Climate Change and the Law: Cushioning the Effects of Climate Change- In Niger Delta
Climate change has been defined as any natural or induced change in climate either globally or in a particular area However the United Nations Framework Convention on Climate Change gives its own definition as a change of climate which is attributed directly or indirectly to human activity that alters the composition of the global atmosphere and which is in addition to natural climate variability observed over comparable time periods This definition is holistic as it includes the causative elements of climate change There is consensus that climate change is a critical issue for Africa and indeed its greatest challenge in the 21st century along with poverty There is a speculation that climate change in no specified measure is likely to affect the continent s development trajectory as most African countries are characterized by undiversified economic structures poor infrastructure fragile structures and institutions poor human development and most importantly the heavy reliance on agriculture for the majority of the population The reason for climate change is that Mother Earth our only home is under pressur

Chaotic temperature dependence at zero temperature
We present a class of examples of nearest-neighbour, boubded-spin models, in
which the low-temperature Gibbs measures do not converge as the temperature is
lowered to zero, in any dimension

Operator Counting for N=2 Chern-Simons Gauge Theories with Chiral-like Matter Fields
The localization formula of Chern-Simons quiver gauge theory on nicely
reproduces the geometric data such as volume of Sasaki-Einstein manifolds in
the large- limit, at least for vector-like models. The validity of
chiral-like models is not established yet, due to technical problems in both
analytic and numerical approaches. Recently Gulotta, Herzog and Pufu suggested
that the counting of chiral operators can be used to find the eigenvalue
distribution of quiver matrix models. In this paper we apply this method to
some vector-like or chiral-like quiver theories, including the triangular
quivers with generic Chern-Simons levels which are dual to in-homogeneous
Sasaki-Einstein manifolds . The result is consistent
with AdS/CFT and the volume formula. We discuss the implication of our
analysis.Comment: 23 pages; v2. revised version; v3. corrected typos and clarified

Mapping 6D N = 1 supergravities to F-theory
We develop a systematic framework for realizing general anomaly-free chiral
6D supergravity theories in F-theory. We focus on 6D (1, 0) models with one
tensor multiplet whose gauge group is a product of simple factors (modulo a
finite abelian group) with matter in arbitrary representations. Such theories
can be decomposed into blocks associated with the simple factors in the gauge
group; each block depends only on the group factor and the matter charged under
it. All 6D chiral supergravity models can be constructed by gluing such blocks
together in accordance with constraints from anomalies. Associating a geometric
structure to each block gives a dictionary for translating a supergravity model
into a set of topological data for an F-theory construction. We construct the
dictionary of F-theory divisors explicitly for some simple gauge group factors
and associated matter representations. Using these building blocks we analyze a
variety of models. We identify some 6D supergravity models which do not map to
integral F-theory divisors, possibly indicating quantum inconsistency of these
6D theories.Comment: 37 pages, no figures; v2: references added, minor typos corrected;

