    Promotion of Renewable Energy Sources in the European Union

    One of the important goals of European energy policy is to increase the share of renewable energy resources in the energy supply. The instruments used in the member states are not fully compatible with the rules of the European internal market. In a theoretical section, this paper analyses possible different instruments for promoting renewable energy. Some countries use feed in tariffs - using fixed prices to increase incentives for producers to invest into renewable energy, other countries use quantity-based systems like quotas that lead to a premium above the market price. In an institutional analysis we show that on the basis of effectiveness and efficiency considerations for the European Union, in the long-term quantity oriented systems of promotion are preferable if combined with elements of a capacity market. The main reason for this conclusion is that price-based systems cannot give enough incentives for backup capacities necessary to cope with intermittent production of renewable sources. In addition price-based systems violate the basic rules of the open internal European market because feed in tariffs are a considerable barrier for trade of renewable energy products

    The absorption coefficient (k), infinite reflectance (R), and scattering coefficient (s) were tabulated for five wavelengths and analyzed for statistical differences for seven weed species. The wavelengths were: 0.55-micrometer, 0.65-micrometers, 0.85-micrometer, 1.65-micrometers, and 2.20-micrometer. The R of common lambsquarters (Chenopodium album L.), Johnsongrass (Sorghum halepense (L.) Pers.), and annual sowthistle (Sonchus oleraceus L.) leaves at the 0.85-micrometer wavelength were significantly (p=0.05) higher than for sunflower (Heliantus annus L.), ragweed parthenium (Parthenium hysterophorus L.), or London rocket (Sisymbrium irio L.). Annual sowthistle had the largest k value, and Plamer amaranth (Amaranthus palmer S. Wats.) had the smallest k value at the 0.65 approximately chlorophyll absorption wavelength. In general, john-songress, ragweed parthenium, or London rocket had the largest s values among the five wavelengths, wereas annual sowthistle and plamar amaranth were usually lowest

    Shape computation in design is never purely limited to visual aspects and ideally includes material aspects as well. The physicality of designing introduces a wide range of variables for designers to tackle within the design process. We present a simple design exercise realised in four stages where we physically manipulate perforated cardboard sheets as a case to make material variables explicit in the computation. The emphasis is on representing sensory aspects rather than easily quantifiable properties more suitable for simulations. Our explorations demonstrate the use of visual rules to represent actions, variables and form as well as how to control the variables to create new results, both desired and surprising, in materially informed ways

    What Works for Aboriginal and Torres Strait Islander Men? A Systematic Review of the Literature

    Aboriginal and Torres Strait Islander men experience significantly higher rates of suicide, trauma, alcohol related deaths and unemployment than other Australian men. Despite significant levels of government intervention, rates of family violence, unemployment and incarceration continue to increase in Aboriginal and Torres Strait Islander communities. As a subset of the Aboriginal and Torres Strait Islander population, there has been a lesser focus on how to meaningfully improve the wellbeing of Aboriginal and Torres Strait Islander men. This systematic review seeks to understand what interventions, programs and activities are successful in improving the wellbeing of Aboriginal and Torres Strait Islander men and thereby the wellbeing of their communities. A thorough search of the literature was conducted using the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines. Fifteen studies met the inclusion criteria. Analysis of the programs, activities and interventions evaluated in these studies indicated two prominent themes that were successful in improving the wellbeing of Aboriginal and Torres Strait Islander men: strengthening identity and increasing social connection. The mechanisms contributing to these outcomes are discussed, as are implications for policy and future research

    Evaluation Of Dye-micelle Binding Constants Using Diffusion Sensitive Band Broadening Effects

    The diffusion coefficients of small solutes can be significantly altered by the presence of association colloids such as micelles. A relationship is utilized that relates the diffusion coefficient of a solute to its partitioning or binding behavior to a micellar pseudo phase. The Taylor-Aris dispersion method was used to evaluate the diffusion coefficient of several dyes in the presence and absence of sodium dodecyl sulfate micelles. With this approach, all binding constants can be determined easily and reproducibly. The theory, experimental approach, and advantages of this technique are discussed. © 1988

    Which Way From Here? An Exploration of Local Perspectives on Strengths, Needs and Goals in the Aurukun Community

    Aurukun is a small Aboriginal community located in remote Cape York, Far North Queensland. This study explores local perspectives on the goals, strengths and areas of need in the community, and perceptions of the role of a man in Aurukun. Seventeen individuals from the Aurukun community were informally interviewed. The sample comprised eight community elders (four female, four male) and nine community members (six male, three female). A reference group comprising local community members and elders guided the research project. Results indicated that the communities’ main strength was their connection to culture, the areas most needing improvement were violence, alcohol use, over incarceration, poor support for mental health and a lack of employment opportunities. Participants saw the best way forward as being through more employment and better communication. The interconnectedness of these themes as well as their implications for successful program development and evaluation are discussed

    Here we submit that mathematical tools used in population viability analysis can be used in conjunction with floristic and faunistic surveys to predict changes in biogeographic range. We illustrate our point by summarizing the results of a demographic study of Lobelia boykinii. In this study we used deterministic and stochastic matrix models to estimate the growth rate and to predict the time to extinction for three populations growing in the Carolina bays. The stochastic model better discriminated among the fates of the three populations. It predicted extinction for two populations in the next 25 years but no extinction of the third population for at least 50 years. Probability of extinction is likely correlated with hydrologic regime and fire frequency of the bay in which a population is found. The stochastic model could be combined with information about the geographic distribution of L. boykinii habitats to predict short-term biogeographic change
