    Exploring gender inclusion in small-scale fisheries management and development in Melanesia

    Fisheries, like other sectors, is not immune to gender inequality, and women tend to experience the brunt of inequality as undervalued and underrepresented actors in fisheries management and development. A comprehensive understanding of the gender approaches in use, including potential barriers to their implementation, is needed to promote gender equitable outcomes in the small-scale fisheries (SSF) sector. We conducted interviews with fisheries managers and practitioners working in Fiji, Solomon Islands and Vanuatu between 2018 and 2019. We found gender inclusive approaches were broadly applied in three ways: (a) through community-based projects and programs (e.g., inclusive participation techniques); (b) national level research and policy; and (c) internal organizational operations (e.g. gender-sensitive recruitment policies). Although fisheries organizations approached gender inclusion in diverse ways, when critically evaluated according to gender best practice we found 76.2% of approaches were designed to 'reach' women, and very few 'benefited', 'empowered', or 'transformed' women's lives. 'Gender' was conflated to 'women' indicating a poor understanding of what gender inclusion means in practice. We found gender inclusive approaches were limited by the knowledge and capacities of fisheries managers and practitioners, and inhibitive institutional cultures. We argue that SSF organizations need to build explicit institutional gender commitment, strategies and systematic efforts to implement gender approaches with effective accountability mechanisms in place. While the fisheries sector is in its infancy, the plethora and diversity of development organizations in the Pacific provides a unique opportunity to build strategic partnerships to improve gender inclusion in practice in SSF management and development. Such a step can assist the transition from gender inclusive approaches being 'new' to the 'norm' whilst setting a benchmark for what is acceptable practice

    Progressing gender equality in fisheries by building strategic partnerships with development organisations

    Gender equality, a universal agreed principle and value, has been adopted widely but implemented to varying levels in different sectors. Our study was designed to contrast how development and fisheries sectors view and invest in gender, and then explore opportunities to strengthen collaborative relationships and networks between the two, with the aim of improving capacity for gender inclusion in practice in fisheries. We conducted key informant interviews with fisheries (n=68) and development (n=32) practitioners (including managers) in Fiji, Solomon Islands and Vanuatu between 2018 and 2019. We found three points of divergence between fisheries and development practitioners and/or their organisations when it comes to the inclusion of gender into their work: (1) fundamental differences in organisational motivations for working on gender ‒ (i.e., fisheries organisations viewed gender equality as a means to achieve fisheries objectives (instrumental), while development organisations viewed it as a core value or principle (inherent); (2) fisheries practitioners had comparatively little to no access to qualified gender focal points and training, and limited networks with gender experts; and (3) differences in what each considered successful versus failed approaches to gender integration. Our findings illustrate opportunities, as well as limitations or challenges (e.g. resistance and indifference), to transfer knowledge and capacity to integrate gender into fisheries policies and practice. We suggest using these divergences to ‘pivot change’ in the fisheries sector by building on decades of knowledge, learning and experience from the development sector focusing on four areas for strategic partnership: (1) shifting values; (2) gender mainstreaming; (3) adopting gender best practice; and (4) investing in gender networks and coalitions. We argue that fundamental to the success of such a partnership will be the ability and willingness of fisheries and development practitioners and their organisations to break down silos and work collaboratively towards gender equality in the fisheries sector

As we emerge from the pandemic, governments should avoid prioritizing short-term economic gains that compromise ecosystems and the services they provide humanity. Instead, the pandemic can be a pivot point for societal transformation to value longer term ecosystem and economic sustainability

    Tinker, tailor or transform: gender equality amidst social-ecological change

    Global visions of environmental change consider gender equality to be a foundation of sustainable social-ecological systems. Similarly, social-ecological systems frameworks position gender equality as both a precursor to, and a product of, system sustainability. Yet, the degree to which gender equality is being advanced through social-ecological systems change is uncertain. We use the case of small-scale fisheries in the Pacific Islands region to explore the proposition that different social-ecological narratives: (1) ecological, (2) social-ecological, and (3) social, shape the gender equality priorities, intentions and impacts of implementing organizations. We conducted interviews with regional and national fisheries experts (n = 71) and analyzed gender commitments made within policies (n = 29) that influence small-scale fisheries. To explore these data, we developed a 'Tinker-Tailor-Transform' gender assessment typology. We find that implementing organizations aligned with the social-ecological and social narratives considered social (i.e., human-centric) goals to be equally or more important than ecological (i.e., eco-centric) goals. Yet in action, gender equality was pursued instrumentally to achieve ecological goals and/or shallow project performance targets. These results highlight that although commitments to gender equality were common, when operationalized commitments become diluted and reoriented. Across all three narratives, organizations mostly 'Tinkered' with gender equality in impact, for example, including more women in spaces that otherwise tended to be dominated by men. Impacts predominately focused on the individual (i.e., changing women) rather than driving communal-to-societal level change. We discuss three interrelated opportunities for organizations in applying the 'Tinker-Tailor-Transform' assessment typology, including its utility to assist organizations to orient toward intrinsic goals; challenge or reconfigure system attributes that perpetuate gender inequalities; and consciously interrogate discursive positions and beliefs to unsettle habituated policies, initiatives and theories of change

