    Resilient Critical Infrastructure Management using Service Oriented Architecture

    Abstract—The SERSCIS project aims to support the use of interconnected systems of services in Critical Infrastructure (CI) applications. The problem of system interconnectedness is aptly demonstrated by ‘Airport Collaborative Decision Making’ (ACDM). Failure or underperformance of any of the interlinked ICT systems may compromise the ability of airports to plan their use of resources to sustain high levels of air traffic, or to provide accurate aircraft movement forecasts to the wider European air traffic management systems. The proposed solution is to introduce further SERSCIS ICT components to manage dependability and interdependency. These use semantic models of the critical infrastructure, including its ICT services, to identify faults and potential risks and to increase human awareness of them. Semantics allows information and services to be described in such a way that makes them understandable to computers. Thus when a failure (or a threat of failure) is detected, SERSCIS components can take action to manage the consequences, including changing the interdependency relationships between services. In some cases, the components will be able to take action autonomously — e.g. to manage ‘local’ issues such as the allocation of CPU time to maintain service performance, or the selection of services where there are redundant sources available. In other cases the components will alert human operators so they can take action instead. The goal of this paper is to describe a Service Oriented Architecture (SOA) that can be used to address the management of ICT components and interdependencies in critical infrastructure systems.     Realising benefits in primary healthcare infrastructures

    Purpose: This paper focuses upon the requirements to manage change, tangible and intangible benefits in a joint approach to deliver outputs on time, to quality and cost without failing to realise the benefits of the change. The aim of the paper is to demonstrate the need for benefits driven programme/project management as well as the importance of identifying the stakeholders’ level of involvement and contribution throughout the process, and manage their expectations. Design/methodology/approach: The methodology used is based on an action research approach, combining findings from a literature review and case studies within UK’s primary healthcare sector. Findings: Findings demonstrate development of a Benefits Realisation (BeReal) approach in healthcare through looking at case studies taking place within UK’s primary and acute healthcare sector Research limitations/implications: The framework development is based upon theoretical evidence and further research is needed to test and validate its robustness. Originality/value: The application of Benefits Realisation and Management in developing and delivering primary healthcare facilities.     Modelling soil erosion and transport in the Burrishoole catchment, Newport, Co. Mayo, Ireland

    The Burrishoole catchment is situated in County Mayo, on the northwest coast of the Republic of Ireland. Much of the catchment is covered by blanket peat that, in many areas, has become heavily eroded in recent years. This is thought to be due, primarily, to the adverse effects of forestry and agricultural activities in the area. Such activities include ploughing, drainage, the planting and harvesting of trees, and sheep farming, all of which are potentially damaging to such a sensitive landscape if not managed carefully. This article examines the sediment yield and hydrology of the Burrishoole catchment. Flow and sediment concentrations were measured at 8-hourly intervals from 5 February 2001 to 8 November 2001 with an automatic sampler and separate flow gauge, and hourly averages were recorded between 4 July 2002 and 6 September 2002 using an automatic river monitoring system [ARMS]. The authors describe the GIS-based model of soil erosion and transport that was applied to the Burrishoole catchment during this study. The results of these analyses were compared, in a qualitative manner, with the aerial photography available for the Burrishoole catchment to see whether areas that were predicted to contribute large proportions of eroded material to the drainage network corresponded with areas where peat erosion could be identified through photo-interpretation

    The ‘What Works Network’, launched in 2013, is a nationally co-ordinated initiative which aims to “improve the way government and other organisations create, share and use high quality evidence for decision-making”. The What Works philosophy is that good decision-making should be informed by the best available evidence. If relevant or adequate evidence is unavailable, decision-makers should be encouraged to use high quality methods to find out ‘what works’. The What Works Centre for Crime Reduction (WWCCR) was launched in September 2013, led by a team from the College of Policing with support from an Academic Consortium. Its work involves: Building and refining the evidence base by systematically reviewing available research on the effectiveness of interventions to reduce crime; summarising that evidence in terms of its strength and quality, cost, impact, mechanisms (why it works), context (where it works) and implementation issues; Providing police, Police and Crime Commissioners (PCCs) and other crime reduction stakeholders with the knowledge, tools and guidance to help them target their resources more effectively. Our three and a half year evaluation - 2014 to 2017 - conducted alongside the work of the Consortium, but independently of it, aimed to: Assess the impact of the WWCCR, including whether it had engaged key stakeholders, produced tools and guidance that they found clear and easy to use, and improved stakeholder understanding and application of research evidence; Chart outputs, modes of dissemination and user reactions during the evaluation; Identify changes in use of research evidence, especially in strategic decision-making and resource allocatio

    This report presents findings from 20 qualitative interviews with senior police officers, Police and Crime Commissioners (PCCs) and national policy leads, all of whom were knowledgeable about the N8 PRP and evidence-based policing (EBP) and from a survey of staff in the N8 Policing Research Partnership (PRP) police forces. The qualitative interviews aimed to evaluate the benefits and challenges of the first four years of the N8 PRP from the perspective of regional and national policing experts.
