Preliminary proton nuclear magnetic resonance (NMR) studies were made to determine the applicability of this technique for the study of interactions between monomeric and polymeric amino acids with monomeric nucleic acid bases and nucleotides. Proton NMR results for aqueous solutions (D2O) demonstrated interactions between the bases cytosine and adenine and acidic and aromatic amino acids. Solutions of 5'-AMP admixed with amino acids exhibited more complex behavior but stacking between aromatic rings and destacking at high amino acids concentration was evident. The multisite nature of 5'-AMP was pointed out. Chemical shift changes for adenine and 5'-AMP with three water soluble polypeptides demonstrated that significant interactions exist. It was found that the linewidth-pH profile of each amino acid is unique. It is concluded that NMR techniques can give significant and quantitative data on the association of amino acid and nucleic acid constituents

Analysis of Recent Manifests for Goods Imported through US Ports

Several active interrogation techniques are being developed to detect shielded special nuclear materials (SNM) hidden in cargo containers loaded on container ships arriving at US ports. It raises the questions of the types of cargos in which SNM could be hidden, and their impact on detected signatures. Since the definition of a set of ''typical'' or standard cargos has proven to be difficult, we analyzed shipping manifests for US imports shipped through North American ports collected on 14 days distributed over 12 months. From these data, we generated several distribution functions such as commodity categories, average densities, and packaging types that could be of interest to the cargo scanning community. One of the cargo scanning techniques currently under development at LLNL is based on neutron active interrogation, and relies on the unique signature of beta-delayed gammas emitted by fission products in the 3 to 7 MeV energy range. {sup 19}F(n,a){sup 16}N, has been identified as the main potential interference for 7 and 9 MeV neutron beams. International safeguards data authentication

The International Safeguards community is becoming increasingly reliant on information stored in electronic form. In international monitoring and related activities it must be possible to verify and maintain the integrity of this electronic information. This paper discusses the use of data authentication technology to assist in accomplishing this task. The paper provides background information, identifies the relevance to international safeguards, discusses issues related to export controls, algorithm patents, key management and the use of commercial vs. custom software

System for detecting and estimating concentrations of gas or liquid analytes

In an embodiment, the resistances of a set of sensors are measured to provide a set of responses over time where the resistances are indicative of gas or liquid sorption, depending upon the sensors. Cooperation between the United States Department of Energy National Laboratories and Mayak Production Association for enhancements to material protection control and accounting systems

The Agreement Between the Department of Defense of the United States and The Ministry of the Russian Federation for Atomic Energy (MINATOM) Concerning Control, Accounting, and Physical Protection of Nuclear Material, as well as a subsequent amendment to that agreement and a joint statement signed by the Department of Energy (DOE) and MINATOM, resulted in the selection of the Mayak Production Association (MPA) as one of the Russian enterprises that would participate with DOE Laboratories in expanded cooperation aimed at enhancing Material protection, Control and Accounting (MPC&A) systems in both countries. This paper describes the nature and scope of the expanded cooperation involving MPA and six DOE laboratories at an operating civilian, spent-nuclear-fuel reprocessing plant designated RT-1. RT-1 produces, among other materials, reactor-grade plutonium dioxide, a direct-use material that is stored within the boundaries of this plant. Initial efforts at expanded cooperation will focus on enhancements to the existing MPC&A systems at MPA`s RT-1 plant

Nuclear Car Wash sensitivity in varying thicknesses of wood and steel cargo

The influence of incident neutron attenuation on signal strengths in the Nuclear Car Wash has been observed experimentally for both wood and steel-pipe mock cargos. Measured decay curves are presented for {beta}-delayed high-energy {gamma}-rays and thermalized neutrons following neutron-induced fission of HEU through varying irradiation lengths. Error rates are extracted for delayed-{gamma} and delayed-n signals integrated to 30 seconds, assuming Gaussian distributions for the active background. The extrapolation to a field system of 1 mA deuterium current and to a 5 kg sample size is discussed

Description of ALARMA: the alarm algorithm developed for the Nuclear Car Wash

The goal of any alarm algorithm should be that it provide the necessary tools to derive confidence limits on whether the existence of fissile materials is present in cargo containers. It should be able to extract these limits from (usually) noisy and/or weak data while maintaining a false alarm rate (FAR) that is economically suitable for port operations. It should also be able to perform its analysis within a reasonably short amount of time (i.e. {approx} seconds). To achieve this, it is essential that the algorithm be able to identify and subtract any interference signature that might otherwise be confused with a fissile signature. Lastly, the algorithm itself should be user-intuitive and user-friendly so that port operators with little or no experience with detection algorithms may use it with relative ease. In support of the Nuclear Car Wash project at Lawrence Livermore Laboratory, we have developed an alarm algorithm that satisfies the above requirements. The description of the this alarm algorithm, dubbed ALARMA, is the purpose of this technical report. The experimental setup of the nuclear car wash has been well documented [1, 2, 3]. The presence of fissile materials is inferred by examining the {beta}-delayed gamma spectrum induced after a brief neutron irradiation of cargo, particularly in the high-energy region above approximately 2.5 MeV. In this region naturally occurring gamma rays are virtually non-existent. Thermal-neutron induced fission of {sup 235}U and {sup 239}P, on the other hand, leaves a unique {beta}-delayed spectrum [4]. This spectrum comes from decays of fission products having half-lives as large as 30 seconds, many of which have high Q-values. Since high-energy photons penetrate matter more freely, it is natural to look for unique fissile signatures in this energy region after neutron irradiation. The goal of this interrogation procedure is a 95% success rate of detection of as little as 5 kilograms of fissile material while retaining at most .1% false alarm rate. Plywood is used to simulate hydrogenous cargo material and steel (pipes) is used to simulate metallic cargo. The wood consists of 120 x 240 cm sheets and has approximately .65 g/cm{sup 3}. The steel pipes have approximately 10 cm diameters x 6.4 mm wall thickness are .6 g/cm{sup 3}. Fissile sources consist of a ''large'' (380 g) and ''small'' (250 g) sample of HEU (U{sub 3}O{sub 8} 94% enriched). Note that the masses of the HEU sources used in our experimental runs are at least an order of magnitude smaller than 5 kilograms. Runs are done with either wood or steel cargoes stacked at various heights and the HEU sources placed at various depths within the cargo

A Monte Carlo Model for Interrogation of Thick Cargos for Clandestine Fissionable Materials; Tests with 14-MeV Neutrons

A Monte Carlo model has been developed for interrogation of fissionable material embedded in thick cargos when high-energy {beta}-delayed {gamma} rays are detected following neutron-induced fission. The model includes the principal structural components of the laboratory, the neutron source and collimator assembly in which it resides, the assembly that represents cargo of given characteristics, a target of highly-enriched uranium (HEU) and large external plastic scintillators for photon detection. The ability of this model to reproduce experimental measurements was tested by comparing simulations with measurements of the number of induced fissions and the number of detected photons when the HUE target was irradiated with 14.25-MeV neutrons in the absence of any cargo and while embedded in assemblies of plywood and iron pipes. The simulations agreed with experimental measurements within a factor of about 2 for irradiation of the bare target and when the areal density of intervening cargo was 33 g cm{sup -2} (wood) and 61 g cm{sup -2} (steel pipes). This suggests that the model can permit exploration of a large range in parameter space with reasonable fidelity
