Experimental demonstration of Aharonov-Casher interference in a Josephson junction circuit
A neutral quantum particle with magnetic moment encircling a static electric
charge acquires a quantum mechanical phase (Aharonov-Casher effect). In
superconducting electronics the neutral particle becomes a fluxon that moves
around superconducting islands connected by Josephson junctions. The full
understanding of this effect in systems of many junctions is crucial for the
design of novel quantum circuits. Here we present measurements and quantitative
analysis of fluxon interference patterns in a six Josephson junction chain. In
this multi-junction circuit the fluxon can encircle any combination of charges
on five superconducting islands, resulting in a complex pattern. We compare the
experimental results with predictions of a simplified model that treats fluxons
as independent excitations and with the results of the full diagonalization of
the quantum problem. Our results demonstrate the accuracy of the fluxon
interference description and the quantum coherence of these arrays

Meritocratic aspects concerning civil servant career: comparative study in Central and Eastern European countries
Central and Eastern Europe has known in the last 20 years profound changes. The shift from a dictatorial system to a democratic system forced the states from this area to adopt structural measures for all public institutions. In this context, the institution of "civil servant" could not remain unaffected. In the period of communist regimes, the institution of "civil servant" did not exist, the civil servant being just a simple employee of the state. Work relations were the same as for any employee. The shift to another political system, the democratic one, determined the reconsideration the role and the place of public administration, and implicit of civil servant in the framework of the state system. In this context, it has been a shift from the statute of simple employee to that of civil servant, representing the power of the state. In the process of accession to the European Union, the states from Central and Eastern Europe have been permanently pressured to clearly define a strategy concerning the competitiveness of public administration, concerning the statute and the career of civil servant. In the context of democratisation, we can notice that the principle of meritocracy has become a key principle in the civil servant's career. The term "meritocracy" is often used in order to describe a type of society in which wealth and social position are obtained mainly through competition or through ability or proved competences. A position invested with responsibilities and social prestige has to be acquired and not inherited or obtained by arbitrary criteria. Meritocracy represents also the term used to describe or to criticise a society in competition that accepts inequitable disparities of income, wealth and social position. Taking into account the above considerations, the present paper aims to achieve an analysis of meritocratic aspects in the systems of planning and promotion of civil servant's career in Central and Eastern Europe
The Advantages of Using Multiplex PCR for the Simultaneous Detection of Six Sexually Transmitted Diseases
Sexually transmitted diseases (STDs) are among the most common infections. Their clinical identification is difficult because STDs are often asymptomatic. Untreated infections with these pathogens can in time lead to serious consequences. It is documented that isolation of some of these bacteria from cultures is very difficult. Because there is a large number of STD pathogens which can generate coinfections, their simultaneous detection in a unique sample is very important. Multiplex polymerase chain reaction (PCR) is an advanced method of molecular biology which allows for simultaneous detection of multiple pathogens in the same sample. The advantages of the multiplex PCR method were assessed by various researchers by comparing the diagnosis results obtained with different other conventional methods. The sensitivity and specificity of these methods were analyzed on different specimens in comparison to traditional methods, such as culture media or direct microscopic examination. These studies demonstrated beyond any doubt that the multiplex PCR system is highly effective in the detection of each of multiple STD pathogens depicted from a single specimen and argued for multiplex PCR superiority in terms of sensitivity and rapidity
An ultrastable silicon cavity in a continuously operating closed-cycle cryostat at 4 K
We report on a laser locked to a silicon cavity operating continuously at 4 K
with instability and a median linewidth of 17 mHz at 1542
nm. This is a ten-fold improvement in short-term instability, and a
improvement in linewidth, over previous sub-10 K systems. Operating at low
temperatures reduces the thermal noise floor, and thus is advantageous toward
reaching an instability of , a long-sought goal of the optical clock
community. The performance of this system demonstrates the technical readiness
for the development of the next generation of ultrastable lasers that operate
with ultranarrow linewidth and long-term stability without user intervention.Comment: 5 pages, 4 figure
STUDY ON THE IDENTIFICATION OF HERBICIDES WITH HIGH SELECTIVITY TO ENSURE CULTURAL HYGIENE IN GRAIN SORGHUM CROPS
The integrated management of weeds uses a combination of biological, cultural, mechanical and chemical measures to combat the weeds in order to maximize the economic profits. Integrated management strategies for cultural hygiene are not sufficiently developed for selective herbicides in order to combat weeds for Sorghum bicolor (L.). The efficacy of the applied herbicides was tested using the Abbott’s formula, and the most effective in controlling weeds in the grain sorghum culture for the Caracal Plain area was found to be the Trek P 334 SE herbicide, with a value of 97.21%, followed by Gardoprim Plus with a calculated coefficient of 95.33% and the herbicide Wing P whose value was 94.15%. The lowest coefficient was recorded for the Casper herbicide, 73.28%. The level of productions made this year in the herbicide experiment using the Alizee hybrid range between 3092 kg/ha at the Control variant and 8150 kg/ha when the Trek P 334 SE herbicide was applied. The increases recorded in all variants with herbicides, regardless of the active substance contained, have achieved very significant increases in production in comparison with the Control variant
Field-effect-assisted photoconductivity in PbS films deposited on silicon dioxide
Cataloged from PDF version of article.Lead sulfide (PbS) thin films were deposited from a chemical bath onto SiO2/Si (n-type) substrates. Pseudo-metal-oxide-semiconductor devices were obtained by evaporating source and drain gold electrodes on a PbS surface and aluminum gate electrode on a Si substrate. Field-effect-assisted photoconductivity in the PbS layer was investigated at room temperature, in the 800-2700-nm-wavelength domain for different values and polarities of the drain and gate voltages. The best results were obtained for a positive gate, when both semiconductors are in depletion. An enhancement of about 25% of the photoconductive signal is obtained compared with the case when the gate electrode is absent or is not used. A simple model is proposed that explains the behavior of the dark current and photoconductive signal in PbS film with changing the gate voltage. (C) 2002 American Institute of Physics
Optimalisasi Fungsi Inspektorat Dalam Pengawasan Keuangan Daerah Di Kabupaten Kepulauan Talaud
. The function of supervision by Inspectorate is crucial to ensure the management of local government is running effectively and efficiently. As the internal supervisor institution, Inspectorate should be able to optimize its functions based on The Rule of Minister of Home Affairs Number 64/2007 to create the good governance and clean government. This study is aimed to (1) determine the optimilising the function of Inspectorate in Talaud Island Municipality; (2) analyse the obstacles in optimilising the function of Inspectorate in Talaud Island Municipality; (3) analyse the strategies to optimize the function of Inspectorate in supervising local finance. This study is an exploratory qualitative research. Data were collected by in-depth interviews, observation, and study documentation from primary data and secondary data. The results show the function of Inspectorate in supervising local finance in Talaud Island Municipality is not optimal yet. It is, thus, strategies are required to overcome the obstacles in supervision of local finance by Inspectorate of Talaud Island Municipality. Strategies consist of to: (1) increase the quantitiy of inspector/audit staff; (2) increase of auditor competencies; (3) increase the allocation of supervision budget; (4) increase of facility supervision; (5) optimize the rule of internal auditor as consultant and catalyst; (6) punishment to local work unit (SKPD) staff who are not committed to conduct supervision; and (7) joint commitment of local government in supervision field
