    Deconstructing the Model Minority Myth: Exploring Health Risk Behaviors of American Asian and Pacific Islander Young Adults

    The model minority stereotype describes Asian and Pacific Islanders (API) as the epitome of assimilation into U.S. culture using hard work, intelligence, high educational attainment, and economic success to overcome the challenges of discrimination and recent immigration. Adopted model minority pressures assume a life of their own, with origins in childhood that are amplified during adolescence and young adulthood. In response to evidence of increased vulnerability to HIV and other sexually transmitted infection exposure, the present study compared prevalence estimates of health risk behaviors of API and cross-ethnic college students (N = 1,880). Self-reported alcohol use and abuse tendencies, legal and illicit drug use, abuse and misuse, as well as HIV- and other STI-related sexual risk were compared. Results of independent samples t-tests revealed that API displayed greater risk for alcohol use, abuse, dependence, and negative outcomes related to use. After controlling for differences in the 90-day prevalence of sexual activity, Cochran-Mantel-Haenszel and chi-square analyses indicated significantly greater behavioral risks for infection among API. API males were nearly twice as likely as their cross-ethnic peers to engage in insertive oral and anal sex without a condom to the point of ejaculation. While reporting fewer risks compared to their male counterparts, API females were significantly more likely than their cross-ethnic peers to engage in behaviors which may enhance exposure to infection. Such findings suggest a shrinking cultural divide with regard to risk behaviors on college campuses, as well as a lack of perceived HIV and other sexually transmitted infection risk among API students. As universities continue to foster cultures of diversity, the unique experiences and prevention-based needs of API students must be addressed

    Utilization of Media-Driven Technology for Health Promotion and Risk Reduction among American Indian and Alaska Native Young Adults: An Exploratory Study

    Across the developmental spectrum, American Indian and Alaska Native (AI/AN) adolescents and young adults experience considerable behavioral and mental health disparities, including substance abuse, depression, and engagement in sexual behaviors which enhance risk of pregnancy and sexually transmitted infections. Health-focused interventions utilizing digital and media technology hold significant promise among tribal communities, as they have the capacity to eliminate geography-based barriers. Utilizing a sample of 210 self-identified AI/AN students attending tribal colleges, this study identified the most effective technologies and intervention strategies, as well as health seeking patterns and preferences, which may impact implementation and sustainable use in tribal settings. The use of technology was both diverse and pervasive among AI/AN young adults, mirroring or exceeding patterns of young adults from the broader population. These data suggest that technology-based interventions may effectively deliver information, resources, and behavior change tools to AI/AN young adults, particularly when reflecting their unique worldviews and social contexts

    It is shown that low Reynolds number fluid flows can cause suspended particles to respond as though they were in an equilibrium system with an effective potential. This general result follows naturally from the fact that different methods of moving particles in viscous fluids give rise to very different long-range flows.     The Freedom to Manifest Religious Belief: An Analysis of the Necessity Clauses of the ICCPR and the ECHR

    This paper examines Article 18 of the International Covenant on Civil and Political Rights and Article 9 of the European Convention on Human Rights. Both documents affirm freedom of religion as a fundamental human right, yet both recognize the need for restrictions on freedom of religion when “necessary.” The paper discusses the text of Articles 18 and 9, as well as European Court of Human Rights and Human Rights Committee cases interpreting and applying the Articles. The paper then analyzes several current laws restricting religious freedom on necessity grounds as to whether the restrictions are legitimate or illegitimate under the instruments. I conclude that the laws from several States likely do not pass muster, and pose a great risk to religious freedom. My second primary contention is that the “principle of secularism” (as defined primarily in European Court of Human Rights jurisprudence), without more, is an illegitimate justification for restrictions on religious freedom under the ICCPR and the ECHR. More specifically, the principle of secularism functioning as a principle by which religious expression may be excluded from full participation in democratic government is inimical to the ICCPR’s and ECHR’s vision of religious pluralism as “indissociable” from a democratic society. Further, the European Court’s application of the principle improperly equates a “secular” government with a democratic government, and as such is in tension with prior cases in which the Court has affirmed religious pluralism as axiomatic for a democratic society. The paper concludes with a discussion of the case of a pastor in Sweden who was convicted for preaching a sermon condemning homosexuality, as a test case for the application of the principles discussed throughout

    Japan is at a crossroads of public administration and disaster management, especially in the aftermath of the catastrophic events of March 11, 2011: a major earthquake near Tōhoku, and the subsequent tsunami and nuclear reactor meltdown at the Fukushima Daiichi nuclear facility. There have been advocates for more top-down governance to handle such crises (and the ongoing residuals of such crises), while others have touted more decentralization—that is, more governance at the local level. Nevertheless, Japan still faced myriad public policy challenges three years after the catastrophic events. This article investigates the role of nongovernmental organizations (NGOs) in Japan’s local governance in the aftermath of March 11, 2011, addressing broadly the theme of disaster management and, more specifically, the impact (or lack thereof) of NGOs (nonprofits) on the local governance processes in Japan in the midst of the debates regarding top-down and bottom-up approaches to disaster management

    Climate variability in central equatorial Africa: Influence from the Atlantic sector.

    We document a strong teleconnection between Central Equatorial African (CEA) rainfall (and Congo River discharge) and the large-scale circulation over the North Atlantic, throughout the boreal winter/spring season. Positive rainfall anomalies over CEA (at interannual and multi-annual timescales) are related to anomalous westerly mid-tropospheric zonal winds over the CEA/Atlantic region. These anomalies appear to be part of a coherent structure of zonal wind anomalies extending to the polar regions of the North Atlantic, similar to that associated with the NAO pattern. Idealised model simulations suggest that at least over the tropical and subtropical latitudes of the Atlantic/African sector such a signal may be associated with SST forcing from the Tropical North Atlantic (TNA) region. We conclude that TNA SSTs may force these circulation anomalies over CEA at multi-annual timescales but at interannual timescales they may be relatively independent of TNA SSTs

    Risk is a fundamental consideration when designing electronic systems. For most systems a view of risk can assist in setting design objectives, whereas both a qualitative and quantitative understanding of risk is mandatory when considering protection systems. This paper gives an overview of the risks due to stored magnetic and beam energies in high-energy physics, and shows how a risk-based approach can be used to design new systems mitigating these risks, using a lifecycle inspired by IEC 61508. Designing new systems in high-energy physics can be challenging as new and novel techniques are difficult to quantify and predict.
