    EU agencies and the politicized administration

    In their efforts to categorize the growing body of agencies operating at EU level, influential commentators on the state of the Union have of late noted a veritable ‘agency fever’ (Busuioc et al. 2012; Egeberg and Trondal 2017), or an exponential rise in the creation of ‘non-majoritarian’ (Majone 1996, 1997) governance structures within the European Union. This development raises a series of queries, which will be tackled in this contribution, not the least of which is the issue of whether, in its increasingly politicized use of the agency vehicle, the European Union is placing an impossible stress on agency actors. Book synopsis: Ordoliberalism is a theoretical and cultural tradition of significant societal and political impact in post-war Germany. For a long time the theory was only known outside Germany by a handful of experts, but ordoliberalism has now moved centre stage after the advent of the financial crisis, and has become widely perceived as the ideational source of Germany's crisis politics. In this collection, the contributors engage in a multi-faceted exploration of the conceptual history of ordoliberalism, the premises of its founding fathers in law and economics, its religious underpinnings, the debates over its theoretical assumptions and political commitments, and its formative vision of societal ordering based upon a synthesis of economic theories and legal concepts. The renewal of that vision through the ordoliberal conceptualisation of the European integration project, the challenges of the current European crisis, and the divergent perceptions of ordoliberalism within Germany and by its northern and southern EU neighbours, are a common concern of all these endeavours. They unfold interdisciplinary affinities and misunderstandings, cultural predispositions and prejudices, and political preferences and cleavages. By examining European traditions through the lens of ordoliberalism, the book illustrates the diversity of European economic cultures, and the difficulty of transnational political exchanges, in a time of European crisis

    EU agencies in crisis: Institutions of an unfinished polity

    This chapter investigates the difficulties which EU agencies face within a Union in crisis. The institutional position of autonomous EU regulators has been challenged both in European law and within the coordination demands of a broader European crisis regime. At a deeper level, however, crisis has heightened underlying concerns about the appropriate place of autonomous governance institutions within the broader scheme of democratic politics and government. Similarly, mandate overload finds its counterpart in renewed calls for the enhanced legitimation of agency operation, a phenomenon which itself is claimed to undermine agency functionality. Autonomous agencies find themselves subjects of problems of accountability overload and of reputational risk. Finally, EU agencies are also implicated within a modern epistemological crisis which pitches a technocratic arm of administration against a rising tide of politics. Book synopsis: This handbook comprehensively explores the European Union’s institutional and policy responses to crises across policy domains and institutions – including the Euro crisis, Brexit, the Ukraine crisis, the refugee crisis, as well as the global health crisis resulting from COVID-19. It contributes to our understanding of how crisis affects institutional change and continuity, decision-making behavior and processes, and public policy-making. It offers a systematic discussion of how the existing repertoire of theories understand crisis and how well they capture times of unrest and events of disintegration. More generally, the handbook looks at how public organizations cope with crises, and thus probes how sustainable and resilient public organizations are in times of crisis and unrest

    Charismatic and transformational approach: conceptual models and contributions to the understanding of leadership

    Neste artigo apresentamos uma revisão de literatura acerca da abordagem carismática e transformacional do estudo da liderança, procurando analisar os seus conceitos principais e os modelos conceptuais mais representativos. De igual modo, analisamos as possibilidades de aplicação destes contributos ao exercício da liderança, ajudando na compreensão dos processos inerentes à relação entre o líder e os membros do grupo. Por último, descreveremos alguns resultados obtidos até agora no estudo de líderes com características carismáticas e transformacionais.This paper presents a review of the literature written about the charismatic and transformational leadership approaches, stressing the main concepts and conceptual models. We also observe the possibility of applying these contributions in order to understand leadership actions and the relationship between leaders and group members. Lastly, we describe some results obtained until now about the efficacy of charismatic and transformational leaders.Cet article présente une révision de la littérature spécialisée en analysant les concepts et les modèles les plus représentatifs. Ensuite, on examine quelques possibilités d´application de ces contributions théoriques dans l´exercice du leadership, envisageant une compréhension plus fine des processus constitutifs de la relation du leader avec les membres du groupe. En conclusion, on décrit certains résultats obtenus jusqu´à présent concernant les études sur les lidérances caractérisées par le charisme et les approches transformationnelles.En este artículo se presenta una revisión de la literatura acerca del enfoque carismático y transformacional del estudio del liderazgo, buscándose analizar sus conceptos principales y los modelos conceptuales más representativos.
