Advanced techniques for the measurement of multiple recombination parameters in solar cells
A survey of bulk recombination measurement techniques was presented. Classical methods were reviewed along with their limiting assumptions and simplifications. A modulated light measurement system was built and showed the large effects of junction capacitance. Techniques for extension of classical methods for measurement of multiparameter multiregression measurements were identified and analyzed

The assessment, treatment, and risk management of persons who have sexually offended are of considerable interest to a wide variety of stakeholder groups, including legislators and policymakers, court and law enforcement personnel, corrections and community supervision staff, mental health clinicians, victim advocates, and the community-at-large. Utilizing best practices and continually staying up-to-date on the research is imperative to providing quality treatment and/or interventions that may reduce the likelihood of recidivism for individuals who have committed sexual offenses. The goal of treatment for sexual offenses as part of an overall intervention is to hold clients accountable, help them improve their lives, and achieve the ultimate outcome of no more victims

We prove that the diffeomorphisms on surfaces, exhibiting infinitely
many sinksnear the generic unfolding of a quadratic homoclinic tangency of a
dissipative saddle, can be perturbed along an infinite dimensional manifold of
diffeomorphisms such that infinitely many sinks persist simultaneously.
On the other hand, if they are perturbed along one-parameter families that
unfold generically the quadratic tangencies, then at most a finite number of
those sinks have continuation
Use of remote sensing in agriculture
Remote sensing studies in Virginia and Chesapeake Bay areas to investigate soil and plant conditions via remote sensing technology are reported ant the results given. Remote sensing techniques and interactions are also discussed. Specific studies on the effects of soil moisture and organic matter on energy reflection of extensively occurring Sassafras soils are discussed. Greenhouse and field studies investigating the effects of chlorophyll content of Irish potatoes on infrared reflection are presented. Selected ground truth and environmental monitoring data are shown in summary form. Practical demonstrations of remote sensing technology in agriculture are depicted and future use areas are delineated
Are Medical Prices Declining?
We address long-standing problems in measuring health care prices by estimating two medical care price indices. The first, a Service Price Index, prices specific medical services, as does the current CPI. The second, a Cost of Living Index, measures the net valuation of treating a health problem. We apply these indices to heart attack treatment between 1983 and 1994. Because of technological change and increasing price discounts, the current CPI overstates a chain-weighted price index by three percentage points annually. For plausible values of an additional life-year, the real Cost of Living Index fell about 1 percent annually.
Pricing Heart Attack Treatments
In this paper, we estimate price indices for heart attack treatments, demonstrating the techniques that are currently used in official price indices and presenting some alternatives. We consider two types of price indices, a Service Price Index, which prices specific treatments provided, and a Cost of Living Index, which prices the health outcomes of patients. Both indices are complicated by price measurement issues: list prices and transactions prices are fundamentally different in the medical care field. The development of new or modified medical treatments further complicates the comparison of like' goods over time. And the Cost of Living Index is hampered by the need to determine how much of health improvement results from medical treatments in comparison to other factors. We describe methods to address each of these obstacles. We conclude that whereas traditional price indices when applied to heart attack treatments are rising at roughly 3 percent per year above general inflation, a corrected service price index is rising at perhaps 1 to 2 percent per year above general inflation, and the cost of living index is falling by 1 to 2 percent per year relative to general inflation. We discuss the implications of these results for official price index calculations.
Novel measurement techniques (development and analysis of silicon solar cells near 20% effciency)
Work in identifying, developing, and analyzing techniques for measuring bulk recombination rates, and surface recombination velocities and rates in all regions of high-efficiency silicon solar cells is presented. The accuracy of the previously developed DC measurement system was improved by adding blocked interference filters. The system was further automated by writing software that completely samples the unkown solar cell regions with data of numerous recombination velocity and lifetime pairs. The results can be displayed in three dimensions and the best fit can be found numerically using the simplex minimization algorithm. Also described is a theoretical methodology to analyze and compare existing dynamic measurement techniques
Infinitely Many Stochastically Stable Attractors
Let f be a diffeomorphism of a compact finite dimensional boundaryless
manifold M exhibiting infinitely many coexisting attractors. Assume that each
attractor supports a stochastically stable probability measure and that the
union of the basins of attraction of each attractor covers Lebesgue almost all
points of M. We prove that the time averages of almost all orbits under random
perturbations are given by a finite number of probability measures. Moreover
these probability measures are close to the probability measures supported by

Electrical control of metallic heavy-metal/ferromagnet interfacial states
Voltage control effects provide an energy-efficient means of tailoring
material properties, especially in highly integrated nanoscale devices.
However, only insulating and semiconducting systems can be controlled so far.
In metallic systems, there is no electric field due to electron screening
effects and thus no such control effect exists. Here we demonstrate that
metallic systems can also be controlled electrically through ionic not
electronic effects. In a Pt/Co structure, the control of the metallic Pt/Co
interface can lead to unprecedented control effects on the magnetic properties
of the entire structure. Consequently, the magnetization and perpendicular
magnetic anisotropy of the Co layer can be independently manipulated to any
desired state, the efficient spin toques can be enhanced about 3.5 times, and
the switching current can be reduced about one order of magnitude. This ability
to control a metallic system may be extended to control other physical
