A re-evaluation of ideas, interests and politics in repeal: the case of the Belgian Corn Laws, 1834-1873.
Economic interests, the influence of economic ideas and politics have been put forward in the literature as explanations for the British Repeal of the Corn Laws in 1846. In this paper, we will evaluate these competing explanations using the case of the liberalization of Belgian corn tariffs. The Belgian protectionist Corn Laws of 1834 were abolished in different steps between 1845 and 1873. The first part of this paper uses quantitative methods to assess the success of party affiliation, personal interests and the economic profile of the constituencies in predicting voting behavior. Thanks to the detailed censuses of 1846 on agriculture, industry and population, it is possible to typify the economic make-up of the electoral districts in much more detail than in the British case. However, the analysis of roll-call voting proves that party affiliation and personal and constituency economic interests are insufficient to explain the shift towards free trade. The second part of the paper then discusses the role played by political strategy and ideas in the liberalization of corn tariffs, using a qualitative analysis of the debates on tariff policy. The large number of votes over a forty year period allows us to document the relationship between ideas and interests in a new way.
Has clarity been brought to the diamond sector? A survey into AML and TF risk mitigation by diamond traders and their financiers
The international diamond trade always has been a somewhat closed world in which different rules applied compared to other sectors. The myths and mystic surrounding diamonds as the most precious material on earth are in sharp contract with the contemporary demand for transparency. The clarity of a diamond, one of its four valuables, is not reflected in the ways of the diamond industry. However, recent initiatives, such as the Kimberly Process, which attempts to put a ban on blood and terror diamonds and a handful of banking scandals, have brought a wind of change. This wind of change is to some extent a mere side-wind fanned by the hurricane of the global anti-money laundering and anti-terrorist financing movement. Banks financing the diamond trade, assurance companies providing insurances to the sector and the diamond traders and retailers have all become subject to AML and CFT legislation. Compliance has become the magic word in the world of financing, along with transparency, but the diamond sector proved to be a slack student in this respect. This paper explores the different aspects of compliance by diamond sector market players and examines whether the extension of the regulatory framework to these players have brought a shift in responsibility, away from the financial institutions financing the diamond sector. In addition it addresses the question whether the regulatory framework and regulatory practice are sufficiently developed to enable effective supervision by the authorities

__Abstract__
Met twee argumenten wil Eddy Verbaan de lezer overtuigen van het belang van zijn studie. Ten
eerste wijst hij op de snelle opkomst van de stadsbeschrijvingen in Holland tijdens de zeventiende
eeuw. Vervolgens maakt hij de vergelijking met de hedendaagse hausse aan stadsgeschiedenissen.
Daarom lijkt het Verbaan nuttig om de oorsprong van dit genre nader te bekijken. In totaal
bestudeert hij in zijn boek achttien publicaties die de karakteristieken vertonen van een
stadsbeschrijving. Het is niet de inhoud van deze stadsbeschrijvingen die het onderwerp van
Verbaans studie vormen, maar de kenmerken van het genre. Historici blijven daarom ook
grotendeels op hun honger zitten bij het lezen van dit boek, al moet worden gezegd dat de kennis en
het vakmanschap van de letterkundige Verbaan wel alle lof verdient

__Abstract__
Dat de invloed van de Norbertijnen gedurende de zeventiende en achttiende eeuw een
pak verder reikte dan de stevige muren van hun abdijen, is voor historici al lang geen
geheim meer. Wie een blik werpt op de ‘kaartboeken’ van deze abdijen – waarvan een
aantal werd uitgegeven door het Algemeen Rijksarchief te Brussel – raakt al gauw
onder de indruk van het grondbezit van deze instellingen. Vaak strekt dit grondbezit
zich uit over een ruim geografische gebied en ligt het versnipperd in verschillende
parochies. De impact van de abdijen reikte echter verder, want de abdijen oefenden
geregeld het patronaatsrecht uit over een aantal nabijgelegen parochiekerken. Alleen
al in de regio die overeenkomst met het huidige België hadden de Norbertijnen 172
parochies onder hun hoede. De invloed van het patronaatsrecht op deze parochies
ging erg ver. Zo benoemde de abt van de abdij van het Park te Heverlee in 1475 in
twee Waalse parochies priesters die geen Frans spraken. Het toezicht over al deze
parochies viel immers rechtstreeks onder het gezag van de abten, de bisschop had
slechts een beperkte inspraak bij de inrichting van de parochies. Toch willen we in
deze lezing proberen aan te tonen dat de priesters niet altijd zo een gemakkelijke taak
hadden. Vaak was de geestelijke leiding van een parochie een moeilijke
evenwichtsoefening waarbij de dorpspriester de verschillende betrokken partijen
poogden tevreden te stellen. De priesters dienden immers niet alleen rekening te
houden met hun de rechtstreekse overste, met name de abt. Ook de parochianen, de
bisschop en de wereldlijke overheden hadden hun invloed op het reilen en zeilen van
de parochies

Pour une étude comparée des usages sociaux du parrainage dans deux villes des anciens Pays-Bas. Leyde et Malines au XVIIe siècle
The Reformation had a major impact on the practices of godparenthood in early modern Europe. Catholic parents could only appoint two godparents, a man and a woman, while Protestants were free to ask as much godparents as they wanted. This implies that godparenthood offered more opportunities for network formation in protestant regions. However, a social network analysis shows that the number of ties was not the only factor of importance. The social networks in the catholic city of Mechelen were denser than in the protestant Leiden as a result of the higher number of mutual connections. The low cohesion in Leiden was probably due to the high number of migrants and the absence of other forms of ritual kinship, such as religious confraternities. Another significant conclusion concerns the nature of these relations. The elite acted less as patron regarding lower social groups in Mechelen compared to Leiden. This is a remarkable conclusion because historians usually assume that social relation were more equal in the Dutch Republic than in the Spanish Netherlands
Bonding or bridging social capital? The evolution of Brabantine confraternities during the late medieval and the early modern period

Social scientists have recently paid a great deal of attention to clubs, associations and
societies. This is due to the growing interest in civil society and social capital. Both scientists
and politicians believe that a vivid civil society, characterized by a large number of voluntary
associations active in many aspects of social life, has several positive effects. According to
this view, civil society promotes shared civic values and stimulates social cohesion. In other
words: club life pulls down social boundaries. As a consequence, modern policy makers
involve all kinds of voluntary associations in local, regional, national and international
government, because they consider these associations as ideal intermediaries between citizens
and government
