France and the EU under Sarkozy: between European ambitions and national objectives?

The early phase of Nicolas Sarkozy's presidency proved highly proactive, particularly during the French presidency of the European Union (EU). However, little of practical import resulted. Moreover, there is much that connects Sarkozy's policies to those of his predecessors. Constrained both at home and abroad, he was sometimes unable to carry through his preferred policies. In addition, Sarkozy has done nothing to resolve a long-standing tension of French EU policy between enormous ambitions for the Union and reluctance to empower its institutions. Intergovernmental co-operation has been the theme linking all of Sarkozy's initiatives. The jury is, of necessity, still out on the long-term impact Sarkozy will have. Early indications are that, whilst there has been no shortage of initiatives, it is open to question whether these either diverge much from those of his predecessors, or will have much impact on the workings and effectiveness of the Union itself

Preliminary Results on the Empirical Applicability of the Tsallis Distribution in Elastic Hadron Scattering

We show that the proton-proton elastic differential cross section data at dip position and beyond can be quite well described by a parametrization based on the Tsallis distribution, with only five free fit parameters. Proton-proton forward scattering at the LHC

Recently the TOTEM experiment at the LHC has released measurements at $\sqrt{s} = 13$ TeV of the proton-proton total cross section, $\sigma_{tot}$, and the ratio of the real to imaginary parts of the forward elastic amplitude, $\rho$. Since then an intense debate on the $C$-parity asymptotic nature of the scattering amplitude was initiated. We examine the proton-proton and the antiproton-proton forward data above 10 GeV in the context of an eikonal QCD-based model, where nonperturbative effects are readily included via a QCD effective charge. We show that, despite an overall satisfactory description of the forward data is obtained by a model in which the scattering amplitude is dominated by only crossing-even elastic terms, there is evidence that the introduction of a crossing-odd term may improve the agreement with the measurements of $\rho$ at $\sqrt{s} = 13$ TeV. In the Regge language the dominant even(odd)-under-crossing object is the so called Pomeron (Odderon).Comment: 5 pages, 2 figures, 1 table.
