    Staff motivation and job performance in the Frere Hospital maternity ward

    The topic of motivation continues to command substantial attention in the field of industrial or organisational psychology. Motivation has always been an essential factor in managing personnel and is a crucial variable in creating a high performance organization. Public administration research has largely ignored motivation as a topic, contrary to research of private sector management. Nurses represent one of the biggest profession group in South Africa's health care services and forms the vertebrae of the Primary Health Care in South Africa. South Africa has experienced large numbers of nurses immigrating to other foreign countries due to poor working conditions in South Africa. Government has a responsibility of ensuring that there is always a motivational climate in the institutions where nurses work. Several investigations have been conducted by various organisations regarding the state of South African Health Care System, due to a high rate of reported deaths in South African hospitals. Dispatch investigation team in 2005 revealed a number of findings that related to various motivational issues at the Eastern Cape Frere Hospital maternity ward. These motivational issues included but not limited shortage of nurses and doctors; use of interns on night duty without qualified doctors and anaesthetist; a cleaner confirmed to have been seen delivering a baby in the labour ward while wearing a doctor‟s coat, as well as accessing and dispensing medicine; no security to prevent people from wandering the labour ward and the entire maternity section; deaths due to negligence; inappropriate appointment of personnel, a situation causing problems for the nurses; employees complaining of work overload; absenteeism and sick leave leaving one nurse on duty at night in the nursery; lack of equipment like oxygen points, suction catheters, CPAPs and CTG machines, alleged by some nurses to be directly responsible for a number of avoidable deaths; staff shortages thus forcing inexperienced nurses to carry duties beyond their experience; detrimental shortages of labour beds; a general assistant dressed in a green nurse‟s gown rinsing blood-soaked linen before dishing up for, and serving food to patients, still wearing the same clothing. Since the Dispatch investigation and the subsequent investigations by political parties and the National Department of Health, no scientific research or investigation has been done around challenges at Frere Hospital maternity ward. The main purpose of this study is to investigate the levels of staff motivation and staff motivation levels' impact on job performance in the Frere Hospital maternity ward. In conducting this study the researcher explored five motivation theories which are amongst a group of motivational theories that have shaped worker motivation in both the public and private sectors. The study explored Maslow hierarchy of needs, Herzberg two factor theory, Vroom's expectancy theory, Locke's equity theory and Festinger‟s goal setting Theory. These theories were used with a view of gathering an understanding of staff motivation and job performance. The reasons for the researcher to choose these five motivational theories is that they are amongst the most popular theories used by scholars to measure staff motivation and performance both in the private and public sectors. These theories were also used due to their relevance to the organisation investigated. This study followed a quantitative approach and empirical study was conducted using a questionnaire with closed and open-ended questions. The empirical results from the nine sections researched showed some distinct findings, from which the following recommendations were drawn: management should consider employees' involvement during goal setting in the department; management should work towards building in job motivators into the employees’ jobs; management should ensure that there is a reputable performance reward and recognition system in place that is agreed upon with staff, instead of imposing the system; management should support nurses in ensuring that their working conditions and salaries and benefits are improved; and It is therefore the responsibility of managers to ensure that staff are always kept motivated in order to increase job performance

    A framework for evaluating an introductory statistics programme at the University of the Western Cape

