The State Courts and Alaska Politics: Independence, Public Accountability, and Political Influence
From the chapter introduction: "How does the Alaska political and governmental process deal with the tension between the need for judicial independence, public accountability, and the court system’s role in politics and public policy making? The following two sections explore the influences that have shaped the Alaska court system and its organization. The next section explains the devices that work to promote independence and impartiality. Then we explore in more detail six aspects of the role of the courts in Alaska politics and policy making.Ye
Einstein Metrics on Rational Homology 7-Spheres
In this paper we demonstrate the existence of Sasakian-Einstein structures on
certain 2-connected rational homology 7-spheres. These appear to be the first
non-regular examples of Sasakian-Einstein metrics on simply connected rational
homology spheres. We also briefly describe the rational homology 7-spheres that
admit regular positive Sasakian structures.Comment: 19 page
On Sasaki-Einstein manifolds in dimension five
We prove the existence of Sasaki-Einstein metrics on certain simply connected
5-manifolds where until now existence was unknown. All of these manifolds have
non-trivial torsion classes. On several of these we show that there are a
countable infinity of deformation classes of Sasaki-Einstein structures.Comment: 18 pages, Exposition was expanded and a reference adde
Connections 2040 Plan for Greater Philadephia: Fostering Sustainability, Equity, Innovation
Connections 2040 Plan for Greater Philadelphia is the Long-Range Plan for the Greater Philadelphia region. It assesses regional trends and forecasts and sets forth a vision for the future. The Plan is organized around four core principle to achieve the vision: Manage Growth and Protect the Environment, Create Livable Communities, Build the Economy, and Establish a Modern Multimodal Transportation System. The Plan includes goals and strategies under each of the four core principles. It also identifies a set of investments in the region's transportation system that are needed to preserve and maintain the existing system, as well as other critical improvements that make the system operate more efficiently and expand capacity. Due to declining funding revenues, only a portion of these investments can be afforded. The Plan prioritizes investments, based on quantitative analysis, and presents an overview of alternatives to address the funding shortfall
Connections 2040 Plan for Greater Philadelphia Amended Transportation Investments
The Connections 2040 Plan for Greater Philadelphia assesses regional trends and forecasts and sets forth a vision for the future. The Plan establishes goals and identifies strategies to achieve its core principles: managing growth and protecting natural resources, creating livable communities, building the economy, and establishing a modern, multimodal transportation system. The Plan identifies a set of transportation investments that are needed to preserve and maintain the existing system, as well as other critical improvements that make the system operate more efficiently and expand capacity. The passage of Act 89 in November 2013 will provide additional funding for transportation investments in the Pennsylvania portion of the DVRPC region. The Plan is being amended to include additional projects in the Pennsylvania subregion
Connections: The Regional Plan for a Sustainable Future
The Connections Plan sets regional policy and agenda. It reviews long-term and recent development trends and considers future land use scenarios, along with extensive public input, as the basis for creating a regional vision to guide future development in the nine-county DVRPC region. The Plan is organized around four key Plan principles: Create Livable Communities; Manage Growth and Protect Resources; Build an Energy-Efficient Economy; and Establish a Modern, Multimodal Transportation System. The Plan includes a 26-year needs assessment for maintaining existing transportation infrastructure with limited new capacity expansion. Reasonably expected available revenue is used to constrain the identified need in the financial plan, including a list of major regional projects. To fully achieve the vision beyond the constrained Plan, the region needs to consider alternatives, such as local funding options or public-private partnerships
