Some remarks on the design of transonic tunnels with low levels of flow unsteadiness
The principal sources of flow unsteadiness in the circuit of a transonic wind tunnel are presented. Care must be taken to avoid flow separations, acoustic resonances and large scale turbulence. Some problems discussed are the elimination of diffuser separations, the aerodynamic design of coolers and the unsteadiness generated in ventilated working sections
‘In the name of capability’: a critical discursive evaluation of competency-based management development
This paper illustrates a number of ways in which competency or capability-based management development (CBMD) can work simultaneously both for and against the interests of organizational agents. It does so by demonstrating how CBMD might usefully be understood as both ideological and quasi-religiously faith-based. These features are shown to provide opportunities for resistance and micro-emancipation alongside those for repression and subordination. The study employs a combination of ‘middle range’ discourse analytical techniques. In the first instance, critical discourse analysis is applied to company documentation to distil the ideological stance of an international organization’s CBMD programme. Critical discursive psychology is then used to assess the ways in which employees’ evaluative accounts both support and resist such stance. The analysis builds upon previous insights from Foucauldian studies of CBMD by foregrounding processes of discursive agency. It also renders more visible and discussible the assumptions and dilemmas that CBMD might imply
Introducing new diagnostics into STI control programmes: the importance of programme science.
Many innovative diagnostic technologies will become commercially available over the next 5-10 years. These tests can potentially transform the diagnosis of sexually transmitted infections but their introduction into control programmes can be hampered by health system constraints, and political, cultural, socioeconomic and behavioural factors. We used the introduction of syphilis rapid tests to illustrate the importance of programme science to address the gap between accruing evidence of acceptable test performance and the complexity of programme design, implementation and evaluation of test deployment to address public health needs and improve patient-important outcomes
Discourses of knowledge across global networks: what can be learnt about knowledge leadership from the ATLAS collaboration?
Writing on knowledge management (KM) and leadership studies tends to take place in parallel; both fields are prolific yet they rarely inform each other. A KM view tends to take a positional view of leaders and a functionalist view of firms: so it regards those with the ascription or status of leaders as pivotal, and knowledge as a commodity to be leveraged with the help of leaders to improve firm performance. But as the global reach of organizations in the knowledge-based economy become more stretched, as their operations become more networked and as their workforces become more mobile, the task of deploying and deriving value from knowledge becomes ever more challenging and calls for a qualitatively different approach which is termed knowledge leadership. In contrast to the instrumentalist approach of KM we offer some alternative discourses of knowledge and explore the implications of these for knowledge leadership. We then use interpretive discourse to examine the way knowledge activists enact and experience the exchange of knowledge in the ATLAS collaboration, part of the largest scientific experiment in the world at the Large Hadron Collider, near Geneva. We find this apparently democratic and homogeneous global network to be populated by quite different perceptions concerning the way knowledge is viewed, the way knowledge leadership is exercised and the impact of this on the global collaboration. We discuss the wider significance of these findings for knowledge leadership in other international knowledge-based enterprises and R&D businesses
Managing five paradoxes of knowledge exchange in networked organizations: new priorities for HRM?
The life-blood of most organizations is knowledge. Too often, the very mechanisms set up to facilitate knowledge-flow militate against it. This is because they are instituted in a top-down way, they are cumbersome to manage and the bridges of trust fail to get built. In their thirst for innovation, the tendency is for firms to set up elaborate transmission channels and governance systems. As a result, staff are drowned in a deluge of mundane intranet messages and bewildered by matrix structures, while off-the-wall ideas and mold-breaking insights are routinely missed. Added to this is the challenge of operating across professional, cultural, regional and linguistic boundaries, where ways of sharing knowledge differ markedly, even within the same project team. Drawing upon extensive research with scientists in the ATLAS collaboration (a high-energy particle physics experiment comprising 3,500 scientists from 38 countries) we explore five paradoxes associated with knowledge exchange in global networks. Each paradox leads to a proposition which takes the theory and practice of knowledge management in a fresh direction. We conclude by outlining a number of HRM priorities for international knowledge-intensive organizations
Computer studies of hybrid-slotted working sections with minimum interference at subsonic speeds
A series of computations on tunnel boundary-interference effects for hybrid-slotted working sections was performed using the WALINT code. The slots were modeled as lines of porosity with linear crossflow characteristics. The basic shape evaluated was for a rectangular section with height-to-width ratio = 0.835 and its companion in the duplex mode (half model testing) with height-to-width ratio = 0.6. A best overall basic configuration was determined with seven slots on each wall with open area ratio on each wall of 17.5%. For both full-span and half-model testing, the optimum solution required closing all but two slots on each of the half-walls parallel to the plane of the wing (equivalent to four slots on the full floor and ceiling). The results are presented here for the best configurations and are shown to be within the figure-of-merit range of + or - 0.04 in upwash, and + or - 0.1 in curvature for the Mach number range 0.6 to 0.85. Blockage effects are shown to be small
