Intrinsic Luminescence from Self-Trapped Excitons in Bi4Ge3O12 and Bi12GeO20: Decay Kinetics and Multiplication of Electronic Excitations
The intrinsic luminescence appearing at 500 nm in Bi4Ge3O12 (e-BGO) and that at 450 nm in Bi12GeO20 (s-BGO) have been studied over a wide range of temperature T = 5–300 K by using a Nd:YAG laser and synchrotron radiation as excitation light sources. Luminescence decay curves in e-BGO depend dramatically on the laser power; they are composed of three decay components under high-density excitation, while they show a single exponential decay at low-density excitation. From temperature dependences of the decay time and emission intensity, it is clarified that the triplet state of a self-trapped exciton (STE) responsible for the e-BGO luminescence consists of a pair of closely spaced sublevels with separation energy of 5.7 meV. The decay curves of s-BGO luminescence are essentially nonexponential, irrespective of the excitation power. Time-resolved luminescence measurements of s-BGO suggest the existence of a singlet state lying higher than the triplet STE state. The excitation spectra for the intrinsic luminescence bands have been measured up to 35 eV (35 nm) at 5 K. From the obtained spectra, it is obvious that the multiplication of electronic excitations takes place efficiently in both BGOs. Efficacy of combined peroxisome proliferator-activated receptor-α ligand and glucocorticoid therapy in a murine model of atopic dermatitis.
Although topical glucocorticoids (GCs) show potent anti-inflammatory activity in inflamed skin, they can also exert numerous harmful effects on epidermal structure and function. In contrast, topical applications of ligands of peroxisome proliferator-activated receptor-α (PPARα) not only reduce inflammation but also improve cutaneous barrier homeostasis. Therefore, we examined whether sequential topical GCs followed by topical Wy14643 (a ligand of PPARα) might be more effective than either alone for atopic dermatitis (AD) in a hapten (oxazolone (Ox))-induced murine model with multiple features of AD (Ox-AD). Despite expected anti-inflammatory benefits, topical GC alone induced (i) epidermal thinning; (ii) reduced expression of involucrin, loricrin, and filaggrin; and (iii) allowed outside-to-inside penetration of an epicutaneous tracer. Although Wy14643 alone yielded significant therapeutic benefits in mice with mild or moderate Ox-AD, it was less effective in severe Ox-AD. Yet, topical application of Wy14643 after GC was not only significantly effective comparable with GC alone, but it also prevented GC-induced structural and functional abnormalities in permeability barrier homeostasis. Moreover, rebound flares were largely absent after sequential treatment with GC and Wy14643. Together, these results show that GC and PPARα ligand therapy together is not only effective but also prevents development of GC-induced side effects, including rebound flares, in murine AD
Comparative study of excitonic structures and luminescence properties of Bi4Ge3O12 and Bi12GeO20

Infrared/optical - X-ray simultaneous observations of X-ray flares in GRB 071112C and GRB 080506
We investigate the origin of short X-ray flares which are occasionally
observed in early stages of afterglows of gamma-ray bursts (GRBs). We observed
two events, GRB 071112C and GRB 080506, before the start of X-ray flares in the
optical and near-infrared (NIR) bands with the 1.5-m Kanata telescope. In
conjunction with published X-ray and optical data, we analyzed densely sampled
light curves of the early afterglows and spectral energy distributions (SEDs)
in the NIR-X-ray ranges. We found that the SEDs had a break between the optical
and X-ray bands in the normal decay phases of both GRBs regardless of the model
for the correction of the interstellar extinction in host galaxies of GRBs. In
the X-ray flares, X-ray flux increased by 3 and 15 times in the case of GRB
071112C and 080506, respectively, and the X-ray spectra became harder than
those in the normal decay phases. No significant variation in the optical-NIR
range was detected together with the X-ray flares. These results suggest that
the X-ray flares were associated with either late internal shocks or external

TARGET: A Digitizing And Trigger ASIC For The Cherenkov Telescope Array
The future ground-based gamma-ray observatory Cherenkov Telescope Array (CTA)
will feature multiple types of imaging atmospheric Cherenkov telescopes, each
with thousands of pixels. To be affordable, camera concepts for these
telescopes have to feature low cost per channel and at the same time meet the
requirements for CTA in order to achieve the desired scientific goals. We
present the concept of the TeV Array Readout Electronics with GSa/s sampling
and Event Trigger (TARGET) Application Specific Circuit (ASIC), envisaged to be
used in the cameras of various CTA telescopes, e.g. the Gamma-ray Cherenkov
Telescope (GCT), a proposed 2-Mirror Small-Sized Telescope, and the
Schwarzschild-Couder Telescope (SCT), a proposed Medium-Sized Telescope. In the
latest version of this readout concept the sampling and trigger parts are split
into dedicated ASICs, TARGET C and T5TEA, both providing 16 parallel input
channels. TARGET C features a tunable sampling rate (usually 1 GSa/s), a 16k
sample deep buffer for each channel and on-demand digitization and transmission
of waveforms with typical spans of ~100 ns. The trigger ASIC, T5TEA, provides 4
low voltage differential signal (LVDS) trigger outputs and can generate a
pedestal voltage independently for each channel. Trigger signals are generated
by T5TEA based on the analog sum of the input in four independent groups of
four adjacent channels and compared to a threshold set by the user. Thus, T5TEA
generates four LVDS trigger outputs, as well as 16 pedestal voltages fed to
TARGET C independently for each channel. We show preliminary results of the