    Length-weight relationship, movement rates, and in situ spawning observations of Holothuria scabra (sandfish) in Fiji

    This study investigated the length-weight relationship and movement rates of the sea cucumber Holothuria scabra, and reports on two in situ H. scabra spawning events at a site with relatively healthy stocks in Vanua Levu, Fiji. A length-weight equation was established − weight = 0.1878 × length2.5807 − which explained 90% of the variance for H. scabra of length 5−24 cm. H. scabra moved at a rate of 40 cm h-1 ± 3.40 SE and appeared active for 10 h day-1, displayed a home-ranging behaviour, and therefore are considered mobile within a limited range. Spawning occurred during October and December, coincided with spring tides, and was only observed around enclosures that were stocked with high densities (ca. 350 g m-2) of H. scabra. The animals aggregated around high-density enclosures prior to spawning, suggesting that spawning is density dependent. Observations during spawning indicate the length at first maturity is ca. 15 cm

    Predicting climate-sensitive water-related disease trends based on health, seasonality and weather data in Fiji

    Leptospirosis, typhoid and dengue are three water-related diseases influenced by environmental factors. We examined whether seasonality and rainfall predict reported syndromes associated with leptospirosis, typhoid and dengue in Fiji. Poisson generalised linear models were fitted with s6 early warning, alert and response system (EWARS) syndromic conditions from March 2016 until December 2020, incorporating seasonality, temperature and rainfall. Watery diarrhoea, prolonged fever and suspected dengue displayed seasonal trends with peaks corresponding with the rainy season, while bloody diarrhoea, acute fever with rash and acute jaundice syndrome did not. Seasonality was the most common predictor for watery and bloody diarrhoea, prolonged fever, suspected dengue, and acute fever plus rash in those aged 5 and over, explaining between 0.4 % – 37.8 % of the variation across all conditions. Higher rainfall was the most common predictor for acute fever plus rash and acute jaundice syndrome in children under 5, explaining between 1.0 % – 7.6 % variation across all conditions. Each EWARS syndromic condition case peak was associated with a different rainfall lag, varying between 0 and 11 weeks. The relationships between EWARS, rainfall and seasonality show that it is possible to predict when outbreaks will occur by following seasonality and rainfall. Pre-positioning of diagnostic and treatment resources could then be aligned with seasonality and rainfall peaks to plan and address water-related disease outbreaks

    Why human rights matter for marine conservation

    Human rights matter for marine conservation because people and nature are inextricably linked. A thriving planet cannot be one that contains widespread human suffering or stifles human potential; and a thriving humanity cannot exist on a dying planet. While the field of marine conservation is increasingly considering human well-being, it retains a legacy in some places of protectionism, colonialism, and fortress conservation. Here, we i) provide an overview of human rights principles and how they relate to marine conservation, ii) document cases where tensions have occurred between marine conservation goals and human rights, iii) review the legal and ethical obligations, and practical benefits, for marine conservation to support human rights, and iv) provide practical guidance on integrating human rights principles into marine conservation. We argue that adopting a human rights-based approach to marine conservation, that is integrating equity as a rights-based condition rather than a charitable principle, will not only help meet legal and ethical obligations to respect, protect, and fulfil human rights, but will also result in greater and more enduring conservation impact

    A Typology for Reef Passages

    Coral reefs host exceptionally diverse and abundant marine life. Connecting coasts and sheltered lagoons to the open ocean, reef passages are important yet poorly studied components of these ecosystems. Abiotic and biotic elements ‘pass’ through these reef passages, supporting critical ecological processes (e.g. fish spawning). Reef passages provide multiple social and ecological benefits for islands and their peoples, but are so far neither characterized nor recognized for their multifaceted significance. This study investigated 113 reef passages across nine Pacific islands (Fiji, New Caledonia, Vanuatu). GIS-based visual interpretations of satellite imagery were used to develop criteria to define three distinct types, mainly based on distance to coastline and presence/absence of an enclosed water body. The discussion identifies ways to refine and augment this preliminary typology as part of a research agenda for reef passages. With these next steps, this typology will be extendable to other regions to better document reef passages and their various roles, supporting biodiversity conservation and sustainable fisheries management

    Opportunities and constraints for implementing integrated land–sea management on islands

    Despite a growing body of literature on integrated land-sea management (ILSM), very little critical assessment has been conducted in order to evaluate ILSM in practice on island systems. Here we develop indicators for assessing 10 integrated island management principles and evaluate the performance of planning and implementation in four island ILSM projects from the tropical Pacific across different governance structures. We find that where customary governance is still strongly respected and enabled through national legislation, ILSM in practice can be very effective at restricting access and use according to fluctuations in resource availability. However, decision-making under customary governance systems may be vulnerable to mismanagement. Government-led ILSM processes have the potential to design management actions that address the spatial scale of ecosystem processes and threats within the context of national policy and legislation, but may not fully capture broad stakeholder interests, and implementation may be poorly coordinated across highly dispersed island archipelagos. Private sector partnerships offer unique opportunities for resourcing island ILSM, although these are highly likely to be geared towards private sector interests that may change in the future and no longer align with community and/or national objectives. We identify consistent challenges that arise during island ILSM planning and implementation and offer recommendations for improvement
