Intelligent Administration: Productivity, Transparency and Management of Change
I am honored to be here today to contribute to the inauguration of the second course on intelligent administration, whose particular emphasis this year, is upon the administrative values of productivity and transparency and on the process of managing change……When I first started to teach and consult in Spain, back in the late 1980s, I enjoyed many advantages being a foreign expert. Within Spain, few individuals had a deep understanding of results-oriented public management. Only a few did. These individuals wanted access to information and analysis about foreign practice, which was something I could provide. They also found it convenient to have an academic and a foreigner to reinforce their own themes in seminars on modernizing the public administration. I mention this because I strongly suspect that, in 2005, I no longerpossess any strong advantage in being a foreign expert. It is not because my intellectual capital is less than it was 10 or 15 years ago. It is because Spain has changed……I aim to touch upon some of the theoretical foundations of intelligent public administration. Public management as a design-oriented professional discipline
While public management has become widely spoken of, its identity and character is not well-defined. Such disparity is an underlying problem in developing public management within academia, and in the eyes of practitioners. Como o título sugere, este livro enseja uma mudança na gestão pública, a partir do
que quer que ela seja atualmente enquanto campo, para se tornar uma disciplina
profissional. Sendo mais específico, o livro promove uma guinada na gestão
pública, no sentido de torná-la uma disciplina profissional orientada ao design.
Essa visão da gestão pública não é inédita. Alguns recomendaram uma orientação
ao design na pesquisa e na prática. Outros recomendaram que a gestão pública
adotasse o manto de uma profissão, em contraposição a sofrer as analogias
frouxas de ser uma arte e/ou uma ciência. Mas as fontes nas quais esse livro se
baseia não correspondem ao que o livro é: uma base intelectual para a gestão
pública, como um esforço coletivo para desenvolver e aprender conhecimento
profissional, com foco claro em fortalecer a prática profissional nas organizações
públicas – em uma frase: é uma base intelectual para a gestão pública como uma

El estudio de la gestión pública: conceptualización de una ciencia social orientada al diseño
Talking about the field of public management is a convenient way to idealize research, teaching, and learning about aspects of public policy and administration. The view that public management is concerned with the development and operation of public programs and government organizations falls within the idealization. So, too, does the field’s interdisciplinary constitution. However, what works in staging public management within a patchwork of strategic action fields -- universities, the social science academy, and public administration professionals -- does not provide a basis for academics to address deeper questions about its character. The need to address such questions has been forcefully stated by the field’s leading thinkers, from time to time. This paper idealizes public management as a design-oriented social science, similar in concept to what Herbert Simon called a proper “science of the artificial.” The paper shows that to idealize public management in such a way requires much clarification (and extension) of Simon’s own ideas as he presented them. The resulting idealization of public management as a field of study provides a basis for a rich dialogue about the pursuit of academic excellence in the study of public policy and administration.Falar sobre o campo da gestão pública é uma forma conveniente de idealizar pesquisa,
ensino e aprendizagem sobre aspectos de políticas públicas e administração. A visão de
que a gestão pública está preocupada com o desenvolvimento e a operação de programas
públicos e organizações governamentais está dentro da idealização. O mesmo acontece com
a constituição interdisciplinar do campo. No entanto, o que funciona na encenação da gestão
pública dentro de uma colcha de retalhos de campos de ação estratégica - universidades, a
academia de ciências sociais e profissionais da administração pública - não fornece uma base
para os acadêmicos abordarem questões mais profundas sobre seu caráter. A necessidade de
abordar tais questões foi enfaticamente declarada pelos principais pensadores do campo, de
tempos em tempos. Este artigo idealiza a gestão pública como uma ciência social orientada
para o design, similar em conceito ao que Herbert Simon chamou de “ciência do artificial”.
O artigo mostra que idealizar a gestão pública de tal forma requer muito esclarecimento (e
extensão) das próprias idéias de Simon como ele as apresentou. A idealização resultante da
gestão pública como campo de estudo fornece uma base para um rico diálogo sobre a busca
da excelência acadêmica no estudo de políticas públicas e administração.Hablar sobre el campo de la gestión pública es una forma conveniente de idealizar
la investigación, la enseñanza y el aprendizaje sobre aspectos de las políticas públicas y
la administración. La visión de que la gestión pública está interesada en el desarrollo y
operación de programas públicos y organizaciones gubernamentales cae dentro de la
idealización. Lo mismo ocurre con la constitución interdisciplinaria del campo. Sin embargo,
lo que funciona en la puesta en escena de la gestión pública dentro de un mosaico de campos
de acción estratégica -universidades, la academia de ciencias sociales y profesionales de
la administración pública- no proporciona una base para que los académicos aborden
cuestiones más profundas sobre su carácter. La necesidad de abordar tales preguntas ha
sido formulada enérgicamente por los principales pensadores del campo, de vez en cuando.
Este documento idealiza la gestión pública como una ciencia social orientada al diseño,
similar en concepto a lo que Herbert Simon llamó una “ciencia de lo artificial” propiamente
dicha. El documento muestra que idealizar la gestión pública de tal manera requiere mucha
clarificación (y extensión) de Las propias ideas de Simon cuando las presentó. La idealización

The cascade of fear: policy implementation and financial management reform in the European Commission
The complexity of managing European Union (EU) spending programmes is the subject of much comment but relatively little academic analysis. Using a multi-disciplinary analytical framework drawn from the management, policy and social sciences, this fieldwork-based case study examines the reform of financial management within the European Commission. In constructing an agent focussed narrative of a specific reform episode, it contributes to a growing literature on public management reform analysed from this perspective and also to the lightly developed field of EU financial managemen
Good trouble in the academy: inventing design-focused case studies about public management as an archetype of policy design research
Speaking archetypically, public organizations are practical means for implementing policy interventions. In this regard, their purposeful roles include furnishing operational capacity, while also sustaining support and legitimacy for the interventions as implemented. Contributions to fulfilling these roles are made by myriad practices and systems that are situated organizationally. Organizationally situated practices and systems are matters of concern for professional practitioners concerned with public organizations and their management. As they engage in creating and adapting such working phenomena, design-oriented professional practitioners bring professional knowledge into play. From this standpoint, there's a need for professional practitioners to acquire such professional knowledge, which implies a need for researchers to furnish it. At present, there's no good off the shelf solution for meeting that particular need. This chapter deals with the question of what to do about that gap. Dealing with it makes for good trouble
Research on Public Management Policy Change in the Latin America Region: A Conceptual Framework and Methodological Guide
This article presents a conceptual framework and methodological guide for researching the process of public management policy change in the Latin America region. It provides an explicit the methodological approach for case study research on this topic. The focus on the Latin America region is due to the sponsorship of the Inter-American Development Bank, which desired an explicit methodological guide for conducting research on public sector management reform. While the article is specifically geared to this purpose, it also exhibits a distinctive general approach to a large class of case study research designs. This class includes instrumental case study research about processes, incorporating variants that are rich in narrative, explicit in their explanatory framework, and comparative. Publishing the article in IMPR is appropriate since a) this class of case study research has not benefited from specialized methodological exposition and b) much public management research fits within this class. Accordingly, the article is addressed to both public management researchers interested in the specific research topic and those engaged in instrumental case-oriented research on processes, more generally
Managing Systems Leadership Organizations: Realigning Instituto Unibanco’s Strategy for Strengthening Brazil’s High School Education System (a case study)
This working paper is based on research project conducted by the London School of Economics, with