Evidence-Based Decision Making in Local Health Departments
Evidence-based decision making (EBDM) represents an important strategy to increase efficacy and efficiency of public health programs and practice. There is insufficient information on the application of EBDM among local health departments (LHDs). This qualitative study examined use of EBDM in New York State (NYS) LHDs and factors facilitating and impeding its adoption through interviews and focus groups with 47 LHD commissioners, health directors, and other upper-level staff. Findings suggest variability in application of EBDM in NYS LHDs. A number of internal factors (e.g., staff capacity, organizational culture) and external factors (e.g., policy environment, appropriate and replicable evidence-based models) contribute to its uneven use, even within a single LHD
The Optical System for the Large Size Telescope of the Cherenkov Telescope Array
The Large Size Telescope (LST) of the Cherenkov Telescope Array (CTA) is
designed to achieve a threshold energy of 20 GeV. The LST optics is composed of
one parabolic primary mirror 23 m in diameter and 28 m focal length. The
reflector dish is segmented in 198 hexagonal, 1.51 m flat to flat mirrors. The
total effective reflective area, taking into account the shadow of the
mechanical structure, is about 368 m. The mirrors have a sandwich structure
consisting of a glass sheet of 2.7 mm thickness, aluminum honeycomb of 60 mm
thickness, and another glass sheet on the rear, and have a total weight about
47 kg. The mirror surface is produced using a sputtering deposition technique
to apply a 5-layer coating, and the mirrors reach a reflectivity of 94%
at peak. The mirror facets are actively aligned during operations by an active
mirror control system, using actuators, CMOS cameras and a reference laser.
Each mirror facet carries a CMOS camera, which measures the position of the
light spot of the optical axis reference laser on the target of the telescope
camera. The two actuators and the universal joint of each mirror facet are
respectively fixed to three neighboring joints of the dish space frame, via

KRAS or BRAF mutation status is a useful predictor of sensitivity to MEK inhibition in ovarian cancer
This study examined the status of KRAS and BRAF mutations, in relation to extracellular signal-regulated protein kinase (ERK) activation in 58 ovarian carcinomas to clarify the clinicopathological and prognostic significance of KRAS/BRAF mutations. Somatic mutations of either KRAS or BRAF were identified in 12 (20.6%) out of 58 ovarian carcinomas. The frequency of KRAS/BRAF mutations in conventional serous high-grade carcinomas (4.0% : 1/25) was significantly lower than that in the other histological type (32.3% : 10/31). Phosphorylated ERK1/2 (p-ERK1/2) expression was identified in 18 (38.2%) out of 45 ovarian carcinomas. KRAS/BRAF mutation was significantly correlated with International Federation of Gynecology and Obstetrics (FIGO) stage I, II (P<0.001), and p-ERK1/2 (P<0.001). No significant correlations between KRAS/BRAF mutations or p-ERK1/2 expression and overall survival were found in patients with ovarian carcinoma treated with platinum and taxane chemotherapy (P=0.2460, P=0.9339, respectively). Next, to clarify the roles of ERK1/2 activation in ovarian cancers harbouring KRAS or BRAF mutations, we inactivated ERK1/2 in ovarian cancer cells using CI-1040. Cl-1040 is a compound that selectively inhibits MAP kinase kinase (MEK), an upstream regulator of ERK1/2, and thus prevents ERK1/2 activation. Profound growth inhibition and apoptosis were observed in CI-1040-treated cancer cells with mutations in either KRAS or BRAF in comparison with the ovarian cancer cells containing wild-type sequences. This was evident in both in vitro and in vivo studies. The findings in this study indicate that an activated ERK1/2 pathway is critical to tumour growth and survival of ovarian cancers with KRAS or BRAF mutations. Furthermore, they suggest that the CI-1040-induced phenotypes depend on the mutational status of KRAS and BRAF in ovarian cancers. Therefore, ovarian cancer patients with KRAS or BRAF mutations may benefit from CI-1040 treatment
