PEMBERDAYAAN APARATUR KECAMATAN DALAM MENINGKATKAN KUALITAS PELAYANAN KETENTRAMAN DAN KETERTIBAN DAN IMPLIKASINYA TERHADAP KETAHANAN WILAYAH (Studi : Di Kecamatan Katobu, Kabupaten Muna, Propinsi Sulawesi Tenggara)

This study aims to identify and understand more about the empowerment of Katobu district officials in improving the quality of service of peace and order, and security implications for the region. This study uses descriptive data in the form of words phrases, clauses, sentences or paragraphs and not the numbers. Thus the result of this study contains data analysis which was stated, explained, deliver, analyzed, and interpreted. Data collection techniques used was observation, interviews, and documentation. Results of this study showed that the quality of human resource at District Katobu was pretty good, but when viewed from the quantity of human resource, its facilities and infrastructure are still inadequate compared to the number of residents so in anticipation of the increasing needs and the more complex of the community, apparatus empowerment is able to improve the quality of service of peace and order. Empowerment of district personnel includes personnel recruitment, development and coaching personnel, motivating forces, as well as surveillance and inspection systems are effective, in accordance with the powers and capabilities of the District Government Katobu. Empowerment of district personnel in improving the quality of service of peace and order implications for the resilience of District Katobu were ideological aspect, political aspect, economic, cultural and social aspects of defense and security. It is necessary to increase the number of personnel and facilities from service of peace and order in the District Katobu due to the shortage of facilities, adequate infrastructure will provide facilities for personnel working in the service of peace and order so it can be more effective

Cloud Enabled e-glossary System: A Smart Campus Perspective

Smart campus is a recent idea in the development of information and communication technology, being a combination of cloud computing, Internet of Things (IoT) and other emerging technologies. This paper demonstrates the result of our research efforts using IoT technology for the development of a smart campus, which also assures the improvement of vocabulary knowledge of the students. Our proposed system is mainly based on e-learning which provides definition of words and how to use that word in a sentence. However, students can take part in it and add more vocabularies in this glossary system under supervision through cloud computing. The quantitative research method is applied to validate the proposed system that provides the positive outcome. Therefore, it is an important research finding for vocabulary learning that can contribute to the building of smart campus exploiting the e-learning technologies
