    Good News – Bad News. Proportion between Positive and Negative Headlines in the Global News Feed (Based on the Google News Aggregator)

    This article tests the assertion about the dominance of the negative agenda in the media space. To this end, Google News, the world’s largest news aggregator, was taken into account, on the basis of which the ratio of positive and negative news headlines in the information flow was analyzed. Three stages of research were conducted, each one week long with 16 country versions of Google News. In total, it was considered a little less than half a million news headlines. According to the results, 70.54% of the headlines turned out to be positive. This outcome questions the stereotype of the dominance of negative agendas in the global news stream. As it turned out, the ratio of positive and negative news depends on the language (versions of Google News in one language showed very similar results) and the day of the week (the news is a little more positive on Sundays), but does not depend on the level of freedom of speech, cultural and geographical factors

    Demographic and epidemiological characteristics of Ukrainian refugees in an Italian Local Health Authority

    Background The Russian invasion of Ukraine caused millions of Ukrainian refugees to flee to other nations. To provide the most appropriate assistance, host nations necessitate up-to-date information regarding Ukrainian refugee's demographic and epidemiological conditions. We aim to investigate the demographic composition, the COVID-19 vaccinations performed, specialist care provided and the prevalence of non-communicable diseases (NCDs) in refugees assisted by an Italian Local Health Authority (LHA). Methods We conducted a retrospective cross-sectional analysis from March to June 2022, analyzing the demographic and epidemiological status of Ukrainians. Statistical analyses were carried out to assess possible associations between NCDs distribution, age and gender. Results LHA Roma 1 assisted 9349 Ukrainian refugees. Of these, 2784 (29.8%) were males and 6565 (70.2%) were females, with a median age of 25 years. Two thousand four hundred and eighty-five Ukrainian refugees were vaccinated against COVID-19. Among them, 401 (16.1%) had at least one NCD. The most frequent groups of diseases were related to the circulatory system (50.6%), the endocrine system (24.9%), and mental and behavioral disorders (6.5%). Conclusion Refugees need healthcare services targeted mainly towards minors and females. It is essential to analyze and monitor the demographic and epidemiological conditions to provide evidence about patient management and the best care integrated into the health service of host countries

    The Problems and Ways of Solution as to Completion of Procedures of Customs Clearance of Vehicles

    The article is concerned with the problems and ways of solution as to completion of procedures of customs clearance of vehicles. The legislative base on import of cars on territory of Ukraine is analyzed, the basic schemes of import of cars from abroad with avoidance of customs payments are defined. The main problems caused by a large number of cars with foreign registration in Ukraine were researched, in particular: violation of environmental standards, avoidance of responsibility of drivers in case of an accident, creation of large queues at the borders, reduced budgeting of the funds from customs payments, unfixed ownership of the cars’ owners. The experience of Lithuania and Moldova in solving the problem of legalizing cars with foreign registration is characterized. The key measures which should be carried out in Ukraine for completion of procedures of customs clearance of vehicles are defined and described, in particular: tax amnesty for the vehicles with foreign registration already brought to the territory of Ukraine, cancellation of duty, preservation of preferential rates of excise tax, cancellation of the Euro-5 standard, introduction of annual technical inspection of vehicles, change of mechanism of accrual of value added tax

    French Experience in Establishing and Functioning of Customs System: Projection to Ukraine in the Conditions of European Integration

    The article is concerned with researching the experience of France on establishing and functioning of customs system and substantiating the priority vectors of reforming the customs authorities of Ukraine in the conditions of European integration. The study was based on a study of the basic principles of organization of customs authorities in France, strategic and tactical directions of their work and an analysis of the main results of their functioning. The obtained results allowed to uniquely position the French customs system as such that prioritizes customs function and is aimed at promoting legitimate international trade together with maintaining national security. Also a study on the key problems of the national customs system was carried out, on the basis of which a comparative analysis of the customs authorities of Ukraine and France was done. This allowed to identify the main problem of the national customs system associated with the functioning of customs authorities in the structure of the State fiscal service of Ukraine and prioritization of fiscal function. According to the results of the research, the need to create a separate body – the National customs service, which will primarily ensure the development of the customs sphere, has been substantiated

