    If the Barnett formula is rigorously applied to determine the budget of the Welsh Assembly Government, this will ultimately adversely affect the economy of Wales by limiting the growth in aggregate demand. This effect is reinforced now that population weights determining rises in expenditure in Wales (and Scotland and Northern Ireland) are regularly up-dated. There is some controversy in Wales about whether some form of needs-assessment exercise would favour Wales relative to its current position. What is clear is that the outcome of a rigorous, long term application of the Barnett formula would be a share of UK public expenditures in Wales (and Scotland and Northern Ireland) that was almost certainly below the level that would be dictated by any conventional understanding of 'needs'. The impact of the tax-varying power favoured by the Richard Commission is ambiguous, with the direction of effects dependent on the reaction of the current labour force and potential migrants. If workers insist on full compensation for loss of income to tax through a rise in gross wages a tax rise would lead to an economic contraction. However, if workers value the additional public services financed by the tax rise as equal to their loss of disposable income, this effect can be avoided.     Sublinear Estimation of Weighted Matchings in Dynamic Data Streams

    This paper presents an algorithm for estimating the weight of a maximum weighted matching by augmenting any estimation routine for the size of an unweighted matching. The algorithm is implementable in any streaming model including dynamic graph streams. We also give the first constant estimation for the maximum matching size in a dynamic graph stream for planar graphs (or any graph with bounded arboricity) using O~(n4/5)\tilde{O}(n^{4/5}) space which also extends to weighted matching. Using previous results by Kapralov, Khanna, and Sudan (2014) we obtain a polylog(n)\mathrm{polylog}(n) approximation for general graphs using polylog(n)\mathrm{polylog}(n) space in random order streams, respectively. In addition, we give a space lower bound of Ω(n1ε)\Omega(n^{1-\varepsilon}) for any randomized algorithm estimating the size of a maximum matching up to a 1+O(ε)1+O(\varepsilon) factor for adversarial streams

    Maximum Matching in Turnstile Streams

    We consider the unweighted bipartite maximum matching problem in the one-pass turnstile streaming model where the input stream consists of edge insertions and deletions. In the insertion-only model, a one-pass 22-approximation streaming algorithm can be easily obtained with space O(nlogn)O(n \log n), where nn denotes the number of vertices of the input graph. We show that no such result is possible if edge deletions are allowed, even if space O(n3/2δ)O(n^{3/2-\delta}) is granted, for every δ>0\delta > 0. Specifically, for every 0ϵ10 \le \epsilon \le 1, we show that in the one-pass turnstile streaming model, in order to compute a O(nϵ)O(n^{\epsilon})-approximation, space Ω(n3/24ϵ)\Omega(n^{3/2 - 4\epsilon}) is required for constant error randomized algorithms, and, up to logarithmic factors, space O(n22ϵ)O( n^{2-2\epsilon} ) is sufficient. Our lower bound result is proved in the simultaneous message model of communication and may be of independent interest

    Prevalence and incidence of low back pain in the Kingdom of Saudi Arabia: a systematic review

    Study Design: A systematic review. Objective: To identify published studies that assess the prevalence and incidence of Low Back Pain (LBP) in the Saudi Arabian population. Methods: Six electronic databases were searched for articles published between January 1995 and December 2018. Crosssectional or cohort studies were included if they were conducted in the KSA and focused on the prevalence or incidence of LBP in adults. Case–control and retrospective studies were excluded. Studies were also excluded if they did not meet the quality criteria set out by the Joanna Briggs Institute (JBI) assessment or had a high or medium risk of bias according to the criteria proposed by Hoy et al. One independent reviewer (MAA) verified that the studies met the inclusion criteria, and three independent reviewers (MAA, AHM, CMA) assessed the quality of the studies and extracted their relevant characteristics. All the studies were assessed for quality using the JBI assessment and were assessed for risk of bias according to the Hoy et al. approach. Results: The initial search identified 158 papers; five studies met the inclusion criteria. The nature of the findings meant no meta-analysis could be performed; therefore, a narrative summary was generated to discuss the findings. The prevalence of LBP in different professional groups within a working-age group ranged between 64% and 89%. Discussion: The prevalence of LBP in the KSA has only been examined within specific professional groups, which limits the ability to generalize the finding. The review clarifies the need for further quality epidemiological studies to identify the prevalence of LBP in the general population. Many of the issues identified are problems related to occupational risk of LBP. The implication therefore is that these occupational factors need to be assessed so that risk factors for LBP among employees in KSA can be modified

    Mapping lower-limb prosthesis load distributions using a low-cost pressure measurement system

    Background: In the UK 55,000 people live with a major limb amputation. The prosthetic socket is problematic for users in relation to comfort and acceptance of the prosthesis; and is associated with the development of cysts and sores. Objectives: We have developed a prototype low-cost system combining low-profile pressure sensitive sensors with an inertial measurement unit to assess loading distribution within prosthetic sockets. The objective of this study was to determine the ability of this prototype to assess in-socket loading profiles of a person with an amputation during walking, with a view to understanding socket design and fit. Methods: The device was evaluated on four transtibial participants of various age and activity levels. The pressure sensors were embedded in the subject's sockets and an inertial measurement unit was attached to the posterior side of the socket. Measurements were taken during level walking in a gait lab. Results: The sensors were able to dynamically collect data, informing loading profiles within the socket which were in line with expected distributions for patellar-tendon-bearing and total-surface-bearing sockets. The patellar tendon bearing subject displayed loading predominately at the patellar tendon, tibial and lateral gastrocnemius regions. The total-surface bearing subjects indicated even load distribution throughout the socket except in one participant who presented with a large socket-foot misalignment. Conclusions: The sensors provided objective data showing the pressure distributions inside the prosthetic socket. The sensors were able to measure the pressure in the socket with sufficient accuracy to distinguish pressure regions that matched expected loading patterns. The information may be useful to aid fitting of complex residual limbs and for those with reduced sensation in their residual limb, alongside the subjective feedback from prosthesis users

    A survey of the economics and management of gummy ewes

    The purpose of this survey was to investigate the practice of running gummy ewes. Their management, production and costing factors were analysed. The information was gathered from fifty farmers in the Canterbury, Otago and Southland areas by a personal interview survey. The questionnaire covered the above aspects and aimed to gain farmer opinion on the practice of running these ewes. It is evident from this survey that a decrease in wool weight can be expected; 47 percent of the farmers stated that they expected the drop to be approximately 1 kg compared with their mixed aged ewes. Furthermore, 67 percent of the farmers have found that slightly higher losses could be expected. These losses are significantly offset by a gain in lambing percentage of between 10 and 15 percent compared with mixed aged flocks on the same farms. Gross margin analyses showed that a five year breeding own replacements system gave highest returns when the cull ewe and lamb prices were similar but as the difference between these two became larger, the two year flock system of buying gummy ewes was the more profitable. For the majority of the surveyed farms this latter policy has proven the most profitable over recent years

    Relicts of continental crust formed more than 3400 Ma ago are preserved fortuitously in most cratons. The cratons provide the most direct information about crust and mantle evolutionary processes during the first billion years of Earth history. In view of their polymetamorphic character, these terrains are commonly affected by subsequent tectonothermal events. Hence, their isotope systematics may be severely disturbed as a result of bulk chemical change or local isotopic homogenization. This leads to equivocal age and source information for different components within these terrains. The Sr and Nd isotopic data are presented for early Archean gneisses from the North Atlantic Craton in west Greenland and northern Labrador which were affected by younger metamorphic events