Rational F-Theory GUTs without exotics
We construct F-theory GUT models without exotic matter, leading to the MSSM
matter spectrum with potential singlet extensions. The interplay of engineering
explicit geometric setups, absence of four-dimensional anomalies, and realistic
phenomenology of the couplings places severe constraints on the allowed local
models in a given geometry. In constructions based on the spectral cover we
find no model satisfying all these requirements. We then provide a survey of
models with additional U(1) symmetries arising from rational sections of the
elliptic fibration in toric constructions and obtain phenomenologically
appealing models based on SU(5) tops. Furthermore we perform a bottom-up
exploration beyond the toric section constructions discussed in the literature
so far and identify benchmark models passing all our criteria, which can serve
as a guideline for future geometric engineering.Comment: 27 Pages, 1 Figur
On the Gold Standard for Security of Universal Steganography
While symmetric-key steganography is quite well understood both in the
information-theoretic and in the computational setting, many fundamental
questions about its public-key counterpart resist persistent attempts to solve
them. The computational model for public-key steganography was proposed by von
Ahn and Hopper in EUROCRYPT 2004. At TCC 2005, Backes and Cachin gave the first
universal public-key stegosystem - i.e. one that works on all channels -
achieving security against replayable chosen-covertext attacks (SS-RCCA) and
asked whether security against non-replayable chosen-covertext attacks (SS-CCA)
is achievable. Later, Hopper (ICALP 2005) provided such a stegosystem for every
efficiently sampleable channel, but did not achieve universality. He posed the
question whether universality and SS-CCA-security can be achieved
simultaneously. No progress on this question has been achieved since more than
a decade. In our work we solve Hopper's problem in a somehow complete manner:
As our main positive result we design an SS-CCA-secure stegosystem that works
for every memoryless channel. On the other hand, we prove that this result is
the best possible in the context of universal steganography. We provide a
family of 0-memoryless channels - where the already sent documents have only
marginal influence on the current distribution - and prove that no
SS-CCA-secure steganography for this family exists in the standard
non-look-ahead model.Comment: EUROCRYPT 2018, llncs styl
The impact of the ATLAS zero-lepton, jets and missing momentum search on a CMSSM fit
Recent ATLAS data significantly extend the exclusion limits for
supersymmetric particles. We examine the impact of such data on global fits of
the constrained minimal supersymmetric standard model (CMSSM) to indirect and
cosmological data. We calculate the likelihood map of the ATLAS search, taking
into account systematic errors on the signal and on the background. We validate
our calculation against the ATLAS determinaton of 95% confidence level
exclusion contours. A previous CMSSM global fit is then re-weighted by the
likelihood map, which takes a bite at the high probability density region of
the global fit, pushing scalar and gaugino masses up.Comment: 16 pages, 7 figures. v2 has bigger figures and fixed typos. v3 has

International standards for early fetal size and pregnancy dating based on ultrasound measurement of crown-rump length in the first trimester of pregnancy.
OBJECTIVES: There are no international standards for relating fetal crown-rump length (CRL) to gestational age (GA), and most existing charts have considerable methodological limitations. The INTERGROWTH-21(st) Project aimed to produce the first international standards for early fetal size and ultrasound dating of pregnancy based on CRL measurement.
METHODS: Urban areas in eight geographically diverse countries that met strict eligibility criteria were selected for the prospective, population-based recruitment, between 9 + 0 and 13 + 6 weeks' gestation, of healthy well-nourished women with singleton pregnancies at low risk of fetal growth impairment. GA was calculated on the basis of a certain last menstrual period, regular menstrual cycle and lack of hormonal medication or breastfeeding in the preceding 2 months. CRL was measured using strict protocols and quality-control measures. All women were followed up throughout pregnancy until delivery and hospital discharge. Cases of neonatal and fetal death, severe pregnancy complications and congenital abnormalities were excluded from the study.
RESULTS: A total of 4607 women were enrolled in the Fetal Growth Longitudinal Study, one of the three main components of the INTERGROWTH-21(st) Project, of whom 4321 had a live singleton birth in the absence of severe maternal conditions or congenital abnormalities detected by ultrasound or at birth. The CRL was measured in 56 women at < 9 + 0 weeks' gestation; these were excluded, resulting in 4265 women who contributed data to the final analysis. The mean CRL and SD increased with GA almost linearly, and their relationship to GA is given by the following two equations (in which GA is in days and CRL in mm): mean CRL = -50.6562 + (0.815118 × GA) + (0.00535302 × GA(2) ); and SD of CRL = -2.21626 + (0.0984894 × GA).
GA estimation is carried out according to the two equations: GA = 40.9041 + (3.21585 × CRL(0.5) ) + (0.348956 × CRL); and SD of GA = 2.39102 + (0.0193474 × CRL).
CONCLUSIONS: We have produced international prescriptive standards for early fetal linear size and ultrasound dating of pregnancy in the first trimester that can be used throughout the world
