    Implementation of GIS-Based Applications in Water Governance

    __Abstract__ Geographical Information Systems (GIS) are computer programs that are able to bring large amounts of data of both the physical and the social system together in one comprehensive overview shown digitally. GIS occurred very rapidly on the Dutch policy agenda. In this paper we analyze how the fast introduction process of GIS-based instruments in water management and more specifically in river flood management can be explained. By applying a range of classical models on agenda-setting, we show the important contribution of GIS to the water and flood issue in current spatial planning and policy development in the Netherland

У статті розглядається формування мовних явищ у контексті культурного розвитку людини, яка в ході еволюційно-історичного процесу витворила самобутні лінгвоетнічні мовні образи.The research focuses on the study of speech phenomena developed in the context of the conceptual sphere as an effective approach to the use of neuropsychology. Neuropsychology considers the acquisition of new knowledge on human perception and processing of new information as a separate mental process. This paper studies the formation of linguistic phenomena in the context of the cultural development of man, which in the course of evolutionary-historical process has created distinctive linguistic-ethnic linguistic images. The linguistic identity of man is created in the representation of man and is represented by a set of concepts, i.e. it is a conceptual sphere. The current state of the humanities has led to the relevance of ethno linguistic studies, which present the results of studies of the reflection in the national consciousness of extra linguistic phenomena that form the basis for a holistic worldview and function as concepts. The latter are cultural, mental and linguistic phenomena that are integral mental-linguistic constructs, but can be studied for each of the components, including language. Cognitive experience, which can be identified and analyzed in language phenomena, is a verbalized (fixed to a bilateral linguistic unit) reflection of sensual and rational experiences of an individual (group, society, ethnicity) of a number of events, impressions, often located in speech - in dialect, literary language, the carrier of which he is). General scientific and special linguistic methods will ensure the complexity of the study of verbalizers of the concepts of folk morality.Основное внимание в исследовании уделяется изучению речевых феноменов, разработанных в контексте понятийной сферы, как эффективному подходу к использованию нейропсихологии. Нейропсихология рассматривает приобретение новых знаний о восприятии человеком и переработку новой информации как отдельный психический процесс. В статье исследуется формирование языковых явлений в контексте культурного развития человека, который в ходе эволюционно-исторического процесса создал своеобразные языково-этнические языковые образы

    Development of Legislation in the Field of Intellectual Property in Modern Conditions

    Russia is a subject of international intellectual property rights protection. It is a territory of exclusive rights to the results of intellectual activity established by international treaties and federal laws are valid. However after beginning of a special military operation and sanctions pressure, the question about correction of the Russian system of intellectual property rights protection in relation to unfriendly countries has become more relevant. Сonsolidation of national security and increasing the country’s technological independence are not always compatible with the principles of protecting the rights of foreign copyright holders that remain in Russian legislation. The state protects domestic producers from foreign copyright holders, and legalizes parallel import. But these mechanisms do not work in full force due to the fact that Russian courts actually continue to protect the right of unfriendly countries to intellectual property in equal volume with Russian copyright holders. This article proposes to consider some measures to protect the rights and interests of the Russian Federation, its citizens and entrepreneurs, including the revision of Russia’s international obligations in the field of intellectual property and the formation of new law enforcement and judicial practice. Also the process of sovereignization of the Russian model of intellectual property rights protection we can see the development of modern technologies with affects of creating the results of intellectual activity and the methods of legal protection of its results. Thus, the achievement of the goals of state policy in the field of intellectual property is also possible by introducing new digital technologies into the state regulation of intellectual property at the federal and regional levels.</jats:p

    Effect of agmatine on actin polymerization in leukocytes of streptozotocin-induced diabetic rats

    It has been shown that agmatine affects the process of actin polymerization in leukocytes from both healthy rats and rats with experimentally induced diabetes mellitus (EDM). Our studies revealed that the initial general F-actin level in the leukocytes of diabetic rats was substantially higher than in the leukocytes of the healthy animals. This implies that leukocytes undergo a number of structural and functional changes and are in pre-activated state at the diabetes mellitus conditions. While the total actin content in the leukocytes of EDM rats dropped, we observed a redistribution of actin fractions, namely the level of cytoskeletal actin filaments decreased, whereas the abundunce of short actin filaments increased. Thus, actin polymerization intensifies in EDM conditions, although the initial actin content decreases. Agmatine administration to the control group of animals didn’t lead to significant changes in general actin content in leukocytes, while the level of actin monomers decreased due to polymerization and short actin filaments formation. Treatment of the diabetic rats with agmatine resulted in elevated content of both general actin and cytoskeletal actin filaments as a result of reorganization of short actin filaments. Our data suggest that this polyamine directly or indirectly affects the functional state of leukocytes via altered cytoskeleton formation