    У статті висвітлено суть та структуру організаційно-економічного механізму управління забезпеченням конкурентоспроможності підприємств меблевого виробництва. Досліджено фактори, які негативно впливають на зміцнення економічного стану підприємств та забезпечення належної конкурентоспроможності меблевої продукції. Подано класифікацію основних видів ресурсів, що використовуються підприємством для здійснення виробничо-господарської діяльності, а відтак і забезпечення належного рівня його конкурентоспроможності. Запропоновано схему організаційно-економічного механізму управління забезпеченням конкурентоспроможності підприємства меблевого виробництва з виділенням у ньому систему забезпечення, функціональну та цільову системи. Система забезпечення базується на підсистемах нормативно-правового і методичного, ресурсного та наукового забезпечення управління підвищенням конкурентоспроможності підприємства. Функціональна система базується на здійсненні управлінського процесу з використанням загальних функцій, методів управління та управлінських рішень. Цільова система механізму базується на визначенні цілей та результатів діяльності підприємства меблевого виробництва.В статье рассматриваются сущность и структура организационно-экономического механизма управления обеспечением конкурентоспособности предприятий мебельного производства. Исследованы факторы, которые негативно влияют на укрепление экономического состояния предприятий и обеспечения надлежащей конкурентоспособности мебельной продукции. Представлена классификация основных видов ресурсов, используемых предприятием для осуществления производственно-хозяйственной деятельности, а значит и обеспечения надлежащего уровня его конкурентоспособности. Предложена схема организационно-экономического механизма управления обеспечением конкурентоспособности предприятия мебельного производства с выделением в нем систему обеспечения, функциональную и целевую системы. Система обеспечения базируется на подсистемах нормативно-правового и методического, ресурсного и научного обеспечения управления повышением конкурентоспособности предприятия. Функциональная система базируется на осуществлении управленческого процесса с использованием общих функций, методов управления и управленческих решений. The factors influencing badly the enterprise economic state strengthening and providing the proper furniture products competitiveness have been studied. The classification of the main types of resources being used now for the factory production and economic activity carrying out and providing the proper level of competitiveness is given. The scheme of organizational and economic control of a furniture enterprise competitiveness is proposed where the supply, functional and target systems are singled out. The supply system includes the sub-systems of normative-legal, methods, resource and scientific support for the enterprise competitiveness increasing.     The recent progress of genomics research is providing unprecedented insight into human genetic variance, susceptibility to disease and risk stratification. Current trends predict that a massive amount of genomic data will be produced in the upcoming years which, when coupled with the fast-paced development of the field, will create new social, ethical, and legal challenges. In the complex legislative environment of the European Union, genomic data sharing policies will have to weigh the benefits of scientific discovery against the ethical risks posed by the act of sharing sensitive data. In this complex, interconnected environment, blockchain provides a unique and novel solution to accountability, traceability, and transparency issues regarding genomic data sharing. Implementing a distributed ledger technology-based database could empower both patients and citizens to responsibly use genomic data pertaining to them because it allows for a higher degree of control over the recipients of their data and their uses. The blockchain technology will engage both data owners and policymakers to address the multiple issues of genomic data sharing and allow us to redefine the way we look at genomics

    Strengthening and promoting digital health practice: results from a Global Digital Health Partnership’s survey

    Background and objectiveThe capacity to promote and disseminate the best evidence-based practices in terms of digital health innovations and technologies represents an important goal for countries and governments. To support the digital health maturity across countries the Global Digital Health Partnership (GDHP) was established in 2019. The mission of the GDHP is to facilitate global collaboration and knowledge-sharing in the design of digital health services, through the administration of surveys and white papers.ObjectiveThe scope of this study is to critically analyze and discuss results from the Evidence and Evaluation GDHP Work Stream’s survey, understand how governments and countries intend to address main obstacles to the digital health implementation, identify their strategies for a communication of effective digital health services, and promote the sharing of international based best practices on digital health.MethodsThis survey followed a cross-sectional study approach. A multiple-choice questionnaire was designed to gather data. Choices were extracted from research publications retrieved through a rapid review.ResultsOut of 29 countries receiving the survey, 10 returned it. On a scale from 1 to 5, eHealth systems/platforms (mean = 3.56) were indicated as the most important tool for centralized infrastructure to collect information on digital health, while primary care (mean = 4.0) represented the most voted item for healthcare services to collect information on digital health. Seven Countries out of 10 identified lack of organization, skepticism of clinicians, and accessibility of the population as a barriers to adopt digital health implementation, resulting to be the most voted items. Finally, the most endorsed priorities in digital health for Countries were the adoption of data-driven approaches (6 Countries), and telehealth (5 Countries).ConclusionThis survey highlighted the main tools and obstacles for countries to promote the implementation of evidence-based digital health innovations. Identifying strategies that would communicate the value of health care information technology to healthcare professionals are particularly imperative. Effective communication programs for clinicians and the general population in addition to improved digital health literacy (both for clinicians and citizens) will be the key for the real implementation of future digital health technologies

    A Systematic Review Identifying Adverse Health Outcomes and Mortality Rates Associated with Telehealth

    Background: The literature supporting telehealth management is growing accelerated by the COVID-pandemic. We hypothesize that there are risks of adverse events associated with telehealth interventions. Methods: A review of PubMed (including MEDLINE), Embase, ISI (Web of Science), VHL/GHL, Scopus, Science Direct, and PsycINFO was conducted for all adverse events associated with telehealth from January 1, 1960 to March 1, 2021. This systematic review and meta-analyses were conducted according to the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines. Results: Of 5,144 citations 78 published studies met criteria for quality evaluation and underwent full text abstraction including the qualitative synthesis. Of the 78 included studies 8 were included in the quantitative synthesis resulting in 2 meta-analyses. The results of the meta-analysis suggest that monitoring patients using telehealth techniques is associated with 40% lower mortality risks among patients suffering from heart failure, compared to those who received traditional care. The results of the random-effects meta-analysis showed the pooled relative risk of mortality to be 0.60, indicating that patients that underwent telemonitoring had a lower mortality risk compared with the patients that underwent usual care. Among patients with heart implants, patients who received telemonitoring had a 35% lower mortality risk compared to patients receiving traditional care. Conclusions: While RCTs of telehealth interventions demonstrate enhanced patient outcomes in a number of studies and pave the way to evidence-based practice, the heterogeneity of the research questions suggest an important need for more complementary studies with consistent outcome assessments
