Twiplomacia Chilena: ¿Es una Crisis Diplomática la Causa Gatillante para Implementar Twitter?
Con la globalización, los medios sociales cumplen un rol fundamental como canal de información directa con las audiencias que los Estados ven como un medio válido de acercamiento ciudadano, prescindiendo de los medios de comunicación tradicionales.
Este es un estudio acerca de los factores que influyeron en la decisión del gobierno chileno sobre la adopción de Twitter como canal de comunicación multidireccional en materia de relaciones exteriores, preguntándose principalmente por el factor “crisis diplomática” como gatillante de tal decisión.
Las muestras escogidas corresponden a los principales tomadores de decisión en la materia, usando entrevistas semi-estructuradas.
Como resultado, se puede afirmar que el factor “crisis diplomática” no es el principal al momento de decidir implementar Twitter como medio de comunicación, sino que el “voluntad política” le supera

La Guerra a través de los Medios: Análisis de la Estrategia de ISIS sobre su Diplomacia Pública
El presente trabajo indaga en la estrategia y herramientas que utiliza el Estado Islámico para comunicar su causa, enfocado en un breve análisis sobre sus esfuerzos en estrategia de diplomacia pública. Se describen las principales fuentes de información que la organización ofrece, en especial aquellas que publican en idiomas europeos; se analiza incipientemente los actos de diplomacia pública que se pueden observar por parte de ISIS a lo largo de su historia, así como también se aborda con la misma profundidad la manera en que se proyecta la marca país del Estado Islámico y sus efectos sobre el Islam. Se concluye que el uso profesional que el Estado Islámico le da a los medios sociales propician el terreno para sembrar sus mensajes de diplomacia pública; la alta especificidad y segmentación de sus mensajes facilita la eficacia en las acciones de reclutamiento de adeptos (como estrategia de diplomacia pública); y la pobre respuesta en materia de marca país de los países musulmanes que no se identifican con el Estado Islámico, hace que la organización terrorista gane hasta el momento en esta materia
Migración, miedos y medios en la elección presidencial en Chile (2017)
Migration has been defined as the threatening other in Latin America; Chile is no exception. Based on the conceptualization of the imagined community, this article analyzes the importance and characteristics of press media coverage on migration and punitive populism in the framework of the Presidential election of 2017 in Chile. A random sample of all the informative pieces of the two main newspapers throughout 2017 was analyzed. Migration has become a topic of national debate. The media show a political discourse focused on punitive populism, the unnecessary generalization of stigmatizing images, and the consolidation of a metaphor that links migration with danger, mainly criminality. The more chronic-oriented than analysis-oriented characteristic of the coverage makes it possible to emphasize in the threatening and politically profitable images. Possibly trying to protect that community that the political discourse constantly highlights. La migración se ha instalado como el otro amenazante en América Latina, y Chile no es una excepción. Tomando la conceptualización de la comunidad imaginada, el artículo analiza la importancia y características de la cobertura de medios de prensa sobre migración y el populismo punitivo durante la elección presidencial de Chile, en 2017. Se analizó una muestra aleatoria de todas las piezas informativas de los dos principales diarios durante el año 2017. La migración se ha convertido en un tema de debate nacional y los medios muestran un discurso político centrado en el populismo punitivo, la innecesaria generalización de imágenes estigmatizadoras y la consolidación de la metáfora que vincula la migración con el peligro, principalmente la criminalidad. Más crónica que análisis, es la principal característica de las coberturas que permiten enfatizar imágenes amenazantes y políticamente rentables, posiblemente tratando de proteger esa comunidad que el discurso político realza de forma constante.

¿Es la proyección discursiva del evismo populista?: Análisis comparativo del discurso interno y externo de Evo Morales en el año 2015
Esta investigación analiza los discursos del presidente boliviano Evo Morales del 12 de octubre de 2014 (Discurso de la Victoria) y del 28 de septiembre 2015 (Intervención en la 70º Asamblea General de las Naciones Unidas) con el fin de compararlos y determinar si ambos coinciden en los rasgos populistas que se le atribuyen a la figura del gobernador. La metodología utilizada corresponde al análisis temático del contenido de acuerdo a la técnica de Jaime Andreu Abela (Universidad de Granada). Como resultado se puede establecer que ambos discursos son populistas de acuerdo a las cinco características propuestas por Susanne Gratius (2007) y las tres de Ernesto Laclau (2005)
TWITTER AS A TOOL OF PARA-DIPLOMACY: AN EXPLORATORY COHORT STUDY BASED ON CATALONIA (2013-2017)
This exploratory cohort study investigated the phenomenon of Digital Diplomacy by sub-state actors within the field of para-diplomacy, specifically the use of social media platforms by Catalonian Secretaries and Delegates of the Generalitat, and in particular how they use Twitter for the international promotion of its independence and/or its nation branding. A stratified significant sample of each year between 2013 and 2017 was collected using R software, and then analyzed using Nvivo. The methodology was based on Abela (2001), Krippendorff (2004), and Neuendorf (2002). The data shows that both Catalan public servants as well as its Delegates Abroad, use Twitter mostly for personal use. However, when analyzing only the contents about international or intermestic topics, it is observed that there is a tendency to publish topics related to independence rather than national brand

This way, I prove that this is not only an eulogy, but that we also face a political speech and discourse
