    The valorization processes of real estate capital are strongly influenced by the ability of the different buildings to capture and incorporate some liquidity flows, this capacity, is closely related to the dynamics of the market, of its segments and the single building. The study proposes in this regard, a new methodology, warranting a continuity process with some traditional economic and evaluation approach, using some new tools, such as the developed rough set  by the Operations Research for other issues, but, in this case, that have an instrumental role for the identification of the capacity to increase in value of a real estate capital and to propose a fuzzy measure of this capacity. The study case is that of the market of Ortigia, the historic center of Syracuse

    Cap Rate as the Interpretative Variable of the Urban Real Estate Capital Asset: A Comparison of Different Sub\u2010Market Definitions in Palermo, Italy

    Real estate capital is in constant competition with other capital assets due to its different and complementary economic functions such as direct use, productive investment, and speculative investment. These features and the resulting opportunities cannot be easily deduced from direct observation of the real estate markets, so some further insights need to be carried out in order to highlight the relationship between prices, rents and performances. This study aims at providing a multifaceted perspective of a specific urban real estate market to overcome the difficulties arising from opacities and informative asymmetries that hinder the decision of investors, by facilitating the comparison of different options such as capital value, income and performance. Within the mass appraisal approach, the study proposes a methodology for the analysis of the cap rate, intended as the expression of profitability and liquidity of the urban real estate capital asset. The methodology is based on a detailed survey of a sample of the housing market data, collected within a structured database, supported by statistical and territorial analyses of the sample, in order to display the range of cap rates featuring each sub\u2010market, and the related distributions. The methodology is applied to a case study of nearly 1000 properties distributed in a vast urban area of the municipality of Palermo, Italy. The consistency of the relationships between the three variables has been tested with reference to two hypotheses about the sub\u2010market definition, which has been carried out by cluster and by neighbourhood

    The planning process must be supported by the assessments on the possible scenarios. In this regard, it is instrumental to define a general framework, in which the stakeholder decisions can converge towards a more sustainable development scenario. Then, the evaluation process must become the instrument for the representation of the actions and the assumption of the decision. In particular, in the planning of actions aimed at the protection, conservation and enhancement of protected areas, the evaluation process has ahigh degree of complexity about the plurality of stakeholders and the different perception of the evaluating object. In a planning process of bottom-up the “social stakeholder”, should take an active role and/or cooperative, but often turns out be excluded, since the assessment process is not able to detect the social perception or the value that the social actors perceive on the territorial actions.     L’IDENTIFICAZIONE DEI BACINI ARCHEOLOGICI E LA TOPOLOGIA DEI VALORI DI PAESAGGIO

    The archaeological landscape of the Enna province consists of a huge heritage comprising some of the most relevant national sites, such as the Roman Villa del Casale and the City of Morgantina. Some other sites, such as the Necropolis of Realmese, but above all countless remains even from prehistoric ages, currently haven’t adequate exposure, as they are completely excluded from the information and itinerary networks. This contribution proposes a pattern aimed at identifying the archaeological district as a significant landscape unit, in which even modest sites can have an appropriate syntactic location. Basing on the data of the Territorial Landscape Plan of the Enna Province, and with the support of an integrated Fuzzy cluster analysis and WebGIS model, we propose a system for the identification of the cultural districts on the grounds of the axiological consistencies between each site and the components of the different declinations of landscape which may be attributed to the territory and may be assumed as the contents of the functions of the cultural and anthropological value of the syntactic units characterized by these values. The model allows the decision maker to generate in real time multiple different configurations of the archaeological districts, that means internally and externally coherent networks of sites and goods, thus increasing the awareness on the “resistance” of some configurations compared to the others

    This contribution proposes a theoretical model to support the environmental assessment for the organizations aiming at implementing an EMAS-ISO auditing process in the ground of the water services industry. The model tries to combine a new theory of value – based on natural, bio-genealogical and semantic surplus – with the cycle input - output - re-input characterizing namely the most critical area of the integrated waters service, the waste water treatment plants.     The paper synthesises and compares the results of a research carried out on the energy potential of the provinces of Enna and Syracuse from the perspective of wind energy production. The study highlighted some remarkable differences between the two provinces due to the different wind dynamics and the presence of the landscape characteristics. We propose a wide land planning tool including a section devoted to the calculation of the energy that can be produced by plants located in the permitted areas, an evaluative section devoted to the financial sustainability of the investments, and a section devoted to the landscape assessment due to the different intervisibility of the allowed plants, and a section devoted to the formalization of the decision making process. A set of GIS tools supports the mentioned sections in defining the pattern for the localization of the wind farms, and in measuring and featuring the visual impact.DOI: http://dx.medra.org/10.19254/LaborEst.10.1

    Greenweb in Land Enhancement Policy of Enna Province. A DRSA Valuation Pattern in WebGIS Interaction Practice

    The Enna Province is characterized by a low degree of economic, infrastructural and industrial development. Its hilly territory is a fair combination of many different and integrated landscapes. These conditions suggest the possibility of a sustainable development pattern in which the slow mobility, because of the low level of land infrastructures, can become one of the most important network for the land-value communication.The study applies an axiological approach, useful for the subsequent land planning practice, including a qualitative valuation model and an interactive multi-criteria tool combining Web-GIS and DRSA (Dominance Rough Set Approach) patterns.The valuation model is based on an axiological square in which four kinds of appreciation are taken into account. A WBS pattern explains in detail each appreciation, so that every piece of the green-web can be characterized and assessed within a general framework oriented to provide the aggregate value of the path to which they relate.The DRSA tool is used to generate the preferences structure of the target segments users. It is used as basis for extracting and the processing data. It allows to identify the preferences structure to support the WebGIS tools to generate the green way that best meet the user's preferences

As a whole, the territory is affected by an inhomogeneous development pattern, mostly oriented to the waterfront. A greenways land policy based on an effective land marketing pattern might reduce this gap. The study assumes an axiological approach to land planning, combining a qualitative valuation model based on a WebGIS-MAVT tool, and an interactive multicriteria tool based on and a DRSA pattern. The former allows the users to select the preferable path by expressing their preferences within a hierarchic three including the different value functions.     Despite the fall in price on the housing market, many households may have housing affordability problems. In order to measure the housing affordability on the territorial scale, this study proposes a methodology based on: the threshold income; the analysis of the territorial distribution of households’ incomes; the analysis of the territorial distribution of the local real estate market prices. This approach is applied to a case study, which consists of a territorial system comprising seven towns located in the south-eastern Sicily (Italy). The results allow us to appraise the gaps between housing prices and income level for household group, as well as for town and urban zone. These data is a valuable tool for the public administrations to better orientate the housing policy, to select the best model of social housing and to design the equitable parameters of social housing projects for each town
