La Registratur: un instrument d'organisation et de direction des processus de décision

Jarhundert entstanden, zu einer Zeit, als nach Ende des Dreissigjährigen Kriegs Institutionen und Behördenapparate sich rekonstituierten. Sie hat kollegiale Traditionen in burokratische Verwaltungen weitergetragen und dabei neue funktionen ubernommen. Heutzutage kann diese Methode, trotz aller Kritik and der Effizienz der Verwaltungsarbeit und der Tatsache, dass es eine Theorie der Registratur (welche eine Funktion und kein Beruf ist) nicht gibt, erneut ihre Nutzlichkeit erweisen fur den Zugang zur Information in den Büros, wo durch Computer und Telekommunikation der Unterschied zwischen Mundlichkeit und Schriftlichkeit aufgehoben wird. Sie ermöglicht es, den Entschei-dungsprozess zu planen, zu initiieren und zu steuern, indem sie ihm die Logistik bereitstellt.Angelika Menne-Haritz, Registratur : an organizing and décision directing instrument. Registratur appeared in the XVIIth century, at a time when an institutional and administrative reconstruction took place following the Thirty Years War. For a long time it strove to conciliate collegial tradition and bureaucratic evolution. Nowadays, in spite of criticisms raised about administrative efficiency and in the absence of a theory on Registratur, which remains a function, not a profession, this method can be found to be useful again for information retrieval in the office where the computer and telecommunications have upset the balance between oral and written data : it creates the conditions for planning, impelling and controlling the décision making process, while providing it with logistics.La Registratur est apparue au XVIIe siècle, à l'époque de la reconstruction institutionnelle et administrative consécutive à la guerre de Trente Ans. Sa pratique s'est longtemps attachée à concilier la tradition collégiale et les perfectionnements bureaucratiques. Aujourd'hui, en dépit des critiques sur l'efficacité du travail administratif et en l'absence d'une théorie de la Registratur , qui reste une fonction et non une profession, cette méthode peut acquérir une nouvelle utilité pour la recherche de l'information dans des bureaux où l'ordinateur et les télécommunications bouleversent l'équilibre entre l'oral et l'écrit : elle permet en effet de planifier, d'impulser et de contrôler le processus décisionnel, dont elle fournit par surcroît la logistique.Menne Haritz Angelika.