    Philosophiae Doctor - PhDThere have been calls both from the government and private sector for Higher Education institutions to introduce programmes that produce employable graduates whilst at the same time contributing to the growing economy of the country by addressing the skills shortage. Transformation and intervention committees have since been introduced to follow the extent to which the challenges are being addressed (DOE, 1996; 1997; Luescher and Symes, 2003; Forbes, 2007). Amongst the list of issues that needed urgent address were the skills shortage and underperformance of students particularly university entering students (Daniels, 2007; De Klerk, 2006; Cooper, 2001). Research particularly in the South African context, has revealed that contributing to the underperformance of university entering students and shortage of skills are: the legacy of apartheid (forcing certain racial groups to focus on selected areas such as teaching and nursing), the schooling system (resulting in university entering students to struggle), the home language and academic language. Barrell (1998), places stress on language as a contributing factor towards the performance of students. Although not much research has been done on skills shortage, most of the areas with skills shortage require Mathematics, either on a minimum or comprehensive scale. Students who have a strong Mathematics background have proved to perform better compared to students who have a limited or no Mathematics background at all in Grade 12 (Hahn, 1988; Conners, McCown & Roskos-Ewoldsen, 1998; Nolan, 2002).The department of Statistics offers an Introductory Statistics (IS) course at first year level. Resources available to enhance student learning include: a problem-solving component with web-based tutorials and students attending lectures three hours per week. The course material and all the necessary information regarding the course including teach yourself problems, useful web-sites and links students can make use of, are all stored under the Knowledge- Environment for Web-based learning (KEWL). Despite all the available information, the students were not performing well and they were not interested in the course. The department regards statistical numeracy as a life skill. The desire of the department is to break down the fear of Statistics and to bring about a perspective change in students' mindsets. The study was part of a contribution to ensuring that the department has the best first year students in Statistics in the Western Cape achieving a success rate comparable to the national norm.South Afric

    Effectiveness of agricultural extension organisation in rural areas : the case of Amathole District Municipality (Eastern Cape)

    The study was prompted by the escalating levels of poverty in Amathole District Municipality of the Eastern Cape Province despite the poverty alleviation programmes that have been established since 1994. The main objective of this study was to identify the underlying factors and challenges that affected agricultural extension organisations in the Amathole District Municipality and explore the role and the prospects of extension organisations as a strategy for development and growth in the district municipality. Data was collected through interviews and with the use of structured questionnaires. The questionnaires were administered to 300 farmers and 20 extension practitioners that had been selected by the systematic random sampling technique in the Amathole District Municipality. After data collection, questionnaires were coded, captured and analysed using MS Excel (2010) and SPSS version 22 (2014). Descriptive statistics were used to summarise the data. Results indicated that although extension officers indicated that they had a positive relationship with the communities they services, farmers indicated that extension policies did not favour them. Conclusions were therefore drawn that agricultural extension organisation was not effective in accelerating development in the Amathole District Municipality.     An overview of the management practices for wool production amongst the communal farmers of the Hewu district in the Eastern Cape Province

    The research was conducted in the Hewu area situated between Queenstown (20 km) and Whittlesea (15km) in the Eastern Cape Province of South Africa. In this area communal farming is practiced. Livestock and livestock products (wool) are the main sources of income. The farmers are mainly farming with Merino and Döhne Merino sheep. The lack of management systems (production, reproduction and management) for communal farmers resulted into ineffective communal farming defining the research problem. The research objectives set were: • To establish production norms for wool sheep. • To establish reproduction norms for wool sheep. • To establish effective management practices for wool sheep farmers. • To examine key constraints of wool sheep farmers. The farmers shear their sheep every 12 months usually in October of every year. The average wool production per sheep is 2.17kg. The clip averages a fineness of 19.1-20 micron. That is far below the wool production of the commercial farmers of the Eastern Cape who are producing between 4kg to 5kg per sheep at an average growing period of 12 months. The lack of proper fencing and camps causes major reproduction problems. The lambing percentage of the ewes is 94.85 percent. The weaning percentage referring to the reproductive efficiency of the mated ewes is only 17.24 percent. The survival rate of the lambs born alive is only 18.18 percent. Reproduction is the biggest problem of communal farms. Effective livestock- and grazing management systems for communal areas are essential for the successful development of farmers on communal grazing areas.     Experience and realities of unemployed youth in Kieskammahoek, Eastern Cape

