    Rural Perspective towards Financial Inclusion

    Financial Inclusion or inclusive financing is the delivery of financial services at affordable costs to sections of disadvantaged and low-income segments of society, in contrast to financial exclusion where those services are not available or affordable. For the purpose of giving such financial services in easy and convenient way government has developed many financial plans in the rural areas. These plans are helpful for people who want to access financial services. The availability of banking and payment services to the entire population without discrimination is the prime objective of this public policy. Thus the term Financial Inclusion can be defined as the process of ensuring access to financial services and timely and adequate credit where needed by vulnerable groups such as weaker sections and low income groups at an affordable cost. The nations should takeover and remedy to reach the financial services to the weaker sections. Poverty is associated not only with insufficient income or consumption but also with insufficient outcomes with respect to health, nutrition, and literacy and deficient social relations, insecurity, and low self-esteem and powerlessness. Since poverty is a multidimensional phenomenon, measurement of poverty must cover many dimensions. So far, the income and/or consumption indicator has received most attention. But, now the focus is shifted towards deprivation in different dimensions for example income, health and education. The human development and human deprivation studies have opened new perspectives on measuring and analysing poverty and development with the help of multidimensional concept.     In India, Economic Reforms has been explicitly started in 1991. Even with some controversy in the initial period now it intruded in almost all the sectors. At present days economic reforms is mingled with every sphere of economic activities. But the effects of economic reforms are highly debatable.Social sector is an important ingredient for over all development of a country. Development of social sector reveals the standard of living of people as well as the volume and potential of human resource in a country. Hence the analysis of economic reforms and its impact on social sector is imperative. This paper analysis poverty and health status during pre-reforms and post-reforms periods and compare them to find out that during which period the decrease in poverty and the increase in health status are better.     A Monte Carlo study of organ and effective doses of cone beam computed tomography (CBCT) scans in radiotherapy

    Cone-beam CT (CBCT) scans utilized for image guided radiation therapy (IGRT) procedures have become an essential part of radiotherapy. The aim of this study was to assess organ and effective doses resulting from new CBCT scan protocols (head, thorax, and pelvis) released with a software upgrade of the kV on-board-imager (OBI) system. Influence of the scan parameters that were changed in the new protocols on the patient dose was also investigated. Organ and effective doses for protocols of the new software (V2.5) and a previous version (V1.6) were assessed using Monte Carlo (MC) simulations for the International Commission on Radiological Protection (ICRP) adult male and female reference computational phantoms. The number of projections and the mAs values were increased and the size of the scan field was extended in the new protocols. Influence of these changes on organ and effective doses of the scans was investigated. The OBI system was modelled in EGSnrc/BEAMnrc, and organ doses were estimated using EGSnrc/DOSXYZnrc. The MC model was benchmarked against experimental measurements. Organ doses resulting from the V2.5 protocols were higher than those of V1.6 for organs that were partially or fully inside the scans fields, and increased by (3 to 13)%, (10 to 77)%, and (13 to 21)% for the head, thorax, and pelvis protocols for both phantoms, respectively. As a result, effective doses rose by 14%, 17%, and 16% for the male phantom, and 13%, 18%, and 17% for the female phantom for the three scan protocols, respectively. The scan field extension for the V2.5 protocols contributed significantly in the dose increases, especially for organs that were partially irradiated such as the thyroid in head and thorax scans and colon in the pelvic scan. The contribution of the mAs values and projection numbers was minimal in the dose increases, up to 2.5%. The field size extension plays a major role in improving the treatment output by including more markers in the field of view to match between CBCT and CT images and hence setting up the patient precisely. Therefore, a trade-off between the risk and benefits of CBCT scans should be considered, and the dose increases should be monitored. Several recommendations have been made for optimization of the patient dose involved for IGRT procedures

    Cram\'er-Rao Bounds for Polynomial Signal Estimation using Sensors with AR(1) Drift

    We seek to characterize the estimation performance of a sensor network where the individual sensors exhibit the phenomenon of drift, i.e., a gradual change of the bias. Though estimation in the presence of random errors has been extensively studied in the literature, the loss of estimation performance due to systematic errors like drift have rarely been looked into. In this paper, we derive closed-form Fisher Information matrix and subsequently Cram\'er-Rao bounds (upto reasonable approximation) for the estimation accuracy of drift-corrupted signals. We assume a polynomial time-series as the representative signal and an autoregressive process model for the drift. When the Markov parameter for drift \rho<1, we show that the first-order effect of drift is asymptotically equivalent to scaling the measurement noise by an appropriate factor. For \rho=1, i.e., when the drift is non-stationary, we show that the constant part of a signal can only be estimated inconsistently (non-zero asymptotic variance). Practical usage of the results are demonstrated through the analysis of 1) networks with multiple sensors and 2) bandwidth limited networks communicating only quantized observations.Comment: 14 pages, 6 figures, This paper will appear in the Oct/Nov 2012 issue of IEEE Transactions on Signal Processin
