    Prudential Regulation and Climate Change

    Prudential regulators seek to ensure that the institutions (banks, insurers, pension schemes) making financial promises to their customers are capable of meeting those promises. Over time that has caused them to take an increasingly holistic view of the risks faced by those entities. It should be no surprise, therefore, that risks caused by climate change have emerged over the past decade as requiring concerted attention, both from the institutions and the prudential regulators who supervise them. Institutions and prudential regulators urgently need to design frameworks and processes that capture and assess the risks from climate change in a way that is tractable, rigorous and capable of integration into their existing frameworks and processes. This paper maps briefly how the practice of prudential regulation has evolved in recent years across a number of major jurisdictions (the United Kingdom, the European Union, Australia, South Africa and Singapore) to engage with the risks from climate change. This has value in its own right. Climate change is the most urgent existential risk currently facing mankind. However, the analysis in this article also provides a case study of how prudential regulation itself needs to be conceived, and in particular the need for prudential regulators to be ready continually to address nascent types of risk, the precise dimensions and nature of which emerge only over time

    Household Demand for Broadband Internet Service

    As part of the Federal Communications Commission (“FCC”) National Broadband Report to Congress, we have been asked to conduct a survey to help determine consumer valuations of different aspects of broadband Internet service. This report details our methodology, sample and preliminary results. We do not provide policy recommendations. This draft report uses data obtained from a nationwide survey during late December 2009 and early January 2010 to estimate household demand for broadband Internet service. The report combines household data, obtained from choices in a real market and an experimental setting, with a discrete-choice model to estimate the marginal willingness-to-pay (WTP) for improvements in eight Internet service characteristics.

    The use of NOAA Advanced Very High Resolution Radar/High Resolution Picture Transmission (AVHRR/HRPT) imagery for earth resource applications is provided for the applications scientist for use within the various Earth science, resource, and agricultural disciplines. A guide to processing NOAA AVHRR data using the hardware and software systems integrated for this NASA project is provided. The processing steps from raw data on computer compatible tapes (1B data format) through usable qualitative and quantitative products for applications are given. The manual is divided into two parts. The first section describes the NOAA satellite system, its sensors, and the theoretical basis for using these data for environmental applications. Part 2 is a hands-on description of how to use a specific image processing system, the International Imaging Systems, Inc. (I2S) Model 75 Array Processor and S575 software, to process these data

    Observations Supporting the Role of Magnetoconvection in Energy Supply to the Quiescent Solar Atmosphere

    Identifying the two physical mechanisms behind the production and sustenance of the quiescent solar corona and solar wind poses two of the outstanding problems in solar physics today. We present analysis of spectroscopic observations from the Solar and Heliospheric Observatory that are consistent with a single physical mechanism being responsible for a significant portion of the heat supplied to the lower solar corona and the initial acceleration of the solar wind; the ubiquitous action of magnetoconvection-driven reprocessing and exchange reconnection of the Sun's magnetic field on the supergranular scale. We deduce that while the net magnetic flux on the scale of a supergranule controls the injection rate of mass and energy into the transition region plasma it is the global magnetic topology of the plasma that dictates whether the released ejecta provides thermal input to the quiet solar corona or becomes a tributary that feeds the solar wind.Comment: 34 pages, 13 figures - In press Astrophysical Journal (Jan 1 2007

    Estimating The Costs And Cost-effectiveness Of Promoting Mammography Screening Among US-based Latinas

    Purpose: We characterize the costs and cost-effectiveness of a community health worker (CHW)-based intervention to promote screening mammography among US-based non-adherent Latinas. Methods: The parent study was a randomized controlled trial for 536 Latinas aged 42-74 years old who had sought care within a safety net health center in Western Washington. Participants were block-randomized within clinic to the control arm (usual care) or intervention arm (CHW-led motivational interviewing intervention). We used the perspective of the organization implementing promotional activities to characterize costs and cost-effectiveness. Cost data were categorized as program set-up and maintenance (initial training, booster/annual training) program implementation (administrative activities, intervention delivery); and, overhead/miscellaneous expenses. Cost-effectiveness was calculated as the incremental cost of screening for each additional woman screened between the intervention and control arms. Results: The respective costs per participant for standard care and the intervention arm were 69.96and69.96 and 300.99. There were no study arm differences in 1-year QALYs among women who completed a 12-month follow-up survey (intervention= 0.8827, standard care = 0.8841). Most costs pertained to program implementation and administrative activities specifically. The incremental cost per additional woman screened was $2,595.32. Conclusions: Our findings are within the ranges of costs and cost-effectiveness for other CHW programs to promote screening mammography among underserved populations. Our strong study design and focus on non-adherent women provides important strengths to this body of work, especially give implementation and dissemination science efforts regarding CHW-based health promotion for health disparity populations

    Appearances can be deceiving: How naturalistic changes to target appearance impact on lineup-based decision-making

    The present study examined the influence of appearance, procedure and position on identification decisions, post-decisional confidence ratings and estimates of discrimination and confidence-specific accuracy. Regarding appearance, the study examined the combined influence of three naturalistic changes that occur day-to-day (i.e. a reduction in cranial hair length, the removal of stubble, and a change of clothing), two of which have not been considered before in a lineup-decision context. Participants (N = 350) completed four experimental lineups which involved: viewing a target person, completing a brief distractor task, and making an identification decision and a post-decisional confidence rating from a photographic lineup. Participants were randomly allocated to complete simultaneous or sequential lineups, with appearance (no change, change), position (early, late) and target (present, absent) systematically varied across the four trials. Appearance affected all dependent measures and was particularly influential in target-present lineups. Naturalistic changes to target appearance reliably decreased correct identification rates, confidence in correct identifications, discrimination accuracy, and confidence-specific accuracy. Procedure and position, by contrast, had a more limited impact. Of concern for the criminal justice system, neither procedure nor position manipulations offset any reductions in lineup-decision accuracy when target appearance changed