    This study examines the experiences and realities of unemployed youths in Keiskammahoek, in the Eastern Cape Province, South Africa. It looks at the challenges are that experienced by unemployed youths in Keiskammahoek, an area which already has high volume of unemployment. It also explores the factors that account for unemployment amongst the youths in this area. The study adopted a qualitative research approach and the data was collected through semi-structured interviews and observations. Purposive sampling was utilised to collect data from 22 participants who included the rural youths, professionals and decision-makers. The findings of this study reveal that the majority of youths are unskilled and are not easily absorbed in different sectors of the economy. This study recommends that the government needs to target and maximize programmes that are supported by social and economic policies for young people’s benefit in order to alleviate the youth unemployment challenges

    Pursuing socio-economic rights in post-apartheid South Africa : a case study of the Buffalo City metropolitan municipality, Eastern Cape province

    The overall aim of this research was to investigate the extent to which a wide range of socio-economic rights such as housing, education, healthcare, water, sanitation, electricity, food security, social security and the right to work are enjoyed in the Buffalo City Metropolitan Municipality in the Eastern Cape Province. South Africa has nine provinces and the Eastern Cape is considered as one of the poorest with high levels of the triad of poverty, inequality and unemployment. The study used a rights-based approach (RBA) which examines the quality of human life from a rights perspective. Survey questionnaires were distributed to a sample of 500 respondents who were selected through a cluster random sample and six in-depth interviews were further conducted with government officials who were selected through purposive sampling. The study was guided by four main objectives and the first sought to explore citizens’ perceptions of the intersection between service delivery protests and socio-economic rights. The findings revealed that the majority of the survey respondents had no sense of the intersection between service delivery and socio-economic rights. Many did not know anything about the South African Constitution and could not relate to its content. Most critically, the majority did not know the socio-economic rights enshrined in the Constitution. The majority was more comfortable with the phrase service delivery over socio-economic rights and this was so because the former was the most commonly used by the politicians, the media and community leaders. In short, the majority of respondents had a poor understanding of the Constitution and socio-economic rights. On the contrary, the in-depth interview participants showed an excellent knowledge of the Constitution and its socio-economic rights content and saw a strong intersection between service delivery protests and socio-economic rights. Both the questionnaire respondents and the in-depth interview participants regarded employment as the most import demand that the government should address urgently. The second objective sought to describe the extent to which the government has fulfilled various rights. Caution was needed in interpreting this objective. While the majority of the questionnaire respondents had rated the government’s efforts negatively in many socio-economic rights, however, further probing revealed that the government had done well. The questionnaire respondents continued to rate the government negatively even in instances where they indicated that the government had done well. Thus, the findings revealed mixed results that the government had done pretty well in some, not so well in others and very bad in some cases. The in-depth interview participants, on the contrary, were all positive about the government’s fulfilment of various socio-economic rights and rated it favourably. The findings, therefore, dismiss the views shared by the majority of the questionnaire respondents that the government had fulfilled various socio-economic rights to a smaller extent and equally challenge the idea that the government was highly successful in all its efforts to fulfil various socio-economic rights. The evidence shows that the government was successful in some and not so in others. Third, the study revealed a number of factors affecting the enjoyment of socio-economic rights in the Buffalo City Metropolitan Municipality including lack of democracy, lack of human rights knowledge, poor performance by Ward Councillors etc. Finally, the study identified a number of challenges which inhibited the enjoyment of socio-economic rights and these included corruption, crime, lack of participation by the poor in decision-making, alienation of the masses, but the most single serious threat identified by both the questionnaire respondents and in-depth interview participants was the rampant corruption. Most disturbingly, the respondents did not know what to do, how or where to go to claim their rights. This was revealed by the majority who pointed out that they have never approached the government, Constitutional Court or any court and don’t talk to their Ward Councillors about socio-economic rights. Moreover, they have never used the rights language during service delivery protests. All these point to the significant lack of knowledge about rights despite being familiar with the phrase (amalungel’ethu), a Xhosa expression for our rights. Thus, the questionnaire respondents were simply passive citizens and were not doing enough to pursue their socio-economic rights. Since corruption has been indicated as a major challenge affecting the enjoyment socio-economic rights, it is therefore recommended that alternative institutions should play a critical role not only in exposing corruption but the state should prosecute those found guilty of corruption especially on issues that affect the enjoyment of socio-economic rights. It is also recommended that there should be a dialogue between community representatives and the citizens to talk about socio-economic rights during community meetings. The study further, recommends that human rights education should be incorporated in school curricula, especially in secondary and tertiary institutions. Finally, it is recommended that the development of a comprehensive tool for monitoring and evaluating socio-economic rights should be put in place. At present, no such tool exists

