Urban planning and economic activities: assessment of experiences in the city of São Paulo
Este trabalho tem como objetivo investigar o papel dos instrumentos de planejamento urbano na promoção de atividades econômicas na cidade de São Paulo. A partir de uma revisão dos planos diretores e leis de zoneamento municipais e estaduais propostos para a cidade desde meados do século XX até os dias de hoje, bem como de uma pesquisa acerca da territorialidade do uso comercial, de serviços e industrial no espaço intraurbano, identificamos quatro tipos de estratégias empreendidas pelo Estado, através dos instrumentos de planejamento urbano, para orientar a localização das atividades econômicas na cidade. Primeiro, a restrição a esses usos com o objetivo de preservar outras funções urbanas, tais como o uso residencial de alta renda e o patrimônio ambiental; segundo, a reserva de terras através do instrumento zonal para manter ou atrair indústrias; terceiro, a definição de investimentos públicos estratégicos, seja em infraestrutura ou em projetos específicos, nos planos diretores; e, quarto, a adoção de incentivos fiscais e urbanísticos para estimular a localização de novos estabelecimentos comerciais ou industriais em territórios com pouca oferta de emprego. O trabalho apresenta um balanço abrangente e crítico sobre as estratégias adotadas (ou, por vezes, somente propostas), amparado pelo estudo de casos específicos, refletindo sobre o contexto e as condicionantes da construção dos instrumentos e seu impacto efetivo (ou potencial) na localização das atividades econômicas. Buscamos, assim, oferecer uma contribuição para o debate acerca da história, do alcance e dos limites dos instrumentos de planejamento urbano em São Paulo.This thesis aims to investigate the role of urban planning tools in promoting economic activities in the city of São Paulo. Based on a review of urban plans and state and municipal zoning laws proposed for the city from the mid-twentieth century to the present, as well as on a research on the territoriality of commercial, service and industrial use in the urban space, we identified four types of strategies undertaken by the State, through urban planning tools, to guide the location of economic activities in the city. First, restricting economic uses to preserve other urban functions, such as high income residential use and environmentally sensitive areas; second, guaranteeing land reserves, through zoning, in order to maintain or attract manufacturing plants; third, defining strategic public investments, whether in infrastructure or specific projects, in master plans; and, fourth, using fiscal and urban incentives to draw new commercial, services, and manufacturing firms to areas with fewer employment opportunities. The thesis presents a comprehensive and critical assessment of strategies chosen (or, sometimes, only proposed), supported by specific case studies, and reflects on the context and constraints of creating and applying these tools and their actual (or potential) impact on the location of economic activities. Thus, we seek to contribute to the debate on the history, scope and limits of urban planning tools in São Paulo
Invisible production spaces in metropolitan areas: uncovering micro-urban manufacturing in the case of São Paulo, Brazil
Abstract Manufacturing in metropolitan areas has been drastically transformed. This case study of São Paulo, Brazil contributes new insights to debates about urban economies by shedding light on micro-urban manufacturing – an activity that, despite its pervasiveness, is usually left out of planning theory and discourses. First, I broadly frame this debate by retracing the relationship between economic activity and urban development in the historical making of São Paulo. Second, I analyze micro-manufacturing as a segment within the broader context of manufacturing, highlighting its relevance, ubiquity, and resilience. Next, I examine micro-manufacturing activities by themselves and point out at their heterogeneity. Finally, I describe the emergence of two unique geographies of micro-urban manufacturing in the city
A macroárea de estruturação metropolitana de São Paulo: o projeto urbano como instrumento de transformação do território
O atual contexto de transição produtiva e reforma do marco regulatório urbano marca uma
oportunidade para se repensar as estratégias de transformação da metrópole de São Paulo. Ao
longo da sua história, conformou-se um território estratégico nas várzeas dos principais rios da
Bacia de São Paulo, a partir da incorporação sucessiva e cumulativa de diversos sistemas de
infraestrutura. O conjunto desses sistemas técnicos amparou o processo de desenvolvimento
de São Paulo enquanto maior metrópole industrial latino americana, que hoje abriga mais de 20
milhões de habitantes. A dinâmica urbana nesse território estratégico seguirá induzindo
investimentos públicos e privados significativos. A vigência de um novo ciclo, ainda em
definição, aponta para a oportunidade de inflexão nas estratégias de intervenção, que devem
considerar as preexistências nesse território como um vetor das transformações urbanas e
metropolitanas. O texto desdobrará, a partir de uma análise de fundamentação histórica, um
ensaio reflexivo de hipóteses das estratégias de transformação urbana em curso na atual
política urbana municipal de São Paulo. Trata-se da oportunidade de examinar potencialidades
e desafios no presente momento de repactuação das formas de uso do território da Macroárea
de Estruturação Metropolitana, uma vez que o sistema técnico de regulação urbana ganha
relevância nesse processo e com ele a oportunidade de pôr em questão a efetivação dos
projetos urbanos como campo político para a transformação da cidade

marks an opportunity to rethink the strategies for transforming the metropolis of São Paulo.
Throughout its history, a strategic territory was defined in the floodplains of major rivers from
São Paulo’s water basin through the successive and cumulative addition of various
infrastructure systems. The combination of these technical systems was structural to São
Paulo’s development process as the largest Latin American industrial metropolis, which today
houses more than 20 million inhabitants. The urban dynamics in this strategic territory will
continue to induce significant public and private investments. The occurrence of a new cycle,
still to be defined, indicates a chance for altering the strategies of intervention in this area, which
should consider the territorial preexistences as a vector of urban and metropolitan
transformations. The essay will unfold, starting from a historical perspective, a reflection on the
hypotheses of urban transformation strategies under development in the framework of the
current municipal urban policy. Specifically, the opportunity is to examine the potentialities and
challenges in a context of renegotiation regarding the forms of use of the territory that the
Macro-area of Metropolitan Structuring encompasses, since the technical system of urban
regulation becomes relevant in this process and with it the opportunity to question the

Benchmarking “Smart City” Technology Adoption in California: Developing and Piloting a Data Collection Approach
In recent years, “smart city” technologies have emerged that allow cities, counties, and other agencies to manage their infrastructure assets more effectively, make their services more accessible to the public, and allow citizens to interface with new web- and mobile-based operators of alternative service providers. This project reviews the academic literature and other sources on potential strengths, weaknesses, and risks associated with smart city technologies. No dataset was found that measures the adoption of such technologies by government agencies. To address this gap, a methodology was developed to guide data collection on the adoption of smart city technologies by urban transportation agencies and other service providers in California. The strategy used involved webscraping; interviews with experts, public agency, and senior level staff; and consultations with technology vendors. The approach was tested by assembling data on the adoption of smart city technologies in California by municipalities and other local public agencies
