    Advanced techniques and technology for efficient data storage, access, and transfer

    Advanced techniques for efficiently representing most forms of data are being implemented in practical hardware and software form through the joint efforts of three NASA centers. These techniques adapt to local statistical variations to continually provide near optimum code efficiency when representing data without error. Demonstrated in several earlier space applications, these techniques are the basis of initial NASA data compression standards specifications. Since the techniques clearly apply to most NASA science data, NASA invested in the development of both hardware and software implementations for general use. This investment includes high-speed single-chip very large scale integration (VLSI) coding and decoding modules as well as machine-transferrable software routines. The hardware chips were tested in the laboratory at data rates as high as 700 Mbits/s. A coding module's definition includes a predictive preprocessing stage and a powerful adaptive coding stage. The function of the preprocessor is to optimally process incoming data into a standard form data source that the second stage can handle.The built-in preprocessor of the VLSI coder chips is ideal for high-speed sampled data applications such as imaging and high-quality audio, but additionally, the second stage adaptive coder can be used separately with any source that can be externally preprocessed into the 'standard form'. This generic functionality assures that the applicability of these techniques and their recent high-speed implementations should be equally broad outside of NASA

    T.H. Rigby’s concept of goal rationality, building on Max Weber’s ideas of substantive and formal-legal rationality in the functioning of bureaucracies, provided important insights into the relevance of ideology for understanding how the Soviet system worked at both the domestic and foreign policy levels. This ideological dimension has tended to be neglected in much of the Western literature on Soviet communism. Since the end of the Soviet system, Russian leaders have tended to avoid ideology as a negative example to be avoided. Nevertheless, in their search for doctrines and principles to guide foreign and domestic aspects of the pursuit of national interests, these leaders have willy-nilly fallen back on ideological ways of thinking, which Rigby’s goal rationality helps to elucidate

    On the optimality of code options for a universal noiseless coder

    A universal noiseless coding structure was developed that provides efficient performance over an extremely broad range of source entropy. This is accomplished by adaptively selecting the best of several easily implemented variable length coding algorithms. Custom VLSI coder and decoder modules capable of processing over 20 million samples per second are currently under development. The first of the code options used in this module development is shown to be equivalent to a class of Huffman code under the Humblet condition, other options are shown to be equivalent to the Huffman codes of a modified Laplacian symbol set, at specified symbol entropy values. Simulation results are obtained on actual aerial imagery, and they confirm the optimality of the scheme. On sources having Gaussian or Poisson distributions, coder performance is also projected through analysis and simulation

    Performance and power regulation characteristics of two aileron-controlled rotors and a pitchable tip-controlled rotor on the Mod-O turbine

    Tests were conducted on the DOE/NASA mod-0 horizontal axis wind turbine to compare and evaluate the performance and the power regulation characteristics of two aileron-controlled rotors and a pitchable tip-controlled rotor. The two aileron-controlled rotor configurations used 20 and 38 percent chord ailerons, while the tip-controlled rotor had a pitchable blade tip. The ability of the control surfaces to regulate power was determined by measuring the change in power caused by an incremental change in the deflection angle of the control surface. The data shows that the change in power per degree of deflection angle for the tip-controlled rotor was four times the corresponding value for the 2- percent chord ailerons. The root mean square power deviation about a power setpoint was highest for the 20 percent chord aileron, and lowest for the 38 percent chord aileron

    The implementation of a lossless data compression module in an advanced orbiting system: Analysis and development

    Data compression has been proposed for several flight missions as a means of either reducing on board mass data storage, increasing science data return through a bandwidth constrained channel, reducing TDRSS access time, or easing ground archival mass storage requirement. Several issues arise with the implementation of this technology. These include the requirement of a clean channel, onboard smoothing buffer, onboard processing hardware and on the algorithm itself, the adaptability to scene changes and maybe even versatility to the various mission types. This paper gives an overview of an ongoing effort being performed at Goddard Space Flight Center for implementing a lossless data compression scheme for space flight. We will provide analysis results on several data systems issues, the performance of the selected lossless compression scheme, the status of the hardware processor and current development plan

    An Efficient Targeting Strategy for Multiobject Spectrograph Surveys: the Sloan Digital Sky Survey "Tiling" Algorithm

    Large surveys using multiobject spectrographs require automated methods for deciding how to efficiently point observations and how to assign targets to each pointing. The Sloan Digital Sky Survey (SDSS) will observe around 10 6 spectra from targets distributed over an area of about 10,000 deg2, using a multiobject fiber spectrograph that can simultaneously observe 640 objects in a circular field of view (referred to as a "tile") 1°.49 in radius. No two fibers can be placed closer than 55Prime; during the same observation; multiple targets closer than this distance are said to "collide." We present here a method of allocating fibers to desired targets given a set of tile centers that includes the effects of collisions and that is nearly optimally efficient and uniform. Because of large-scale structure in the galaxy distribution (which form the bulk of the SDSS targets), a naive covering of the sky with equally spaced tiles does not yield uniform sampling. Thus, we present a heuristic for perturbing the centers of the tiles from the equally spaced distribution that provides more uniform completeness. For the SDSS sample, we can attain a sampling rate of greater than 92% for all targets, and greater than 99% for the set of targets that do not collide with each other, with an efficiency greater than 90% (defined as the fraction of available fibers assigned to targets). The methods used here may prove useful to those planning other large surveys

    Hydrodynamic Impact of a System with a Single Elastic Mode II : Comparison of Experimental Force and Response with Theory

    Hydrodynamic impact tests were made on an elastic model approximating a two-mass spring system to determine experimentally the effects of structural flexibility on the hydrodynamic loads encountered during seaplane landing impacts and to correlate the results with theory. A flexible seaplane was represented by a two-mass spring system consisting of a rigid prismatic float connected to a rigid upper mass by an elastic structure. The model had a ratio of sprung mass to hull mass of 0.6 and a natural frequency of 3.0 cycles per second. The tests were conducted in smooth water at fixed trims and included both high and low flight-path angles and a range of velocity. Theoretical and experimental comparisons indicated that the theoretical results agreed well with the experimental results
