Nederland is het komende half jaar voorzitter van de Raad van de Europese Unie. Bijna twaalf jaar na het vorige voorzitterschap van Nederland is de binnenlandse stemming met betrekking tot Europa veranderd, zo niet verzuurd. De elites van politiek en media in het land betonen zich zo betrouwbare vertolkers van het volkssentiment. Dat kan een van de redenen zijn dat de Nederlandse regering heeft gekozen voor een behoedzame opstelling in de publieke communicatie over de Europese verantwoordelijkheid die zij op zich gaat nemen. Er zijn echter ook andere redenen om de verwachtingen ten aanzien van het voorzitterschap te matigen, en die vormen de focus van deze bijdrage. At a time when Europe’s political leaders are considering new reforms of the single currency, T-Dem’s plea for a Eurozone assembly should be welcomed. Such a body, serving as a "Congress", could fill the democratic void that has arisen during the crisis by acting as parliamentary interlocutor of the currency union’s leaders and finance ministers. Contrary to what the authors of T-Dem envisage, however, it should not act as a legislator with the competence to set the corporate tax rate and pool public debt. The Return of Politics: The European Union after the crises in the Eurozone and Ukraine

A crisis can reveal characteristics of a political order which in normal times remain invisible. Two such moments of clarification hit European Union (EU) countries in quick succession. The euro crisis tested the resolve of leaders and peoples to save the single currency. The geopolitical standoff around Ukraine necessitated a joint response to a show of force. In both cases we saw a ‘return of politics’. Geopolitical interests trumped economic ones; a need for government (and not just governance) made itself felt; European politics became more salient and intertwined with domestic politics. In the turmoil, notwithstanding calls for a big leap toward greater unity, the European Union also showed its dynamic in-between nature. The public perceives this politicisation perfectly, hence both its disenchantment and the calls for more democracy. De Oekraïne-oorlog als geopolitieke tijdschok

Op 7 juli 2022 heeft de Tweede Kamer de Adviesraad Internationale Vraagstukken (AIV) gevraagd een spoedadvies te schrijven over de gevolgen van deze oorlog voor het buitenlands beleid voor Nederland en de EU. Nu de oorlog ruim een half jaar duurt, en voorlopig geen einde kent, is het verstandig dat Nederland nadenkt over een toekomststrategie. Op welke wijze kan Nederland de veiligheidspolitieke en sociaaleconomische belangen beschermen tegen de achtergrond van de oorlog en in het licht van de veranderende geopolitieke verhoudingen? Nederland heeft zich verbonden aan de oorlog in Oekraïne en is verwikkeld in een hybride conflict met Rusland. De oorlog veroorzaakt op vele fronten problemen voor de Nederlandse en Europese samenlevingen. De kwetsbare veiligheidssituatie dwingt het parlement en de regering na te denken over een toekomststrategie voor het buitenlandse beleid.
