    Shifting Infrastructure Landscapes in a Circular Economy: An Institutional Work Analysis of the Water and Energy Sector

    Under pressure by the transition towards a circular economy, the infrastructure landscape is changing. Using Institutional Work as an analytical lens, this article analyses the work actors do to change and adapt institutional structures. In this process of restructuring, the research shows that there are four dominant types of institutional work: Enabling, Constructing Identities, Constructing Normative Networks, and Changing Normative Associations. The increasing fragmentation of infrastructure as well as the increasing connections made between different flows forces organisations to readjust their internal institutions as well as those that guide their interactions with their surroundings such as other organisational actors as well as citizens. Circularity requires a restructuring of infrastructure governance in order to adapt to the increasing flux caused by decentralised technologies and the need for integration of different systems. Additionally, the actors associated with energy and water infrastructure are responding accordingly

    Using Remote Sensing to Analyse Net Land-Use Change from Conflicting Sustainability Policies: The Case of Amsterdam

    In order to achieve the ambitious Sustainable Development Goal #11 (Sustainable Cities and Communities), an integrative approach is necessary. Complex outcomes such as sustainable cities are the product of a range of policies and drivers that are sometimes at odds with each other. Yet, traditional policy assessments often focus on specific ambitions such as housing, green spaces, etc., and are blind to the consequences of policy interactions. This research proposes the use of remote sensing technologies to monitor and analyse the resultant effects of opposing urban policies. In particular, we will look at the conflicting policy goals in Amsterdam between the policy to densify, on the one hand, and, on the other hand, goals of protecting and improving urban green space. We conducted an analysis to detect changes in land-uses within the urban core of Amsterdam, using satellite images from 2003 and 2016. The results indeed show a decrease of green space and an increase in the built-up environment. In addition, we reveal strong fragmentation of green space, indicating that green space is increasingly available in smaller patches. These results illustrate that the urban green space policies of the municipality appear insufficient to mitigate the negative outcomes of the city’s densification on urban green space. Additionally, we demonstrate how remote sensing can be a valuable instrument in investigating the net consequences of policies and urban developments that would be difficult to monitor through traditional policy assessments

    Scaling mechanisms of energy communities:A comparison of 28 initiatives

    Energy communities have mushroomed over the past decades. These initiatives have scaled, that is replicated their experiences, expanded membership, and diversified involved actors and technologies. The picture existing literature paints is hopeful that the scaling of local-scale action may translate into global-scale impact and thus effectively contribute to combating climate change. However, important gaps remain in understanding the (combinations of) conditions which are necessary for scaling with this goal in mind. This article pushes the boundaries of knowledge further by examining and comparing 28 energy communities through a fuzzy set Qualitative Comparative Analysis (QCA) and by identifying the necessary conditions of actionable scaling mechanisms. Our analysis identifies a high number (8) of necessary (combinations of) conditions for scaling. Addressing a strong need amongst policy makers to facilitate broader scaling of community initiatives, this article offers concrete insights on mechanisms that need to be in place to scale energy communities. Insights are developed on – for example – the type of capacity support needed, support structures and the tools needed for connecting communities with each other. These insights help corroborate empirically, for the first time the crucial leverage points that will support strategies for upscaling the impact of energy communities, and will enable them to flourish as an essential element of the global climate governance system.</p

    Adapting to new realities: an analysis of institutional work in three cases of Dutch infrastructure planning

    The social and institutional context of infrastructure planning has shifted tremendously over recent decades. From top–down implementation, infrastructure planners are now forced to incorporate the demands and wishes of citizens and other external stakeholders. This paper adopts the analytical perspective of institutional work to analyse how a number of Dutch infrastructure planning organisations try to remain in control over these changes in their institutional context. Building on social systems thinking, this paper distinguishes three environments in which this control can play out: the internal environment over which an organisation has complete control, an external environment over which an organisation has little control and a transactional environment where the organisation, through its interactions with other actors, can influence institutional development. The paper concludes that while most forms of institutional work applied by the infrastructure planning organisations under study aim to change the organisations’ interactions with stakeholders, the forms of institutional work are predominantly located within the internal environment of planning organisations

    The Role of Farm Management Characteristics in Understanding the Spatial Distribution of Landscape Elements: A Case Study in the Netherlands

    In Western Europe the fate of biodiversity is intimately linked to agricultural land use. A driving force behind biodiversity decline is the gradual conversion of Europe’s traditional integrated rural landscapes of nature and agriculture into monofunctional units of production. With these developments, semi-natural landscape elements have increasingly disappeared from agricultural landscapes. A growing body of research, however, underlines the importance of semi-natural habitats in agricultural landscapes for biodiversity conservation, habitat connectivity, and ecosystem services. On the local scale, considerable variation between the relative area of landscape elements on individual farms can be observed. Farm management decisions are presumed to be important determinants for the composition of agricultural landscapes and the services provided to society.  By bringing together data from farmer interviews and aerial photographic imagery, this paper analyzes the predictive validity of farm management characteristics to understand the distribution of landscape elements on farmland parcels. The farm management parameters included in the study are relevant to current dominant trends in the Dutch agricultural sector; intensification, scale enlargement, diversification, and gradual termination of farming activities. Scale enlargement and migratory processes are found to be important predictors. The results of the Dutch case study provide insights in the threats and opportunities for the conservation of semi-natural habitat in agricultural landscapes. The findings present an empirical contribution to the debate on sustainable management of agriculture’s green infrastructure and, in broader perspective, the objective to reconcile agricultural production with the urging need of biodiversity conservation in Europe’s spatially contested countryside

    Scaling-up low-carbon urban initiatives: Towards a better understanding

    In cities worldwide, low-carbon urban initiatives (LCUIs) are realised by pioneers that prove that climate mitigation strategies can be integrated in urban development trajectories. Practitioners and scholars reflect on the need to scale-up such initiatives in order to accelerate the transition to low-carbon cities. Yet, limited conceptual clarity exists regarding the meaning of the concept of ‘scaling-up’ and the factors driving this process. This article aims to contribute to practice and theory on low-carbon urban development by presenting a taxonomy on the concept of scaling-up. Moreover, an explanatory framework is presented consisting of factors expected to contribute to the impact and scaling-up of LCUIs. Two case studies were conducted to illustrate the explanatory framework. The studies are illustrative but suggest that the explanatory framework allows for a systematic understanding of how the impact of former initiatives can be explained, and how their scaling-up can be promoted

    Adaptive Capacity Within a Mega Project: A Case Study on Planning and Decision-Making in the Face of Complexity

    There is a tendency in policy to reduce the complexity of planning and decision-making by simplifying both the process and the scope of projects. However, by framing a planning project's scope or process in a narrow way at an early stage, the possibility of adapting to changes in the context, and thus dealing with unexpected challenges, is limited. This paper explores the mechanisms that enhance or limit the adaptive capacity within the process of decision-making and planning. We develop the concept of adaptive capacity using organizational learning theory and use empirical data from a mega project in The Netherlands to identify the moments of adaptation and to discern these mechanisms. Mega projects are especially useful objects of analysis as the complexity of their planning and decision-making is extreme, with characteristically very long and controversial processes dotted by recurring deadlocks. In this empirical research we find that incremental adaptations such as mitigation measures are the initial response to deadlocks, but that for deadlocks caused by strong opposition, radical adaptations are needed. A more proactive approach to enhancing adaptive capacity is desirable and might paradoxically even lead to cheaper and more relevant projects and faster planning and decision-making
