    Acoustic Oscillations in the Early Universe and Today

    During its first ~100,000 years, the universe was a fully ionized plasma with a tight coupling by Thompson scattering between the photons and matter. The trade--off between gravitational collapse and photon pressure causes acoustic oscillations in this primordial fluid. These oscillations will leave predictable imprints in the spectra of the cosmic microwave background and the present day matter-density distribution. Recently, the BOOMERANG and MAXIMA teams announced the detection of these acoustic oscillations in the cosmic microwave background (observed at redshift ~1000). Here, we compare these CMB detections with the corresponding acoustic oscillations in the matter-density power spectrum (observed at redshift ~0.1). These consistent results, from two different cosmological epochs, provide further support for our standard Hot Big Bang model of the universe.Comment: To appear in the journal Science. 6 pages, 1 color figur

    Thermal barrier coating evaluation needs

    A 0.025 cm (0.010 in) thick thermal barrier coating (TBC) applied to turbine airfoils in a research gas turbine engine provided component temperature reductions of up to 190 C. These impressive temperature reductions can allow increased engine operating temperatures and reduced component cooling to achieve greater engine performance without sacrificing component durability. The significant benefits of TBCs are well established in aircraft gas turbine engine applications and their use is increasing. TBCs are also under intense development for use in the Low Heat Rejection (LHR) diesel engine currently being developed and are under consideration for use in utility and marine gas turbines. However, to fully utilize the benefits of TBCs it is necessary to accurately characterize coating attributes that affect the insulation and coating durability. The purpose there is to discuss areas in which nondestructive evaluation can make significant contributions to the further development and full utilization of TBCs for aircraft gas turbine engines and low heat rejection diesel engines

    Free-Flight Tests of Fifth-Stage Scout Entry Vehicle at Mach Numbers of 5 and 17

    Measurements have been made in air at two Mach numbers of the static stability, normal force, and drag of a version of the fifth-stage Scout entry vehicle. The most significant result was that the design center of gravity led to a condition of static instability at small angles of attack at Mach number 17. At this Mach number, the static stability was a highly nonlinear function of the angle of attack. A useful method for analyzing free-flight data having this nonlinear behavior is included in this report. Comparisons were made between the measured aerodynamic coefficients and those estimated by Newtonian impact theory and by a method developed by Seiff and Whiting. The latter method gave good estimates of the normal-force-curve slope at both Mach numbers and of the moment-curve slope at the lower Mach number. It resulted in an overestimation of the static stability at Mach number 17, although it gave results decidedly closer to the experimental value than did Newtonian impact theory

    That so many of their assets continue to be held in governmental trusts under outdated policy rationales creates great difficulty for indigenous peoples. But restoring control of those assets to their rightful owners will impose daunting responsibilities on judiciaries. Exchanging assets for a residual share of returns from a joint venture exposes one to shirking by co-investors. Judiciaries known reliably to penalize those who renege on commitments help investors persuade others to sink complementary assets in promising projects. But a court is an arm of the sovereign. Across history and geography justifiable rulings adverse to sovereigns have so often been honored in the breach that private parties are especially leery of sovereigns as co-investors. To attract assets into its realm a sovereign may thus invest in a reputation for abiding by waivers of sovereign immunity, or rely on a still stronger sovereign to bond its waivers. Reputations arise from observed court successes by aggrieved co-investors when their suits against the sovereign are meritorious. But many tribal reservations are small and poor, have offered few investment opportunities, and hence possess thin legal histories. At the same time, investors are skeptical that courts of more powerful sovereigns such as Canada and the United States dependably bond tribal waivers. Thus tribes often must pay investors high risk-premiums, resort to costly tribal ownership, or even forego promising opportunities altogether. The Sovereign’s Paradox refers to the difficulty that an entity with power to compel involuntary outcomes has in negotiating voluntary ones. This chapter explores ways to ameliorate that Paradox and thus improve returns from reservation assets.

    The Interplay of Cluster and Galaxy Evolution

    We review here the interplay of cluster and galaxy evolution. As a case study, we consider the Butcher-Oemler effect and propose that it is the result of the changing rate of cluster merger events in a hierarchical universe. This case study highlights the need for new catalogs of clusters and groups that possess quantified morphologies. We present such a sample here, namely the Sloan Digital Sky Survey (SDSS) C4 Catalog, which has been objectively-selected from the SDSS spectroscopic galaxy sample. We outline here the C4 algorithm and present first results based on the SDSS Early Data Release, including an X-ray luminosity-velocity dispersion (L_x-sigma) scaling relationship (as a function of cluster morphology), and the density-SFR relation of galaxies within C4 clusters (Gomez et al. 2003). We also discuss the merger of Coma and the NGC4839 group, and its effect on the galaxy populations in these systems. We finish with a brief discussion of a new sample of Hdelta-selected galaxies (i.e., k+a, post--starburst galaxies) obtained from the SDSS spectroscopic survey.Comment: Invited review at the JENAM 2002 Workshop on "Galaxy Evolution in Groups and Clusters", Porto, Sep 5-7 2002, eds.
