    A perennial problem? On underoccupation in English council housing

    Addressing the issue of underoccupation has been a prominent feature in English social housing policy since the Conservative-Liberal Democrat Coalition government was formed in 2010. A key move under the Coalition’s welfare reform agenda was the implementation of the underoccupancy penalty—the so-called ‘bedroom tax’—from April 2013. However, while this policy triggered high-profile protests, it does not represent a novel policy preoccupation. Variations on the theme have recurred in housing policy debates almost since the advent of council housing. This paper adopts a long-term perspective and presents a sociological institutionalist analysis which focuses on the mechanisms through which underoccupation has been governed. Drawing on a range of archival material, we argue that the government of underoccupation has undergone revealing transformations over the period since 1929. Not only does the broader policy context—understandings of the purpose of social housing and the role it fulfils in the housing market—differ over time, but, at the more detailed level of policy instruments, the mechanisms proposed to address underoccupation differ in ways that can be explained in terms of prevailing policy logics and institutional structures. Most significantly, the nature of the underoccupation problem has been framed differently: the rationales offered as justification for policy action draw on very different vocabularies, in ways that allow us to trace the influence of more fundamental shifts in policy discourse into the domain of housing policy

    An Eclipsing 47 minute Double White Dwarf Binary at 400 pc

    We present the discovery of the eclipsing double white dwarf (WD) binary WDJ 022558.21-692025.38 that has an orbital period of 47.19 min. Following identification with the Transiting Exoplanet Survey Satellite, we obtained time-series ground based spectroscopy and high-speed multi-band ULTRACAM photometry which indicate a primary DA WD of mass 0.40 +- 0.04 Msol and a 0.28 +- 0.02 Msol mass secondary WD, which is likely of type DA as well. The system becomes the third-closest eclipsing double WD binary discovered with a distance of approximately 400 pc and will be a detectable source for upcoming gravitational wave detectors in the mHz frequency range. Its orbital decay will be measurable photometrically within 10 yrs to a precision of better than 1%. The fate of the binary is to merge in approximately 41 Myr, likely forming a single, more massive WD.Comment: Accepted for publication in MNRAS, 8 pages + 2 appendix pages, 6 figure

    City-size bias in knowledge on the effects of urban nature on people and biodiversity

    The evidence base for the benefits of urban nature for people and biodiversity is strong. However, cities are diverse and the social and environmental contexts of cities are likely to influence the observed effects of urban nature, and the application of evidence to differing contexts. To explore biases in the evidence base for the effects of urban nature, we text-matched city names in the abstracts and affiliations of 14 786 journal articles, from separate searches for articles on urban biodiversity, the health and wellbeing impacts of urban nature, and on urban ecosystem services. City names were found in 51% of article abstracts and 92% of affiliations. Most large cities were studied many times over, while only a small proportion of small cities were studied once or twice. Almost half the cities studied also had an author with an affiliation from that city. Most studies were from large developed cities, with relatively few studies from Africa and South America in particular. These biases mean the evidence base for the effects of urban nature on people and on biodiversity does not adequately represent the lived experience of the 41% of the world’s urban population who live in small cities, nor the residents of the many rapidly urbanising areas of the developing world. Care should be taken when extrapolating research findings from large global cities to smaller cities and cities in the developing world. Future research should encourage research design focussed on answering research questions rather than city selection by convenience, disentangle the role of city size from measures of urban intensity (such as population density or impervious surface cover), avoid gross urban-rural dualisms, and better contextualise existing research across social and environmental contexts

    Endotracheal tubes and fluid aspiration: An in vitro evaluation of new cuff technologies

    © 2017 The Author(s). Background: Aspiration of subglottic secretions past the endotracheal tube (ETT) cuff is a prerequisite for developing ventilator-associated pneumonia (VAP). Subglottic secretion drainage (SSD) ETTs reduce aspiration of subglottic secretions and have demonstrated lower VAP rates. We compared the performance of seven SSD ETTs against a non-SSD ETT in preventing aspiration below inflated cuffs. Methods: ETTs were positioned vertically in 2 cm diameter cylinders. Four ml of a standard microbial suspension was added above inflated cuffs. After 1 h, aspiration was measured and ETTs demonstrating no leakage were subjected to rotational movement and evaluation over 24 h. Collected aspirated fluid was used to inoculate agar media and incubated aerobically at 37 °C for 24 h. The aspiration rate, volume and number of microorganisms that leaked past the cuff was measured. Experiments were repeated (×10) for each type of ETT, with new ETTs used for each repeat. Best performing ETTs were then tested in five different cylinder diameters (1.6, 1.8, 2.0, 2.2 and 2.4 cm). Experiments were repeated as above using sterile water. Volume and time taken for aspiration past the cuff was measured. Experiments were repeated (×10) for each type of ETT. Results were analysed using non-parametric tests for repeated measures. Results: The PneuX ETT prevented aspiration past the cuff in all experiments. All other ETTs allowed aspiration, with considerable variability in performance. The PneuX ETT was statistically superior in reducing aspiration compared to the SealGuard (p < 0.009), KimVent (p < 0.002), TaperGuard (p < 0.004), Lanz (p < 0.001), ISIS (p < 0.001), SACETT (p < 0.001) and Soft Seal (p < 0.001) ETTs. Of the 4 ETTs tested in differing cylinder sizes, the PneuX significantly reduced aspiration across the range of diameters compared to the SealGuard (p < 0.0001), TaperGuard (p < 0.0001) and KimVent (p < 0.0001) ETTs. Conclusions: ETTs showed substantial variation in fluid aspiration, relating to cuff material and design. Variability in performance was likely due to the random manner in which involutional folds form in the inflated ETT cuff. The PneuX ETT was the only ETT able to consistently prevent aspiration past the cuff in all experiments

    A rotating white dwarf shows different compositions on its opposite faces

    White dwarfs, the extremely dense remnants left behind by most stars after their death, are characterised by a mass comparable to that of the Sun compressed into the size of an Earth-like planet. In the resulting strong gravity, heavy elements sink toward the centre and the upper layer of the atmosphere contains only the lightest element present, usually hydrogen or helium. Several mechanisms compete with gravitational settling to change a white dwarf's surface composition as it cools, and the fraction of white dwarfs with helium atmospheres is known to increase by a factor ~2.5 below a temperature of about 30,000 K; therefore, some white dwarfs that appear to have hydrogen-dominated atmospheres above 30,000 K are bound to transition to be helium-dominated as they cool below it. Here we report observations of ZTF J203349.8+322901.1, a transitioning white dwarf with two faces: one side of its atmosphere is dominated by hydrogen and the other one by helium. This peculiar nature is likely caused by the presence of a small magnetic field, which creates an inhomogeneity in temperature, pressure or mixing strength over the surface. ZTF J203349.8+322901.1 might be the most extreme member of a class of magnetic, transitioning white dwarfs -- together with GD 323, a white dwarf that shows similar but much more subtle variations. This new class could help shed light on the physical mechanisms behind white dwarf spectral evolution.Comment: 45 pages, 11 figure
