Farewell speech pronounced by Pablo Mari #150;ez, Embassador of the Dominican Republic in Mexico, at the ceremony to mark the conclusion of his term in office (1997-2000), in which he was also awarded the Mexican Order of the Aztec Eagle: Ribbon. This speech makes reference to the diplomatic relations between the two countries over the past 112 years, and to the rich and ancient cultural tradition that bonds them. The Dominican Republic has become MexicoÕs main commercial partner in the Caribbean. During these three years of diplomatic mission there were two Visits of State; an increase in investment and co-investment; three Dominican profesorial chairs were established in three universities; several towns were bonded through the twin town programme; and there was a strong Dominican cultural presence in ftes, festivales and congresses

The social and political thought in the Caribbean has illustrious representatives as the Puerto Rican Eugenio Maria de Hostos (1838-1903) and the Dominican Juan Bosch (1909-2001). The ideas planted by the first germinate in the later henceforth in both authors exist an interesting parallelism, subject of the present article.El pensamiento social y político en el Caribe cuenta con ilustres representantes: tales son los casos del puertorriqueño Eugenio María de Hostos (1838-1903) y del dominicano Juan Bosch (1909-2001). ¿Hacia una nueva agenda de seguridad para el Caribe en la postguerra fría?

The new geoestrategical dimensión presented by the Caribbean for the United States at the Cold PostWar is analized in this article by its author. Worry about geopolitical accelerated changes at international level since 1989, the American strategies have not accomplish or elaborate a new security agenda for the Caribbean, with the specificity and the importance it had before. However, the author considers perhaps from several discourses and documents it is possible to reconstruct what shall be considered a security agenda for the region, which will rest in five axis: the promotion for democracy, the migratory policy, free market and integration, the narco traffic struggle and the environment protection. Each axis is analized largely in this article.En el artículo analiza la nueva dimensión geoestratégica que para Estados Unidos presenta el Caribe, en la postguerra fría. Preocupados por los acelerados cambios geopolíticos producidos a nivel internacional desde finales de 1989, los estrategas estadounidenses no han elaborado una nueva agenda de seguridad para el Acribe, al menos con la especificidad e importancia que anteriormente tenía. Sin embargo, el autor entiende que a partir de diversos discursos y documentos es posible reconstruir lo que podría ser considerada, una agenda de seguridad para la región, que descansaría en cinco ejes: la promoción de la democracia, la política migratoria, el libre mercado y la integración, el combate al narcotráfico, y la protección al medio ambiente. Cada uno de dichos ejes son ampliamente analizados en el trabajo
