion Form-factor

    We extract the G-parity-violating branching ratio Br(omega->pi^+ pi^-) from the effective rho-omega mixing matrix element Pi_{rho omega}(s), determined from e^+e^- -> pi^+ pi^- data. The omega->pi^+ pi^- partial width can be determined either from the time-like pion form factor or through the constraint that the mixed physical propagator D_{rho omega}^{mu nu}(s) possesses no poles. The two procedures are inequivalent in practice, and we show why the first is preferred, to find finally Br(omega->pi^+ pi^-) = 1.9 +/- 0.3%.Comment: 12 pages (published version

    Tests of isospin symmetry breaking at ϕ(1020)\phi (1020) meson factories

    In a model of isospin symmetry breaking we obtain the (e−e+→π−π+e^{-} e^{+} \rightarrow \pi^{-} \pi^{+}) amplitude QQ and the isospin I=0I=0 and I=1I=1 relative phase ψ\psi at the ϕ(1020)\phi (1020) resonance in aproximate agreement with experiment. The model predicts \Gamma(\phi \rightarrow \omega \pi^{0}) \approx 4 \cdot 10^{-4} \;\mbox{MeV}. We have also obtained \Gamma (\phi \rightarrow \eta' \gamma)=5.2 \cdot 10^{-4} \;\mbox{MeV}. Measuring this partial width would strongly constrain η\eta-ηâ€Č\eta' mixing. The branching ratios BRBR of the isospin violating decays ρ+→π+η\rho^{+} \rightarrow \pi^{+} \eta and ηâ€Č→ρ±π∓\eta' \rightarrow \rho^{\pm} \pi^{\mp} are predicted to be BR(ρ+→π+η)=3⋅10−5BR(\rho^{+} \rightarrow \pi^{+} \eta)=3 \cdot 10^{-5} and BR(ηâ€Č→ρ±π∓)=4⋅10−3BR(\eta' \rightarrow \rho^{\pm} \pi^{\mp})=4 \cdot 10^{-3}, respectively, leading to BR[ϕ→ρ±π∓→(π±η)π∓→(Ï€Â±ÎłÎł)π∓]=10−6BR[\phi \rightarrow \rho^{\pm} \pi^{\mp} \rightarrow (\pi^{\pm} \eta)\pi^{\mp} \rightarrow (\pi^{\pm} \gamma \gamma)\pi^{\mp}]=10^{-6} and BR[ϕ→ηâ€Čγ→(ρ±π∓)Îł]=2⋅10−6BR[\phi \rightarrow \eta' \gamma \rightarrow (\rho^{\pm} \pi^{\mp})\gamma]=2\cdot 10^{-6}.Comment: 11 pages 2 Figures ( not included available on request ), Latex, Karlsruhe TTP42-9

    On the Degradation of Retained Austenite in Transformation Induced Plasticity Steel

A transformation-induced plasticity steel was thermomechanically processed and then transformed to bainite at an isothermal transformation temperature of 723 K for 1800 seconds, which exceeds the time required for completion of the bainite transformation. The formation of lenticular-shaped carbides with a triclinic lattice and internal substructure was found after thermomechanical processing. After 16 years of storage at room temperature, the decomposition of retained austenite into pearlite was observed for the first time at this temperature

    Study of KS KL Coupled Decays and KL -Be Interactions with the CMD-2 Detector at VEPP-2M Collider

    The integrated luminosity about 4000 inverse nanobarn of around phi meson mass ( 5 millions of phi mesons) has been collected with the CMD-2 detector at the VEPP-2M collider. A latest analysis of the KS KL coupled decays based on 30 % of available data is presented in this paper. The KS KL pairs from phi meson decays were reconstructed in the drift chamber when both kaons decayed into two charged particles. From a sample of 1423 coupled decays a selection of candidates to the CP violating KL into pi+ pi- decay was performed. CP violating decays were not identified because of the domination of events with a KL regenerating at the Be beam pipe into KS and a background from KL semileptonic decays. The regeneration cross section of 110 MeV/c KL mesons was found to be 53 +- 17 mb in agreement with theoretical expectations. The angular distribution of KS mesons after regeneration and the total cross section of KL for Be have been measured.Comment: 14 pages, 8 figure

    Model Analysis of Time Reversal Symmetry Test in the Caltech Fe-57 Gamma-Transition Experiment

    The CALTECH gamma-transition experiment testing time reversal symmetry via the E2/M1 mulipole mixing ratio of the 122 keV gamma-line in Fe-57 has already been performed in 1977. Extending an earlier analysis in terms of an effective one-body potential, this experiment is now analyzed in terms of effective one boson exchange T-odd P-even nucleon nucleon potentials. Within the model space considered for the Fe-57 nucleus no contribution from isovector rho-type exchange is possible. The bound on the coupling strength phi_A from effective short range axial-vector type exchange induced by the experimental bound on sin(eta) leads to phi_A < 10^{-2}.Comment: 5 pages, RevTex 3.

    Measurement of e+e- -> pi+pi- cross section with CMD-2 around rho-meson

    The cross section of the process e+e- -> pi+pi- has been measured using about 114000 events collected by the CMD-2 detector at the VEPP-2M e+e- collider in the center-of-mass energy range from 0.61 to 0.96 GeV. Results of the pion form factor determination with a 0.6% systematic uncertainty are presented.
