    Inter-Organizational Resource Coordination in Post-Disaster Infrastructure Recovery

    Despite significant advances in strengthening post-disaster recovery efforts, misaligned strategy and inefficient resource allocation are far too often the norm for infrastructure reconstruction. To examine the inter-organizational networks that form to coordinate resources for infrastructure reconstruction, we employed social network analysis in 19 communities in the Philippines following Super Typhoon Haiyan, at 6 and 12 months post-disaster. To build these networks, we analysed interview, field observation and documentation data collected from non-governmental organizations, local governments and communities. A survey questionnaire was also administered to organizations working in selected communities to validate networks. Results from network analysis established that information was the most commonly shared resource by organizations, followed by financial, material and human resources. Government agencies had the highest actor centralities; however, qualitative data suggest that these roles were the result of obligatory consultations by international organizations and lacked legitimacy in practice. Findings further demonstrate that networks become more decentralized over time as actors leave and roles become more established, influenced by short-term expatriate contracts and the termination of United Nations supported cluster coordination.     Promotional Mix and Customer Patronage: A Study of Telecom Subscribers in Lagos and Ogun States, Nigeria

    In this present world, a modern telecommunication infrastructural development is not only essential for domestic economic growth, but also a prerequisite for participation in the increasingly competitive world market and for attracting new investments. The main objective of the study is to examine the effect of promotional mix (advertising, sales promotion, public relations, personal selling, and direct marketing) on customer patronage among telecom subscribers in Lagos and Ogun States, Nigeria. Survey research design was used for the study. Data was collected through the use of questionnaire. Descriptive statistics was used to analyze the respondents’ biodata while multiple regression analysis was used to test the hypothesis formulated. Findings of the study revealed that advertising, sales promotion, public relations, personal selling, and direct marketing had significant effect on customers’ choice of mobile telecommunication network in Lagos and Ogun States, Nigeria. Advertising, sales promotion, public relations, personal selling, and direct marketing had significant effect on customers’ expense among telecom subscribers in Lagos and Ogun State. The study concluded that customer patronage will increase in mobile telecommunication firms when they provide adequate information about the services they offer through sufficient advertisements, publicity, personal selling, and direct marketing as well as provide the needed incentives that will encourage rapid purchase of their offers. The study recommended that telecommunication service providers should put in more efforts in their advertisement campaigns, carry out frequent sales promotion programs, build and maintain long lasting relationship with the members of the public, engage more in one-on-one interaction with prospective customers, and give room for customers to make enquiries, lodge their complaints, and offer suggestions on how they can be served better in order to attract more customers and increase their market share

    Accelerating biphasic biocatalysis through new process windows

    Process intensification through continuous flow reactions has increased the production rates of fine chemicals and pharmaceuticals. Catalytic reactions are accelerated through an unconventional and unprecedented use of a high‐performance liquid/liquid counter current chromatography system. Product generation is significantly faster than in traditional batch reactors or in segmented flow systems, which is exemplified through stereoselective phase‐transfer catalyzed reactions. This methodology also enables the intensification of biocatalysis as demonstrated in high yield esterifications and in the sesquiterpene cyclase‐catalyzed synthesis of sesquiterpenes from farnesyl diphosphate as high‐value natural products with applications in medicine, agriculture and the fragrance industry. Product release in sesquiterpene synthases is rate limiting due to the hydrophobic nature of sesquiterpenes, but a biphasic system exposed to centrifugal forces allows for highly efficient reactions

    Inhibition of mTORC1 Enhances the Translation of Chikungunya Proteins via the Activation of the MnK/eIF4E Pathway