    Evaluation of income generating projects in Chris Hani District Municipality in the Eastern Cape Province

    This study, evaluating income generating projects was conducted on four projects, of which two are in Middleburg that is forming part of Inxuba Yethemba Local Municipality and another two are in Hofmeyer that is forming part of Tsolwana Local Municipality. Both these municipalities are in Chris Hani District Municipality in the Eastern Cape Province. Two of these projects are bakery projects and the other two are poultry projects. The study was explorative in nature as it was aimed at finding the reasons for the non-sustainability of income generating projects in this district municipality. Both qualitative and quantitative research methods were applied. Both the explanatory and a multigroup post-test-only design research designs were used when conducting this study. This was due to the fact that the researcher was interested in evaluating income generating projects with the aim of finding out what leads to their failure, and also of finding out how can they be assisted to be able to sustain themselves. Five respondents from each project were willing to take part in the study and this led to a total of 20 respondents who participated through answering questions that were asked to them by the interviewers guided by the questionnaire which is appendix A of the paper. The results of the study indicated the following factors as the ones that are contributing to the non sustainability of income generating projects: Lack of market for the products; Lack of passion to volunteer from project members; Unnatural causes like storms, that ended up delaying the implementation of the projects; Minimal support from communities by buying their products mostly on credit or not abiding by credit terms when credit is given; Non payment of the project members; Lack of transport for the projects to transport their products to market. The key recommendation that was made was that another study needs to be conducted to verify as to whether these findings can be generalised to other projects in the same district. Additional recommendations are that project members need to be skilled on an ongoing basis, the funders should avail funding for the payment of the beneficiaries, beneficiaries need to be encouraged to volunteer and participate in all the activities of the project, all stakeholders need to ensure the availability of resources before the projects are implemented, and the projects need to have project committees that are made of knowledgeable people who are committed in seeing to it that the projects are sustained

    A critical evaluation of the preferential procurement strategy and enterprise development strategy of a major motor manufacturer in the Eastern Cape

    This research is born out of recognition of the challenges Black Economic Empowerment (BEE) in the private sector faces in South Africa, with preferential procurement being one of the components of South Africa's Broad Based Black Economic Empowerment Strategy. Over the past years, South Africa has witnessed the birth of a new economy, one that allows for investment in its people, makes provision for sustainable growth through skills transfer and development, and ensures economic empowerment. The focus of this research is the Preferential Procurement strategy implemented at DaimlerChrysler South Africa (DCSA) as part of its overall Black Economic Empowerment strategy, the perceptions and expectations of how the current BEE preferential procurement strategy should work versus the perceived performance of how it is working. An official definition of Black Economic Empowerment is presented in the study, followed by barriers to growth of BEE suppliers. The aim of defining Black Economic Empowerment is to provide a good reference point against which an organization like DaimlerChrysler can assess the implementation of its preferential procurement programmes. Having discussed the above, there will be a reflection on government scorecard and a brief discussion of the two charters namely, mining and financial services charter. The study also presents the following requirements for a successful BEE corporate strategy: Strategic intent; External Balanced Scorecard; Financial Assistance; Skills development; Communication. A research methodology for conducting this study and data analysis is presented, followed by limitations of the study and recommendations for further research. It is expected that the knowledge gained from this study will help to I. Demonstrate the need to change perceptions and behaviour regarding Black Economic Empowerment. 2. Assist procurement officials to include BEE objectives into their procurement strategy. 3. Identify policy implications and assist in improving DCSA's Black Economic Empowerment Procurement strategy