    International audienceChikungunya virus (CHIKV), the causative agent of a major epidemic spanning five continents, is a positive stranded mRNA virus that replicates using the cell's cap-dependent translation machinery. Despite viral infection inhibiting mTOR, a metabolic sensor controls cap-dependent translation, viral proteins are efficiently translated. Rapalog treatment, silencing of mtor or raptor genes, but not rictor, further enhanced CHIKV infection in culture cells. Using biochemical assays and real time imaging, we demonstrate that this effect is independent of autophagy or type I interferon production. Providing in vivo evidence for the relevance of our findings, mice treated with mTORC1 inhibitors exhibited increased lethality and showed a higher sensitivity to CHIKV. A systematic evaluation of the viral life cycle indicated that inhibition of mTORC1 has a specific positive effect on viral proteins, enhancing viral replication by increasing the translation of both structural and nonstructural proteins. Molecular analysis defined a role for phosphatidylinositol-3 kinase (PI3K) and MAP kinase-activated protein kinase (MnKs) activation, leading to the hyper-phosphorylation of eIF4E. Finally, we demonstrated that in the context of CHIKV inhibition of mTORC1, viral replication is prioritized over host translation via a similar mechanism.     Le but de cet article est double. Il s’agit d’abord d’introduire un nouveau corpus de français oral numĂ©risĂ©, accessible sans restriction sur le web. CFPP2000 (Corpus du français parlĂ© parisien des annĂ©es 2000), qui comporte actuellement 500 000 mots alignĂ©s Ă  l’oral au tour de parole, est constituĂ© par un ensemble d’interviews conversationnelles sur les quartiers de Paris d’une Ă  deux heures qui ont Ă©tĂ© rĂ©alisĂ©es en dyades ou le plus souvent en triades. L’article envisage l’influence pour la constitution du corpus du but que nous nous Ă©tions fixĂ© au dĂ©part, faciliter l’étude de la variation Ă  l’oral pour le français parisien « commun ». Il aborde le choix des informateurs qui dĂ©coule de cet objectif, les conduites d’entretien qui ont Ă©tĂ© adoptĂ©es. Il envisage ce qu’apporte la transcription d’entretiens relativement longs qui permet d’attĂ©nuer l’opposition entre analyse quantitative et analyse qualitative, ainsi que les prĂ©cautions Ă  prendre dans l’interprĂ©tation des rĂ©sultats. Firstly, it introduces a new digitized corpus of spoken French, freely accessible on the internet. The CFPP2000 (Corpus du Français ParlĂ© Parisien des annĂ©es 2000) presently features 500,000 words aligned to speech turns, and taken from a collection of conversational interviews themed around the local areas of Paris. These last from one to two hours and were conducted with one, two or sometimes more respondents. The article looks at how the original aim of contributing to the study of spoken variation for “ordinary” Paris French has influenced the make-up of the corpus. It considers how this weighed on the choice of respondents, and on the way the interviews were conducted. It looks at the advantage of transcribing relatively long interviews, where the opposition between quantitative and qualitative analysis may be attenuated, and mentions precautions which are necessary when interpreting results. Secondly, the article presents the metadata, concordancers and statistical tools which have been added to enhance use of the corpus, and mentions some studies in which it has been used, from the area of spoken syntax and morphological variation

    Orphans and other vulnerable children : what role for social protection ?

    Recent estimates have provided unprecedented numbers of orphans, and vulnerable children, either brought about because of the HIV/AIDS epidemic, or carriers themselves of HIV infections, a relentless growth which has precipitated a multifaceted care burden, that will too, grow for the next twenty years. This report records the proceedings of the Conference"Orphans and Other Vulnerable Children", which sought to promote awareness of the extent of this crisis, and, to probe the role of social protection in implementing a balanced response. The social protection framework for working with orphans, and vulnerable children shaped the conference agenda. Provision of appropriate risk management instruments is crucial for lasting poverty reduction, while programs to reduce the vulnerability of orphans, and other children, should play an integral role in any national development strategy, in the context of the HIV/AIDS epidemic. Building community capacity will constitute the centerpiece of any feasible response.     A mutant in the ADH1 gene of Chlamydomonas reinhardtii elicits metabolic restructuring during anaerobiosis

    The green alga Chlamydomonas reinhardtii has numerous genes encoding enzymes that function in fermentative pathways. Among these, the bifunctional alcohol/acetaldehyde dehydrogenase (ADH1), highly homologous to the Escherichia coli AdhE enzyme, is proposed to be a key component of fermentative metabolism. To investigate the physiological role of ADH1 in dark anoxic metabolism, a Chlamydomonas adh1 mutant was generated. We detected no ethanol synthesis in this mutant when it was placed under anoxia; the two other ADH homologs encoded on the Chlamydomonas genome do not appear to participate in ethanol production under our experimental conditions. Pyruvate formate lyase, acetate kinase, and hydrogenase protein levels were similar in wild-type cells and the adh1 mutant, while the mutant had significantly more pyruvate:ferredoxin oxidoreductase. Furthermore, a marked change in metabolite levels (in addition to ethanol) synthesized by the mutant under anoxic conditions was observed; formate levels were reduced, acetate levels were elevated, and the production of CO(2) was significantly reduced, but fermentative H(2) production was unchanged relative to wild-type cells. Of particular interest is the finding that the mutant accumulates high levels of extracellular glycerol, which requires NADH as a substrate for its synthesis. Lactate production is also increased slightly in the mutant relative to the control strain. These findings demonstrate a restructuring of fermentative metabolism in the adh1 mutant in a way that sustains the recycling (oxidation) of NADH and the survival of the mutant (similar to wild-type cell survival) during dark anoxic growth
